山东省济南市人民政府办公厅关于贯彻鲁政办发〔2016〕50号文件运用大数据加强对市场主体服务和监管的实施意见

各县区人(ren)民政府(fu),市政府(fu)各部(bu)门:


  为认(ren)真(zhen)贯彻落实《山(shan)东省人民政(zheng)(zheng)府办(ban)公厅关(guan)于(yu)贯彻国办(ban)发〔2015〕51号文件运用(yong)大(da)数据(ju)加强对市场主(zhu)体(ti)(ti)服(fu)务和监管的(de)实施(shi)意见(jian)》(鲁(lu)政(zheng)(zheng)办(ban)发〔2016〕50号)精神,进一步推进简政(zheng)(zheng)放权,创新社会治理方式,经(jing)济南市政(zheng)(zheng)府同意,现就(jiu)运用(yong)大(da)数据(ju)加强对市场主(zhu)体(ti)(ti)的(de)服(fu)务和监管提出如下实施(shi)意见(jian)。


  一、总体要求


  (一)指导(dao)思想。深入贯彻落实党的(de)十(shi)八大(da)和(he)(he)十(shi)八届(jie)三中、四中、五中、六中全会(hui)精神,按照信(xin)(xin)用(yong)山东建(jian)设总(zong)体部署,坚持市(shi)场(chang)(chang)在资(zi)源配置中的(de)决定性(xing)作(zuo)用(yong)和(he)(he)更好发挥政府(fu)作(zuo)用(yong),遵循政府(fu)统筹、分步实施、需求(qiu)导(dao)向(xiang)、问题为先、公开(kai)共享(xiang)、注重安全的(de)原则,以社会(hui)信(xin)(xin)用(yong)体系(xi)建(jian)设为核心,强(qiang)化(hua)政府(fu)信(xin)(xin)息公开(kai)和(he)(he)数据开(kai)放,推进社会(hui)信(xin)(xin)息资(zi)源有序共享(xiang),提高大(da)数据归集(ji)运用(yong)能力,提升(sheng)政府(fu)服务水平,加强(qiang)事(shi)中事(shi)后监(jian)管(guan),维(wei)护市(shi)场(chang)(chang)正常秩序,释放市(shi)场(chang)(chang)主体活力,构建(jian)公平诚信(xin)(xin)的(de)市(shi)场(chang)(chang)环境。


  (二)主(zhu)要目(mu)标。运(yun)(yun)用大(da)(da)数据(ju)理(li)念和(he)(he)技术,高(gao)效(xiao)采集、有效(xiao)整合、充分运(yun)(yun)用政府(fu)数据(ju)和(he)(he)社会数据(ju),健(jian)全(quan)政府(fu)运(yun)(yun)用大(da)(da)数据(ju)工作机制(zhi),增强(qiang)政府(fu)服(fu)(fu)务(wu)(wu)和(he)(he)监(jian)(jian)(jian)管(guan)的(de)有效(xiao)性;加强(qiang)对市场(chang)主(zhu)体(ti)的(de)事(shi)中事(shi)后(hou)监(jian)(jian)(jian)管(guan),推动简政放权和(he)(he)政府(fu)职能转(zhuan)变,建立跨(kua)地(di)区、多(duo)部门的(de)信(xin)用联动奖惩机制(zhi),促(cu)进市场(chang)主(zhu)体(ti)依(yi)法(fa)诚信(xin)经(jing)营;完善对市场(chang)主(zhu)体(ti)的(de)全(quan)方(fang)(fang)位(wei)服(fu)(fu)务(wu)(wu),提高(gao)政府(fu)服(fu)(fu)务(wu)(wu)水平和(he)(he)监(jian)(jian)(jian)管(guan)效(xiao)率,降低服(fu)(fu)务(wu)(wu)和(he)(he)监(jian)(jian)(jian)管(guan)成(cheng)本;通过政府(fu)信(xin)息公开和(he)(he)数据(ju)开放、社会信(xin)息资源开放共享,实(shi)现政府(fu)监(jian)(jian)(jian)管(guan)和(he)(he)社会监(jian)(jian)(jian)督有机结合,构建全(quan)方(fang)(fang)位(wei)市场(chang)监(jian)(jian)(jian)管(guan)体(ti)系。


  二、提高政府运用大数据能力


  (一(yi))加强电(dian)子政(zheng)务建(jian)设。进(jin)一(yi)步完善市(shi)(shi)(shi)电(dian)子政(zheng)务外(wai)网(wang)功能,优化(hua)网(wang)络(luo)结构,扩(kuo)大(da)网(wang)络(luo)覆盖(gai)面,丰富(fu)网(wang)络(luo)应(ying)用,推动(dong)部门业务专网(wang)整合和(he)应(ying)用迁(qian)移(yi),为各级各部门履行职能提供(gong)服务。依托市(shi)(shi)(shi)级政(zheng)务服务平台,统筹建(jian)立人口、法人单位、自然资源和(he)空(kong)间地理、宏(hong)观经(jing)济(ji)等共(gong)享(xiang)信(xin)息(xi)资源库,提高(gao)全市(shi)(shi)(shi)政(zheng)务信(xin)息(xi)化(hua)水平和(he)运用大(da)数据(ju)能力。(市(shi)(shi)(shi)政(zheng)府(fu)办公厅、市(shi)(shi)(shi)经(jing)济(ji)和(he)信(xin)息(xi)化(hua)委(wei)牵(qian)头,市(shi)(shi)(shi)有(you)关部门、各县区政(zheng)府(fu)(含济(ji)南高(gao)新(xin)区管委(wei)会、市(shi)(shi)(shi)南部山区管委(wei)会,下同)分别负(fu)责(ze))


  (二)规范政(zheng)府数据(ju)采集。制定(ding)完善我市(shi)政(zheng)务(wu)数据(ju)共(gong)(gong)(gong)享交换管理制度(du),明确(que)政(zheng)府数据(ju)采集、交换、共(gong)(gong)(gong)享、利用(yong)责任和要求。各部(bu)门在履职过程中(zhong),要依法及时(shi)、准(zhun)确(que)、规范、完整地记(ji)录(lu)和采集相关信(xin)(xin)(xin)息(xi),妥善保存并(bing)及时(shi)更(geng)新。加(jia)强(qiang)对市(shi)场(chang)主体相关信(xin)(xin)(xin)息(xi)的(de)记(ji)录(lu),形成信(xin)(xin)(xin)用(yong)档案,并(bing)纳(na)入市(shi)公共(gong)(gong)(gong)信(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)息(xi)平(ping)台和市(shi)市(shi)场(chang)主体事(shi)中(zhong)事(shi)后(hou)监管服务(wu)平(ping)台。逐(zhu)步统一数据(ju)标(biao)准(zhun),依托市(shi)级政(zheng)务(wu)服务(wu)平(ping)台,推(tui)动公共(gong)(gong)(gong)信(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)息(xi)平(ping)台、市(shi)场(chang)主体事(shi)中(zhong)事(shi)后(hou)监管服务(wu)平(ping)台等政(zheng)府公共(gong)(gong)(gong)数据(ju)平(ping)台之间(jian)的(de)互联(lian)互通(tong),实现数据(ju)一次采集,多平(ping)台共(gong)(gong)(gong)享共(gong)(gong)(gong)用(yong)。(市(shi)政(zheng)府办公厅牵头(tou),市(shi)有关部(bu)门分(fen)别负责)


  (三)推进大(da)(da)(da)(da)数(shu)(shu)(shu)(shu)据(ju)(ju)中(zhong)(zhong)(zhong)(zhong)心(xin)建设。按(an)照省(sheng)政府(fu)将我市(shi)打造成全(quan)国重要的社会(hui)化、创新型大(da)(da)(da)(da)数(shu)(shu)(shu)(shu)据(ju)(ju)中(zhong)(zhong)(zhong)(zhong)心(xin)的部(bu)署,积(ji)极培育壮大(da)(da)(da)(da)国家超级计算济南(nan)中(zhong)(zhong)(zhong)(zhong)心(xin)、浪(lang)潮(chao)云计算中(zhong)(zhong)(zhong)(zhong)心(xin)等(deng)(deng)综合(he)性数(shu)(shu)(shu)(shu)据(ju)(ju)公共服(fu)(fu)务平(ping)台,支持(chi)浪(lang)潮(chao)集(ji)团等(deng)(deng)国内外大(da)(da)(da)(da)型企(qi)业在我市(shi)集(ji)中(zhong)(zhong)(zhong)(zhong)布局社会(hui)化区(qu)域大(da)(da)(da)(da)数(shu)(shu)(shu)(shu)据(ju)(ju)中(zhong)(zhong)(zhong)(zhong)心(xin),支持(chi)企(qi)业联合(he)高(gao)(gao)校、科研院所(suo)建设高(gao)(gao)水(shui)平(ping)的大(da)(da)(da)(da)数(shu)(shu)(shu)(shu)据(ju)(ju)工(gong)程(cheng)实验室、重点实验室、工(gong)程(cheng)(技术(shu))研究中(zhong)(zhong)(zhong)(zhong)心(xin)、企(qi)业技术(shu)中(zhong)(zhong)(zhong)(zhong)心(xin)。探索市(shi)场化与公益化相结合(he)的运行(xing)机制,面向社会(hui)提供大(da)(da)(da)(da)数(shu)(shu)(shu)(shu)据(ju)(ju)高(gao)(gao)效采集(ji)、实时处理(li)、高(gao)(gao)效存储、挖(wa)(wa)掘(jue)分(fen)析(xi)、智(zhi)能检索和(he)可视化展示等(deng)(deng)服(fu)(fu)务,为(wei)不同行(xing)业大(da)(da)(da)(da)数(shu)(shu)(shu)(shu)据(ju)(ju)应用提供统一的基础资源和(he)分(fen)析(xi)挖(wa)(wa)掘(jue)支撑。(有关(guan)县区(qu)政府(fu)、市(shi)有关(guan)部(bu)门(men)分(fen)别负责)


  三、运用大数据提高服务市场主体水平


  (一)加强政(zheng)府部(bu)(bu)(bu)门(men)公共(gong)(gong)信(xin)用(yong)(yong)信(xin)息(xi)(xi)共(gong)(gong)享对(dui)接(jie)(jie)。充分发挥市公共(gong)(gong)信(xin)用(yong)(yong)信(xin)息(xi)(xi)平台在公共(gong)(gong)信(xin)用(yong)(yong)信(xin)息(xi)(xi)归集整合、信(xin)用(yong)(yong)资源(yuan)交换(huan)共(gong)(gong)享、社(she)会信(xin)用(yong)(yong)监测预警、信(xin)用(yong)(yong)信(xin)息(xi)(xi)开发服务(wu)等(deng)方面(mian)的枢纽作(zuo)用(yong)(yong),为党政(zheng)机(ji)关(guan)、司(si)法机(ji)关(guan)及(ji)符合条件的信(xin)用(yong)(yong)服务(wu)机(ji)构(gou)、社(she)会公众(zhong)提供基础性、公共(gong)(gong)性信(xin)用(yong)(yong)记录查询服务(wu)。政(zheng)府部(bu)(bu)(bu)门(men)要充分利用(yong)(yong)网站(zhan)、微(wei)博、微(wei)信(xin)、APP等(deng)新兴媒体(ti)开展(zhan)“互联网+”企(qi)业(ye)服务(wu),组织(zhi)开展(zhan)企(qi)业(ye)与(yu)金融(rong)机(ji)构(gou)、地(di)方金融(rong)组织(zhi)融(rong)资对(dui)接(jie)(jie)以及(ji)与(yu)上下(xia)游企(qi)业(ye)合作(zuo)对(dui)接(jie)(jie)等(deng)活(huo)动。(市发改(gai)委牵(qian)头,市有(you)关(guan)部(bu)(bu)(bu)门(men)分别负责)


  (二(er))加(jia)(jia)快完善统(tong)一社(she)会信(xin)用代(dai)(dai)码制度。各有关登(deng)记管(guan)理部门要(yao)继(ji)续做好法人和其(qi)他(ta)组织存量代(dai)(dai)码转换及(ji)信(xin)息(xi)共享(xiang)等工(gong)作,按照个体(ti)工(gong)商户(hu)“两证(zheng)(zheng)整合”要(yao)求以及(ji)“先赋码后换证(zheng)(zheng)”原则,加(jia)(jia)快推进个体(ti)工(gong)商户(hu)存量代(dai)(dai)码转换,确保按照国务院要(yao)求在2017年年底(di)前完成换证(zheng)(zheng)任务。按照省(sheng)统(tong)一部署,以国家(jia)人口基(ji)础信(xin)息(xi)库(ku)为(wei)基(ji)准,加(jia)(jia)快建立以公(gong)民身份号(hao)码为(wei)信(xin)任根的公(gong)民统(tong)一社(she)会信(xin)用代(dai)(dai)码制度。(市发改委牵(qian)头,市编办(ban)、市公(gong)安局、市民政局、市工(gong)商局、市质监局、市地税局、人民银行济南分行营管(guan)部、市国税局分别负(fu)责)


  (三)全(quan)面(mian)推广(guang)在行(xing)政(zheng)(zheng)(zheng)(zheng)管(guan)(guan)(guan)理(li)(li)(li)事项中使(shi)用(yong)(yong)信(xin)(xin)(xin)用(yong)(yong)记(ji)(ji)录(lu)和(he)信(xin)(xin)(xin)用(yong)(yong)报(bao)告(gao)制度。全(quan)面(mian)落实省发(fa)展(zhan)改(gai)革委等三部门《关(guan)于在行(xing)政(zheng)(zheng)(zheng)(zheng)管(guan)(guan)(guan)理(li)(li)(li)事项中使(shi)用(yong)(yong)信(xin)(xin)(xin)用(yong)(yong)记(ji)(ji)录(lu)和(he)信(xin)(xin)(xin)用(yong)(yong)报(bao)告(gao)的(de)实施意见》(鲁(lu)发(fa)改(gai)财(cai)金〔2015〕858号)要(yao)(yao)求(qiu),将使(shi)用(yong)(yong)信(xin)(xin)(xin)用(yong)(yong)记(ji)(ji)录(lu)和(he)信(xin)(xin)(xin)用(yong)(yong)报(bao)告(gao)嵌(qian)入行(xing)政(zheng)(zheng)(zheng)(zheng)管(guan)(guan)(guan)理(li)(li)(li)和(he)公共服务各(ge)领域、各(ge)环节,作为(wei)(wei)行(xing)政(zheng)(zheng)(zheng)(zheng)管(guan)(guan)(guan)理(li)(li)(li)和(he)公共服务的(de)必要(yao)(yao)条件或重要(yao)(yao)参(can)考依(yi)据。充(chong)分发(fa)挥行(xing)政(zheng)(zheng)(zheng)(zheng)、司法、金融、社会等领域的(de)综合监管(guan)(guan)(guan)效能,在市(shi)场准入、行(xing)政(zheng)(zheng)(zheng)(zheng)审(shen)批、资(zi)质认定、享受财(cai)政(zheng)(zheng)(zheng)(zheng)补(bu)贴和(he)税收优惠政(zheng)(zheng)(zheng)(zheng)策、企业(ye)法定代(dai)表人和(he)负(fu)责(ze)人任(ren)职(zhi)资(zi)格审(shen)查(cha)、政(zheng)(zheng)(zheng)(zheng)府(fu)采(cai)购、政(zheng)(zheng)(zheng)(zheng)府(fu)购买服务、银行(xing)信(xin)(xin)(xin)贷、招标投(tou)标、国(guo)有土地出让、企业(ye)上(shang)市(shi)、货物通关(guan)、税收征缴、社保缴费(fei)、外汇管(guan)(guan)(guan)理(li)(li)(li)、劳动用(yong)(yong)工(gong)、价格制定、电(dian)子商务、产(chan)品质量、食(shi)品药品安全(quan)、消费(fei)品安全(quan)、知识产(chan)权、环境保护、治安管(guan)(guan)(guan)理(li)(li)(li)、人口管(guan)(guan)(guan)理(li)(li)(li)、出入境管(guan)(guan)(guan)理(li)(li)(li)、授予称号等方面(mian),通过(guo)市(shi)公共信(xin)(xin)(xin)用(yong)(yong)信(xin)(xin)(xin)息平台,查(cha)询(xun)市(shi)场主(zhu)(zhu)体(ti)的(de)信(xin)(xin)(xin)用(yong)(yong)档案并作为(wei)(wei)重要(yao)(yao)参(can)考依(yi)据。在财(cai)政(zheng)(zheng)(zheng)(zheng)资(zi)金补(bu)助、政(zheng)(zheng)(zheng)(zheng)府(fu)采(cai)购、政(zheng)(zheng)(zheng)(zheng)府(fu)购买服务、政(zheng)(zheng)(zheng)(zheng)府(fu)投(tou)资(zi)工(gong)程建设(she)招投(tou)标过(guo)程中,应(ying)查(cha)询(xun)市(shi)场主(zhu)(zhu)体(ti)信(xin)(xin)(xin)用(yong)(yong)记(ji)(ji)录(lu)或要(yao)(yao)求(qiu)其提供由具(ju)备资(zi)质的(de)信(xin)(xin)(xin)用(yong)(yong)服务机构出具(ju)的(de)信(xin)(xin)(xin)用(yong)(yong)报(bao)告(gao),优先选择信(xin)(xin)(xin)用(yong)(yong)状(zhuang)况好(hao)的(de)市(shi)场主(zhu)(zhu)体(ti)。(各(ge)县区政(zheng)(zheng)(zheng)(zheng)府(fu)、市(shi)有关(guan)部门分别负(fu)责(ze))


  (四)建立守信(xin)联合激(ji)励机(ji)制。认真落实国(guo)家制定的(de)守信(xin)联合激(ji)励备忘录,在(zai)市(shi)场(chang)监管和(he)公共服务过程(cheng)中,同等(deng)条件下对诚实守信(xin)者实行优先办理、简化(hua)程(cheng)序等(deng)支持激(ji)励政(zheng)策。鼓励开发“税易(yi)(yi)贷”、“信(xin)易(yi)(yi)贷”等(deng)守信(xin)激(ji)励产品。引导金融机(ji)构(gou)、地方金融组(zu)织和(he)商业销(xiao)售等(deng)市(shi)场(chang)服务机(ji)构(gou)参考(kao)使用(yong)(yong)市(shi)场(chang)主体信(xin)用(yong)(yong)信(xin)息、信(xin)用(yong)(yong)积分和(he)信(xin)用(yong)(yong)评价(jia)结(jie)果。(市(shi)发改委、人民银行济南(nan)分行营管部、市(shi)国(guo)税局牵头,市(shi)有关部门分别负责)


  (五)加强(qiang)统(tong)计(ji)监(jian)测(ce)和(he)(he)数(shu)据(ju)加工服(fu)务(wu)。充(chong)分(fen)(fen)(fen)利(li)用(yong)大数(shu)据(ju)技术创新统(tong)计(ji)信(xin)(xin)息(xi)采集方(fang)式,不断提(ti)高数(shu)据(ju)分(fen)(fen)(fen)析研究水平。根据(ju)宏观经(jing)(jing)济数(shu)据(ju)、重点(dian)行(xing)业(领域(yu))数(shu)据(ju)、产(chan)业发展动态、市场供需状况、质(zhi)量(liang)管理状况等(deng)信(xin)(xin)息(xi),加强(qiang)跨部门数(shu)据(ju)关(guan)联(lian)比对分(fen)(fen)(fen)析等(deng)加工服(fu)务(wu),充(chong)分(fen)(fen)(fen)挖掘数(shu)据(ju)价(jia)值,进一步提(ti)高宏观经(jing)(jing)济分(fen)(fen)(fen)析的(de)针对性、实用(yong)性和(he)(he)前(qian)瞻(zhan)性,把握全(quan)市经(jing)(jing)济运(yun)行(xing)的(de)基本态势和(he)(he)发展趋(qu)势,提(ti)高经(jing)(jing)济运(yun)行(xing)监(jian)测(ce)预(yu)测(ce)和(he)(he)风险预(yu)警能力,并及(ji)时向社会(hui)发布相(xiang)关(guan)信(xin)(xin)息(xi),合理引导(dao)市场预(yu)期(qi)。(市发改(gai)委、市统(tong)计(ji)局分(fen)(fen)(fen)别负责)


  (六)引导专业(ye)(ye)机(ji)(ji)构(gou)和行(xing)(xing)(xing)业(ye)(ye)组(zu)织(zhi)运(yun)用(yong)大(da)数(shu)据完善服(fu)务。有(you)(you)效(xiao)发(fa)挥政(zheng)府组(zu)织(zhi)协调作用(yong),在依法有(you)(you)序开放政(zheng)府信息(xi)(xi)资源的(de)基础上,制(zhi)定(ding)切(qie)实有(you)(you)效(xiao)的(de)政(zheng)策(ce)措施,支(zhi)持银行(xing)(xing)(xing)、证券、信托、融(rong)资租赁、担保(bao)(bao)、保(bao)(bao)险、信用(yong)服(fu)务机(ji)(ji)构(gou)等专业(ye)(ye)机(ji)(ji)构(gou)和行(xing)(xing)(xing)业(ye)(ye)协会、商会运(yun)用(yong)大(da)数(shu)据便捷(jie)高(gao)效(xiao)地(di)为企(qi)业(ye)(ye)提(ti)供服(fu)务,支(zhi)持企(qi)业(ye)(ye)发(fa)展(zhan)。支(zhi)持和推动金融(rong)信息(xi)(xi)服(fu)务企(qi)业(ye)(ye)积(ji)极(ji)运(yun)用(yong)大(da)数(shu)据技术开发(fa)新产品(pin),切(qie)实维护国家金融(rong)信息(xi)(xi)安全。(各县区政(zheng)府、人民银行(xing)(xing)(xing)济南分行(xing)(xing)(xing)营管部、市金融(rong)办分别负责)


  四、运用大数据加强和改进市场监管


  (一)健全事(shi)中事(shi)后监(jian)(jian)管(guan)(guan)机(ji)制(zhi)。创新市(shi)(shi)场经(jing)(jing)营交易行为(wei)监(jian)(jian)管(guan)(guan)方式(shi),在环境治(zhi)(zhi)理(li)、食品药品安(an)(an)全、消费安(an)(an)全、安(an)(an)全生产、信(xin)用体(ti)系建(jian)设等领(ling)域,汇(hui)总整(zheng)合并及时向(xiang)社会公开有关市(shi)(shi)场监(jian)(jian)管(guan)(guan)数(shu)(shu)(shu)据(ju)、法(fa)(fa)定检验监(jian)(jian)测数(shu)(shu)(shu)据(ju)、违法(fa)(fa)失信(xin)数(shu)(shu)(shu)据(ju)、投诉举报数(shu)(shu)(shu)据(ju)和(he)企业(ye)(ye)依(yi)法(fa)(fa)依(yi)规应公开的(de)数(shu)(shu)(shu)据(ju),构(gou)建(jian)大(da)数(shu)(shu)(shu)据(ju)监(jian)(jian)管(guan)(guan)模型,提高政府科学决(jue)策和(he)风(feng)险(xian)预(yu)判能力。在扬(yang)尘(chen)污染防治(zhi)(zhi)领(ling)域,全面推(tui)广扬(yang)尘(chen)在线(xian)监(jian)(jian)测和(he)视频监(jian)(jian)控(kong)系统,利用大(da)数(shu)(shu)(shu)据(ju)加(jia)强对工程建(jian)设市(shi)(shi)场主体(ti)的(de)事(shi)中事(shi)后监(jian)(jian)管(guan)(guan)。整(zheng)理(li)和(he)分(fen)析企业(ye)(ye)的(de)商业(ye)(ye)轨迹,全面、客观地评估企业(ye)(ye)经(jing)(jing)营状况和(he)信(xin)用等级,实现(xian)有效(xiao)监(jian)(jian)管(guan)(guan)。建(jian)立行政执法(fa)(fa)与司(si)法(fa)(fa)、金融(rong)等信(xin)息(xi)共享平台,增强联合执法(fa)(fa)能力。(各市(shi)(shi)场监(jian)(jian)管(guan)(guan)部门(men)分(fen)别(bie)负责)


  (二)建(jian)立健全信(xin)用(yong)承诺制度(du)。全面建(jian)立市(shi)场主体准(zhun)入前信(xin)用(yong)承诺制度(du),由市(shi)相关部门分(fen)行业、分(fen)领(ling)域制定信(xin)用(yong)承诺书示范(fan)(fan)样本,要(yao)求(qiu)市(shi)场主体以(yi)规范(fan)(fan)格式(shi)向社会作出(chu)公开承诺,发生违法失信(xin)行为后(hou)自(zi)愿接受(shou)约束和惩戒(jie)。信(xin)用(yong)承诺纳(na)入市(shi)场主体信(xin)用(yong)记(ji)录,接受(shou)社会监督,并作为事中事后(hou)监管的参考。(各市(shi)场监督部门分(fen)别负责)


  (三)完善公共(gong)(gong)信(xin)(xin)用(yong)信(xin)(xin)息(xi)(xi)(xi)(xi)平(ping)台(tai)建(jian)设(she)。优(you)化提升市(shi)(shi)(shi)(shi)公共(gong)(gong)信(xin)(xin)用(yong)信(xin)(xin)息(xi)(xi)(xi)(xi)平(ping)台(tai)各项功(gong)能,纵向与省(sheng)信(xin)(xin)用(yong)信(xin)(xin)息(xi)(xi)(xi)(xi)共(gong)(gong)享平(ping)台(tai)互(hu)(hu)联(lian)(lian)互(hu)(hu)通,横(heng)向依托市(shi)(shi)(shi)(shi)级(ji)政务服(fu)务平(ping)台(tai)与市(shi)(shi)(shi)(shi)有(you)关(guan)部门、单(dan)位(wei)互(hu)(hu)联(lian)(lian)互(hu)(hu)通,成为全市(shi)(shi)(shi)(shi)公共(gong)(gong)信(xin)(xin)用(yong)信(xin)(xin)息(xi)(xi)(xi)(xi)归集、共(gong)(gong)享、查询、发(fa)(fa)布枢纽。具有(you)市(shi)(shi)(shi)(shi)场监管(guan)职责的部门在(zai)履(lv)职过程中应及(ji)时准确采集市(shi)(shi)(shi)(shi)场主体信(xin)(xin)用(yong)记录,建(jian)立部门和行(xing)业(ye)信(xin)(xin)用(yong)信(xin)(xin)息(xi)(xi)(xi)(xi)系统,重点将工商(shang)登记、税收征(zheng)缴(jiao)、社保缴(jiao)费、交通违法、安(an)全生(sheng)产、质量(liang)监管(guan)、住(zhu)房公积(ji)金缴(jiao)存等领域信(xin)(xin)用(yong)信(xin)(xin)息(xi)(xi)(xi)(xi)纳入(ru)市(shi)(shi)(shi)(shi)公共(gong)(gong)信(xin)(xin)用(yong)信(xin)(xin)息(xi)(xi)(xi)(xi)平(ping)台(tai),并(bing)按照(zhao)公共(gong)(gong)信(xin)(xin)用(yong)信(xin)(xin)息(xi)(xi)(xi)(xi)开放等级(ji)进行(xing)分类应用(yong)。(市(shi)(shi)(shi)(shi)发(fa)(fa)改委(wei)牵(qian)头,市(shi)(shi)(shi)(shi)有(you)关(guan)部门、各县区政府分别负责)


  (四)建立失信联合惩(cheng)(cheng)戒(jie)机制。认真落实国家制定的一系(xi)列联合惩(cheng)(cheng)戒(jie)合作备忘(wang)录(lu),紧紧围绕拆(chai)违(wei)(wei)拆(chai)临(lin)、治(zhi)堵治(zhi)霾(mai)等重(zhong)点工作,对(dui)违(wei)(wei)法(fa)(fa)(fa)失信主(zhu)体(ti)(ti)依法(fa)(fa)(fa)予以曝光、限(xian)(xian)制或禁入,实现“一处(chu)违(wei)(wei)法(fa)(fa)(fa),处(chu)处(chu)受限(xian)(xian)”。按(an)照我市(shi)市(shi)场主(zhu)体(ti)(ti)失信行(xing)(xing)为联合惩(cheng)(cheng)戒(jie)有(you)(you)关规(gui)定,对(dui)违(wei)(wei)法(fa)(fa)(fa)市(shi)场主(zhu)体(ti)(ti)加大行(xing)(xing)政处(chu)罚(fa)和(he)信用约束力度(du),依法(fa)(fa)(fa)实施吊(diao)销营(ying)(ying)业(ye)执照、吊(diao)销注(zhu)销撤(che)销许(xu)可证、列入经营(ying)(ying)异常名录(lu)和(he)“黑(hei)名单”等惩(cheng)(cheng)戒(jie)措(cuo)施。(市(shi)发(fa)改委(wei)、人民(min)银行(xing)(xing)济(ji)南分(fen)行(xing)(xing)营(ying)(ying)管(guan)部(bu)、市(shi)工商局牵(qian)头(tou),市(shi)有(you)(you)关部(bu)门分(fen)别负责)


  (五)强(qiang)化(hua)(hua)电(dian)(dian)子(zi)商(shang)(shang)务(wu)(wu)(wu)领(ling)域市(shi)场监管(guan)。加(jia)强(qiang)交(jiao)易行(xing)为监管(guan),推(tui)行(xing)网(wang)(wang)络经营(ying)者身份标识制(zhi)度(du),完(wan)善网(wang)(wang)店(dian)实名(ming)制(zhi)和(he)(he)(he)交(jiao)易信(xin)(xin)用(yong)评价(jia)制(zhi)度(du),落(luo)实网(wang)(wang)上支付安全保(bao)障(zhang)措施,依法严厉打击网(wang)(wang)络虚假宣(xuan)传、销(xiao)售假冒伪劣商(shang)(shang)品等违法行(xing)为。强(qiang)化(hua)(hua)电(dian)(dian)子(zi)商(shang)(shang)务(wu)(wu)(wu)平台监管(guan),落(luo)实相关责(ze)(ze)任(ren)义务(wu)(wu)(wu)及平台规则(ze)制(zhi)度(du),维(wei)护网(wang)(wang)络市(shi)场秩(zhi)序,促进网(wang)(wang)络市(shi)场健康发展。积极做好(hao)电(dian)(dian)子(zi)商(shang)(shang)务(wu)(wu)(wu)信(xin)(xin)息采集和(he)(he)(he)分析工作,指导开展电(dian)(dian)子(zi)商(shang)(shang)务(wu)(wu)(wu)网(wang)(wang)站可信(xin)(xin)认证服(fu)务(wu)(wu)(wu),推(tui)广应用(yong)网(wang)(wang)站可信(xin)(xin)标识,推(tui)进电(dian)(dian)子(zi)商(shang)(shang)务(wu)(wu)(wu)可信(xin)(xin)交(jiao)易环境(jing)建设。健全权益保(bao)护和(he)(he)(he)争(zheng)议调处机制(zhi)。(市(shi)经济和(he)(he)(he)信(xin)(xin)息化(hua)(hua)委、市(shi)商(shang)(shang)务(wu)(wu)(wu)局、市(shi)工商(shang)(shang)局分别(bie)负责(ze)(ze))


  五、推进政府和社会信息资源开放共享


  (一)进(jin)一步加大政(zheng)(zheng)(zheng)府信(xin)(xin)(xin)息(xi)公(gong)(gong)(gong)开(kai)(kai)和数据开(kai)(kai)放(fang)力度。认真落(luo)实(shi)《山东省人(ren)民政(zheng)(zheng)(zheng)府办公(gong)(gong)(gong)厅关(guan)于做好行政(zheng)(zheng)(zheng)许(xu)可和行政(zheng)(zheng)(zheng)处罚(fa)等(deng)信(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)息(xi)公(gong)(gong)(gong)示工(gong)作(zuo)的实(shi)施意见》(鲁政(zheng)(zheng)(zheng)办字(zi)〔2016〕4号)精神,除涉及国家秘(mi)密、商业秘(mi)密、个人(ren)隐(yin)私及其他依法不予公(gong)(gong)(gong)开(kai)(kai)的信(xin)(xin)(xin)息(xi)外(wai),应(ying)将行政(zheng)(zheng)(zheng)许(xu)可、行政(zheng)(zheng)(zheng)处罚(fa)等(deng)信(xin)(xin)(xin)息(xi)自作(zuo)出行政(zheng)(zheng)(zheng)决定之日(ri)起7个工(gong)作(zuo)日(ri)内上网(wang)(wang)(wang)公(gong)(gong)(gong)开(kai)(kai)。除在本部门(men)、单(dan)位网(wang)(wang)(wang)站进(jin)行公(gong)(gong)(gong)示外(wai),还要(yao)通过市政(zheng)(zheng)(zheng)府门(men)户网(wang)(wang)(wang)站、“信(xin)(xin)(xin)用(yong)济(ji)南”网(wang)(wang)(wang)站、市市场主体事中事后监(jian)管服务平台等(deng)渠道向社会公(gong)(gong)(gong)示。各(ge)级各(ge)部门(men)要(yao)切(qie)实(shi)提(ti)高(gao)政(zheng)(zheng)(zheng)府数据开(kai)(kai)放(fang)意识,认真执行信(xin)(xin)(xin)息(xi)公(gong)(gong)(gong)开(kai)(kai)工(gong)作(zuo)制度,优化公(gong)(gong)(gong)开(kai)(kai)流程(cheng),按要(yao)求主动公(gong)(gong)(gong)开(kai)(kai)相关(guan)信(xin)(xin)(xin)息(xi),确保公(gong)(gong)(gong)众知情权,提(ti)高(gao)行政(zheng)(zheng)(zheng)管理透明度和政(zheng)(zheng)(zheng)府公(gong)(gong)(gong)信(xin)(xin)(xin)力。(各(ge)县区政(zheng)(zheng)(zheng)府、市有关(guan)部门(men)分别负责)


  (二(er))大力推进市(shi)(shi)(shi)(shi)场(chang)主(zhu)(zhu)体信(xin)息(xi)公(gong)(gong)示(shi)。加快实(shi)施企(qi)业(ye)经营异(yi)(yi)常名(ming)录制(zhi)度(du)和严(yan)重违法失(shi)信(xin)企(qi)业(ye)名(ming)单制(zhi)度(du),完善市(shi)(shi)(shi)(shi)市(shi)(shi)(shi)(shi)场(chang)主(zhu)(zhu)体事(shi)中事(shi)后监(jian)管(guan)服务平(ping)台功能,依(yi)法对企(qi)业(ye)注册登记、行(xing)政许可、行(xing)政处(chu)罚等基本信(xin)用(yong)(yong)信(xin)息(xi)以及(ji)企(qi)业(ye)年度(du)报告、经营异(yi)(yi)常名(ming)录和严(yan)重违法失(shi)信(xin)企(qi)业(ye)名(ming)单进行(xing)公(gong)(gong)示(shi),提高(gao)市(shi)(shi)(shi)(shi)场(chang)透明度(du),并与市(shi)(shi)(shi)(shi)公(gong)(gong)共(gong)信(xin)用(yong)(yong)信(xin)息(xi)平(ping)台实(shi)现对接和信(xin)息(xi)共(gong)享。要依(yi)托市(shi)(shi)(shi)(shi)公(gong)(gong)共(gong)信(xin)用(yong)(yong)信(xin)息(xi)平(ping)台实(shi)现信(xin)息(xi)及(ji)时归集,并通过市(shi)(shi)(shi)(shi)政府门户(hu)网(wang)站、“信(xin)用(yong)(yong)济南(nan)”网(wang)站、市(shi)(shi)(shi)(shi)市(shi)(shi)(shi)(shi)场(chang)主(zhu)(zhu)体事(shi)中事(shi)后监(jian)管(guan)服务平(ping)台向社会公(gong)(gong)开公(gong)(gong)示(shi)市(shi)(shi)(shi)(shi)场(chang)主(zhu)(zhu)体信(xin)息(xi)。(市(shi)(shi)(shi)(shi)工(gong)商局(ju)牵(qian)头,市(shi)(shi)(shi)(shi)有关(guan)部门、各县区政府分(fen)别负责)


  (三)积极推进政(zheng)(zheng)府内部(bu)(bu)(bu)信(xin)(xin)息(xi)(xi)(xi)(xi)交换共享(xiang)。依托(tuo)市级政(zheng)(zheng)务服(fu)务平台积极推动(dong)部(bu)(bu)(bu)门间信(xin)(xin)息(xi)(xi)(xi)(xi)共享(xiang)和(he)整合,各(ge)级各(ge)部(bu)(bu)(bu)门已建、在(zai)建信(xin)(xin)息(xi)(xi)(xi)(xi)系(xi)统要(yao)实(shi)现互联(lian)互通(tong)和(he)信(xin)(xin)息(xi)(xi)(xi)(xi)交换共享(xiang),打破信(xin)(xin)息(xi)(xi)(xi)(xi)地区封锁和(he)部(bu)(bu)(bu)门分割(ge)。除(chu)法(fa)律(lv)法(fa)规明确(que)规定外,对申请立(li)项(xiang)新建的(de)(de)部(bu)(bu)(bu)门信(xin)(xin)息(xi)(xi)(xi)(xi)系(xi)统,凡未(wei)明确(que)部(bu)(bu)(bu)门间信(xin)(xin)息(xi)(xi)(xi)(xi)共享(xiang)需求的(de)(de),一概不(bu)予审批(pi);对在(zai)建的(de)(de)部(bu)(bu)(bu)门信(xin)(xin)息(xi)(xi)(xi)(xi)系(xi)统,凡不(bu)能(neng)与其他(ta)部(bu)(bu)(bu)门互联(lian)共享(xiang)信(xin)(xin)息(xi)(xi)(xi)(xi)的(de)(de),一概不(bu)得通(tong)过验收。(市政(zheng)(zheng)府办公(gong)厅牵头,市发(fa)改(gai)委、市经济和(he)信(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)委、市财政(zheng)(zheng)局(ju)、市科技局(ju)分别负责)


  六、积极培育和发展信用服务业


  (一)鼓励(li)征信(xin)机构开展专业(ye)化征信(xin)服务(wu)。引导征信(xin)机构根据市场需求加强(qiang)信(xin)用(yong)服务(wu)产(chan)品创新,提供专业(ye)化征信(xin)服务(wu)。建立健(jian)全并严格(ge)执行内部风险防(fang)范(fan)、避免利益(yi)冲突(tu)和(he)保障信(xin)息(xi)安全的规章制度,依(yi)法向客户提供便捷高效征信(xin)服务(wu)。进一步扩大征信(xin)报告(gao)在银行、证券、保险等领域的应用(yong)。(人民银行济(ji)南分(fen)(fen)行营管(guan)部牵头,市发改委、市金融(rong)办分(fen)(fen)别负(fu)责)


  (二)推动征信(xin)(xin)(xin)机(ji)构建(jian)(jian)立市(shi)场主(zhu)体信(xin)(xin)(xin)用记(ji)录。支持征信(xin)(xin)(xin)机(ji)构与政(zheng)府部门、企(qi)事业(ye)单位、社(she)(she)会组(zu)织(zhi)等深入合(he)作,依法(fa)开展征信(xin)(xin)(xin)业(ye)务(wu),建(jian)(jian)立以(yi)自然人(ren)、法(fa)人(ren)和其他组(zu)织(zhi)为对象的(de)征信(xin)(xin)(xin)系统(tong),依法(fa)采(cai)集、整理、加工和保(bao)(bao)存(cun)在市(shi)场交(jiao)易和社(she)(she)会交(jiao)往(wang)活动中形成的(de)信(xin)(xin)(xin)用信(xin)(xin)(xin)息(xi),采(cai)取合(he)理措施(shi)保(bao)(bao)障信(xin)(xin)(xin)用信(xin)(xin)(xin)息(xi)的(de)准确性,建(jian)(jian)立全面覆(fu)盖经济社(she)(she)会各(ge)(ge)领域、各(ge)(ge)环节的(de)市(shi)场主(zhu)体信(xin)(xin)(xin)用记(ji)录。(人(ren)民银行济南分行营管部牵(qian)头,市(shi)有关(guan)部门、各(ge)(ge)县(xian)区政(zheng)府分别负责)


  (三)大力培育发(fa)展(zhan)(zhan)信(xin)(xin)(xin)用(yong)(yong)服(fu)务(wu)(wu)业(ye)(ye)。鼓励(li)发(fa)展(zhan)(zhan)信(xin)(xin)(xin)用(yong)(yong)评估、信(xin)(xin)(xin)用(yong)(yong)保险、信(xin)(xin)(xin)用(yong)(yong)管理咨询及培训等信(xin)(xin)(xin)用(yong)(yong)服(fu)务(wu)(wu)机构。支(zhi)持符合条件的(de)信(xin)(xin)(xin)用(yong)(yong)服(fu)务(wu)(wu)机构按规定(ding)享受现代服(fu)务(wu)(wu)业(ye)(ye)和高新技术产(chan)业(ye)(ye)优惠政(zheng)策,逐步建立(li)信(xin)(xin)(xin)用(yong)(yong)信(xin)(xin)(xin)息(xi)基础服(fu)务(wu)(wu)和增值服(fu)务(wu)(wu)互为补(bu)充、相辅相成的(de)多(duo)层次、全方(fang)位信(xin)(xin)(xin)用(yong)(yong)信(xin)(xin)(xin)息(xi)服(fu)务(wu)(wu)组织体系。加强(qiang)信(xin)(xin)(xin)用(yong)(yong)服(fu)务(wu)(wu)市场监管,进一步提高信(xin)(xin)(xin)用(yong)(yong)服(fu)务(wu)(wu)行业(ye)(ye)的(de)市场公信(xin)(xin)(xin)力和社会影响(xiang)力,促进信(xin)(xin)(xin)用(yong)(yong)服(fu)务(wu)(wu)业(ye)(ye)健(jian)康(kang)规范发(fa)展(zhan)(zhan)。(市发(fa)改委、人(ren)民银行济南分行营管部牵头,市财(cai)政(zheng)局(ju)、市科(ke)技局(ju)、市国税(shui)局(ju)分别负责)


  七、保障措施


  (一(yi))加(jia)强(qiang)组(zu)织领导和(he)(he)政(zheng)策支(zhi)持。各级要高度重视运(yun)用(yong)大数据(ju)加(jia)强(qiang)对(dui)市场主体(ti)服(fu)务和(he)(he)监管工作,切实加(jia)强(qiang)组(zu)织领导,强(qiang)化(hua)协调配合,形(xing)成工作合力。各部(bu)门要按照职责分(fen)工,研(yan)究(jiu)制定(ding)具体(ti)实施方案(an),做好本部(bu)门、本领域的大数据(ju)运(yun)用(yong)工作,不断(duan)提高服(fu)务和(he)(he)监管能力。全面落实和(he)(he)完善支(zhi)持大数据(ju)发展(zhan)的财(cai)税、金(jin)融、产业(ye)、人才等政(zheng)策,提升(sheng)产业(ye)支(zhi)撑(cheng)能力,推(tui)动大数据(ju)产业(ye)加(jia)快发展(zhan)。(各县(xian)区政(zheng)府、市有关部(bu)门分(fen)别负责)


  (二)建(jian)立完(wan)善(shan)信(xin)(xin)(xin)用管(guan)理制(zhi)度。认真落实公共信(xin)(xin)(xin)用信(xin)(xin)(xin)息管(guan)理有关(guan)规(gui)(gui)定,规(gui)(gui)范公共信(xin)(xin)(xin)用信(xin)(xin)(xin)息征集、管(guan)理、披露和(he)使用等活(huo)动(dong),保护信(xin)(xin)(xin)息主体(ti)(ti)合法权(quan)益,为保护商业秘密、个人隐私等提(ti)供政策法规(gui)(gui)依据。研究制(zhi)定市公共信(xin)(xin)(xin)用信(xin)(xin)(xin)息目(mu)录(lu)并完(wan)善(shan)相(xiang)关(guan)制(zhi)度,规(gui)(gui)范政府部门在行政管(guan)理、公共服务(wu)中(zhong)使用信(xin)(xin)(xin)用记录(lu)和(he)信(xin)(xin)(xin)用报告行为,为联合惩戒市场主体(ti)(ti)违法失(shi)信(xin)(xin)(xin)行为提(ti)供依据。(市发改委、人民银行济南(nan)分行营管(guan)部、市法制(zhi)办(ban)牵(qian)头负责(ze))


  (三)推动实施大数据(ju)(ju)示范(fan)工(gong)程(cheng)。在工(gong)商(shang)(shang)登记、统计调查、质量(liang)监(jian)管、竞争执法、消费维权、税收征缴、资源(yuan)利用与环境保护(hu)、食品药品安全、安全生产、信用体系建设(she)、健康(kang)医疗、劳(lao)动保障、教育文化、交通旅游、金融服务(wu)、中小企业服务(wu)、工(gong)业制造、现(xian)代农业、商(shang)(shang)贸物流、社(she)会综合治(zhi)理、收入分(fen)配调节等领域逐步实施大数据(ju)(ju)示范(fan)应用工(gong)程(cheng)。(市有(you)关部门分(fen)别负责)
