山东省济南市人民政府办公厅关于贯彻鲁政办发〔2016〕50号文件运用大数据加强对市场主体服务和监管的实施意见

各县区人民(min)政(zheng)府,市政(zheng)府各部门:


  为认真贯彻(che)(che)落实(shi)(shi)《山东(dong)省人(ren)民政(zheng)(zheng)府(fu)(fu)办(ban)(ban)公(gong)厅关(guan)于贯彻(che)(che)国办(ban)(ban)发〔2015〕51号(hao)文件运用大(da)数(shu)据加(jia)强对市(shi)场主(zhu)体服务(wu)和监(jian)管的实(shi)(shi)施意见》(鲁政(zheng)(zheng)办(ban)(ban)发〔2016〕50号(hao))精神,进一步推进简政(zheng)(zheng)放(fang)权(quan),创新社会治(zhi)理方(fang)式,经济南市(shi)政(zheng)(zheng)府(fu)(fu)同意,现就(jiu)运用大(da)数(shu)据加(jia)强对市(shi)场主(zhu)体的服务(wu)和监(jian)管提出如下(xia)实(shi)(shi)施意见。


  一、总体要求


  (一(yi))指(zhi)导思想。深(shen)入贯(guan)彻落实党的(de)十(shi)八大(da)和(he)(he)十(shi)八届三中(zhong)、四中(zhong)、五中(zhong)、六(liu)中(zhong)全会(hui)精神,按照(zhao)信(xin)(xin)用山东建设总体部署,坚持市(shi)场在(zai)资(zi)源配置中(zhong)的(de)决定性作用和(he)(he)更(geng)好发挥政(zheng)府(fu)(fu)(fu)作用,遵循政(zheng)府(fu)(fu)(fu)统筹、分步实施、需求导向、问题为先、公开(kai)共享、注重安全的(de)原则,以社(she)会(hui)信(xin)(xin)用体系建设为核心,强化(hua)政(zheng)府(fu)(fu)(fu)信(xin)(xin)息公开(kai)和(he)(he)数(shu)据开(kai)放,推进社(she)会(hui)信(xin)(xin)息资(zi)源有(you)序(xu)共享,提(ti)高大(da)数(shu)据归集运(yun)用能力(li),提(ti)升政(zheng)府(fu)(fu)(fu)服务水平,加强事中(zhong)事后监管(guan),维护市(shi)场正常秩(zhi)序(xu),释放市(shi)场主体活力(li),构建公平诚信(xin)(xin)的(de)市(shi)场环境(jing)。


  (二)主要目标。运用(yong)(yong)大数(shu)据(ju)理念和(he)(he)(he)技术,高效(xiao)(xiao)(xiao)采集、有效(xiao)(xiao)(xiao)整合、充分运用(yong)(yong)政(zheng)府(fu)(fu)(fu)(fu)数(shu)据(ju)和(he)(he)(he)社(she)会(hui)(hui)数(shu)据(ju),健(jian)全(quan)政(zheng)府(fu)(fu)(fu)(fu)运用(yong)(yong)大数(shu)据(ju)工(gong)作(zuo)机(ji)制(zhi),增强(qiang)政(zheng)府(fu)(fu)(fu)(fu)服(fu)务(wu)和(he)(he)(he)监(jian)(jian)管(guan)的(de)(de)有效(xiao)(xiao)(xiao)性;加强(qiang)对市场主体(ti)(ti)的(de)(de)事中事后监(jian)(jian)管(guan),推动简政(zheng)放(fang)权(quan)和(he)(he)(he)政(zheng)府(fu)(fu)(fu)(fu)职能转(zhuan)变(bian),建(jian)立跨地区、多(duo)部门的(de)(de)信(xin)(xin)用(yong)(yong)联动奖(jiang)惩机(ji)制(zhi),促(cu)进市场主体(ti)(ti)依法诚信(xin)(xin)经营;完善对市场主体(ti)(ti)的(de)(de)全(quan)方(fang)位服(fu)务(wu),提高政(zheng)府(fu)(fu)(fu)(fu)服(fu)务(wu)水(shui)平和(he)(he)(he)监(jian)(jian)管(guan)效(xiao)(xiao)(xiao)率,降低服(fu)务(wu)和(he)(he)(he)监(jian)(jian)管(guan)成本;通过政(zheng)府(fu)(fu)(fu)(fu)信(xin)(xin)息(xi)公(gong)开(kai)和(he)(he)(he)数(shu)据(ju)开(kai)放(fang)、社(she)会(hui)(hui)信(xin)(xin)息(xi)资(zi)源开(kai)放(fang)共享,实(shi)现政(zheng)府(fu)(fu)(fu)(fu)监(jian)(jian)管(guan)和(he)(he)(he)社(she)会(hui)(hui)监(jian)(jian)督有机(ji)结(jie)合,构建(jian)全(quan)方(fang)位市场监(jian)(jian)管(guan)体(ti)(ti)系(xi)。


  二、提高政府运用大数据能力


  (一)加强电子政务建(jian)设(she)。进一步完善市(shi)电子政务外网功能(neng),优化(hua)网络(luo)结构,扩大(da)网络(luo)覆盖面(mian),丰富网络(luo)应(ying)用(yong),推动部门(men)(men)业务专网整合(he)和(he)应(ying)用(yong)迁移(yi),为各级(ji)各部门(men)(men)履(lv)行(xing)职能(neng)提供服务。依(yi)托市(shi)级(ji)政务服务平台,统(tong)筹建(jian)立人(ren)口、法(fa)人(ren)单(dan)位(wei)、自(zi)然资源和(he)空(kong)间(jian)地理、宏(hong)观经济等(deng)共享信息(xi)资源库,提高(gao)(gao)全市(shi)政务信息(xi)化(hua)水平和(he)运用(yong)大(da)数(shu)据能(neng)力。(市(shi)政府办公厅、市(shi)经济和(he)信息(xi)化(hua)委(wei)牵头(tou),市(shi)有关部门(men)(men)、各县区(qu)政府(含济南高(gao)(gao)新区(qu)管委(wei)会、市(shi)南部山(shan)区(qu)管委(wei)会,下同)分(fen)别负(fu)责)


  (二)规范政(zheng)府(fu)数据(ju)采(cai)(cai)集。制定完善(shan)我市(shi)(shi)(shi)政(zheng)务数据(ju)共享(xiang)交(jiao)换(huan)管(guan)(guan)理制度,明确政(zheng)府(fu)数据(ju)采(cai)(cai)集、交(jiao)换(huan)、共享(xiang)、利用(yong)(yong)责任和要(yao)求。各部门在(zai)履职过程中(zhong),要(yao)依法及时、准确、规范、完整地(di)记(ji)录和采(cai)(cai)集相(xiang)关(guan)信(xin)息(xi),妥善(shan)保存并(bing)及时更新。加强对市(shi)(shi)(shi)场(chang)主体相(xiang)关(guan)信(xin)息(xi)的记(ji)录,形成信(xin)用(yong)(yong)档(dang)案,并(bing)纳入市(shi)(shi)(shi)公共信(xin)用(yong)(yong)信(xin)息(xi)平(ping)(ping)(ping)台(tai)和市(shi)(shi)(shi)市(shi)(shi)(shi)场(chang)主体事(shi)中(zhong)事(shi)后监(jian)管(guan)(guan)服(fu)务平(ping)(ping)(ping)台(tai)。逐步(bu)统一(yi)数据(ju)标准,依托市(shi)(shi)(shi)级政(zheng)务服(fu)务平(ping)(ping)(ping)台(tai),推(tui)动公共信(xin)用(yong)(yong)信(xin)息(xi)平(ping)(ping)(ping)台(tai)、市(shi)(shi)(shi)场(chang)主体事(shi)中(zhong)事(shi)后监(jian)管(guan)(guan)服(fu)务平(ping)(ping)(ping)台(tai)等政(zheng)府(fu)公共数据(ju)平(ping)(ping)(ping)台(tai)之间的互(hu)联互(hu)通,实(shi)现数据(ju)一(yi)次采(cai)(cai)集,多(duo)平(ping)(ping)(ping)台(tai)共享(xiang)共用(yong)(yong)。(市(shi)(shi)(shi)政(zheng)府(fu)办公厅牵头,市(shi)(shi)(shi)有(you)关(guan)部门分别负责)


  (三)推进大(da)(da)(da)数(shu)(shu)据(ju)(ju)中(zhong)心(xin)(xin)建设。按照(zhao)省政府(fu)将我市打(da)造成全国(guo)(guo)重要(yao)的(de)(de)社会化(hua)、创新型大(da)(da)(da)数(shu)(shu)据(ju)(ju)中(zhong)心(xin)(xin)的(de)(de)部(bu)署,积极培育壮大(da)(da)(da)国(guo)(guo)家超级计算济南中(zhong)心(xin)(xin)、浪潮云计算中(zhong)心(xin)(xin)等(deng)综(zong)合(he)性数(shu)(shu)据(ju)(ju)公共服务(wu)平台(tai),支(zhi)持浪潮集(ji)团(tuan)等(deng)国(guo)(guo)内外(wai)大(da)(da)(da)型企(qi)业(ye)在(zai)我市集(ji)中(zhong)布局社会化(hua)区域大(da)(da)(da)数(shu)(shu)据(ju)(ju)中(zhong)心(xin)(xin),支(zhi)持企(qi)业(ye)联(lian)合(he)高校(xiao)、科(ke)研院所建设高水平的(de)(de)大(da)(da)(da)数(shu)(shu)据(ju)(ju)工(gong)程(cheng)(cheng)实(shi)验(yan)室、重点实(shi)验(yan)室、工(gong)程(cheng)(cheng)(技术)研究(jiu)中(zhong)心(xin)(xin)、企(qi)业(ye)技术中(zhong)心(xin)(xin)。探(tan)索(suo)市场化(hua)与公益化(hua)相结合(he)的(de)(de)运(yun)行(xing)机(ji)制,面(mian)向社会提(ti)供大(da)(da)(da)数(shu)(shu)据(ju)(ju)高效(xiao)采集(ji)、实(shi)时处(chu)理、高效(xiao)存储、挖掘(jue)分析、智能检索(suo)和(he)可视化(hua)展示等(deng)服务(wu),为不同行(xing)业(ye)大(da)(da)(da)数(shu)(shu)据(ju)(ju)应用(yong)提(ti)供统一的(de)(de)基础资源(yuan)和(he)分析挖掘(jue)支(zhi)撑。(有关县(xian)区政府(fu)、市有关部(bu)门分别负责(ze))


  三、运用大数据提高服务市场主体水平


  (一)加强政府(fu)(fu)部门(men)公(gong)(gong)(gong)共信(xin)用(yong)(yong)信(xin)息(xi)共享对(dui)接。充(chong)分(fen)发挥市公(gong)(gong)(gong)共信(xin)用(yong)(yong)信(xin)息(xi)平台在公(gong)(gong)(gong)共信(xin)用(yong)(yong)信(xin)息(xi)归集整(zheng)合(he)、信(xin)用(yong)(yong)资源交换共享、社(she)(she)会信(xin)用(yong)(yong)监测预(yu)警、信(xin)用(yong)(yong)信(xin)息(xi)开发服(fu)务(wu)(wu)等(deng)(deng)方面的枢纽作用(yong)(yong),为(wei)党政机(ji)(ji)(ji)关、司法机(ji)(ji)(ji)关及符合(he)条(tiao)件的信(xin)用(yong)(yong)服(fu)务(wu)(wu)机(ji)(ji)(ji)构(gou)、社(she)(she)会公(gong)(gong)(gong)众提(ti)供基础性(xing)、公(gong)(gong)(gong)共性(xing)信(xin)用(yong)(yong)记录(lu)查(cha)询(xun)服(fu)务(wu)(wu)。政府(fu)(fu)部门(men)要充(chong)分(fen)利用(yong)(yong)网站、微(wei)博、微(wei)信(xin)、APP等(deng)(deng)新兴媒体开展(zhan)“互联网+”企(qi)业(ye)服(fu)务(wu)(wu),组织开展(zhan)企(qi)业(ye)与(yu)金(jin)融(rong)(rong)机(ji)(ji)(ji)构(gou)、地方金(jin)融(rong)(rong)组织融(rong)(rong)资对(dui)接以及与(yu)上下游企(qi)业(ye)合(he)作对(dui)接等(deng)(deng)活(huo)动。(市发改委牵头,市有关部门(men)分(fen)别负责(ze))


  (二(er))加(jia)快(kuai)完善统一社会信(xin)用代码(ma)制度。各(ge)有关登记(ji)管(guan)理部门(men)要(yao)(yao)继续做好(hao)法人和其他组(zu)织存量代码(ma)转(zhuan)换(huan)及(ji)(ji)信(xin)息(xi)(xi)共享等工(gong)作,按(an)照个体工(gong)商户(hu)“两证整合”要(yao)(yao)求以(yi)及(ji)(ji)“先赋码(ma)后换(huan)证”原则,加(jia)快(kuai)推进个体工(gong)商户(hu)存量代码(ma)转(zhuan)换(huan),确保按(an)照国务(wu)院(yuan)要(yao)(yao)求在2017年年底前(qian)完成换(huan)证任(ren)务(wu)。按(an)照省统一部署,以(yi)国家人口基础信(xin)息(xi)(xi)库为基准,加(jia)快(kuai)建立以(yi)公(gong)民(min)(min)身份(fen)号码(ma)为信(xin)任(ren)根(gen)的公(gong)民(min)(min)统一社会信(xin)用代码(ma)制度。(市(shi)(shi)(shi)发(fa)改委牵头(tou),市(shi)(shi)(shi)编办、市(shi)(shi)(shi)公(gong)安局(ju)、市(shi)(shi)(shi)民(min)(min)政(zheng)局(ju)、市(shi)(shi)(shi)工(gong)商局(ju)、市(shi)(shi)(shi)质监局(ju)、市(shi)(shi)(shi)地(di)税(shui)局(ju)、人民(min)(min)银行(xing)济南分行(xing)营管(guan)部、市(shi)(shi)(shi)国税(shui)局(ju)分别负责)


  (三)全面(mian)推广在(zai)(zai)行(xing)(xing)政(zheng)管(guan)(guan)(guan)理事项(xiang)中使用(yong)(yong)(yong)(yong)(yong)(yong)(yong)信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)(yong)(yong)记录和(he)信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)(yong)(yong)报告制度(du)。全面(mian)落实省(sheng)发(fa)展改革委等(deng)三部(bu)门《关于(yu)在(zai)(zai)行(xing)(xing)政(zheng)管(guan)(guan)(guan)理事项(xiang)中使用(yong)(yong)(yong)(yong)(yong)(yong)(yong)信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)(yong)(yong)记录和(he)信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)(yong)(yong)报告的(de)(de)(de)实施意见》(鲁发(fa)改财金(jin)〔2015〕858号(hao)(hao))要求,将使用(yong)(yong)(yong)(yong)(yong)(yong)(yong)信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)(yong)(yong)记录和(he)信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)(yong)(yong)报告嵌入行(xing)(xing)政(zheng)管(guan)(guan)(guan)理和(he)公共服(fu)务(wu)(wu)各领域、各环(huan)节,作为行(xing)(xing)政(zheng)管(guan)(guan)(guan)理和(he)公共服(fu)务(wu)(wu)的(de)(de)(de)必要条件或重要参(can)(can)考依据。充分发(fa)挥行(xing)(xing)政(zheng)、司法(fa)、金(jin)融、社(she)会等(deng)领域的(de)(de)(de)综(zong)合监管(guan)(guan)(guan)效能,在(zai)(zai)市(shi)场准入、行(xing)(xing)政(zheng)审(shen)批、资(zi)(zi)质(zhi)认定(ding)、享受财政(zheng)补贴和(he)税收优惠(hui)政(zheng)策、企业(ye)法(fa)定(ding)代表人(ren)(ren)和(he)负责人(ren)(ren)任(ren)职资(zi)(zi)格审(shen)查、政(zheng)府(fu)采购、政(zheng)府(fu)购买服(fu)务(wu)(wu)、银行(xing)(xing)信(xin)(xin)(xin)(xin)贷(dai)、招标投(tou)标、国有土地出让、企业(ye)上市(shi)、货物通关、税收征缴(jiao)、社(she)保缴(jiao)费(fei)、外(wai)汇(hui)管(guan)(guan)(guan)理、劳动用(yong)(yong)(yong)(yong)(yong)(yong)(yong)工、价格制定(ding)、电子商务(wu)(wu)、产(chan)品(pin)质(zhi)量、食品(pin)药品(pin)安(an)全、消费(fei)品(pin)安(an)全、知识产(chan)权、环(huan)境保护、治安(an)管(guan)(guan)(guan)理、人(ren)(ren)口管(guan)(guan)(guan)理、出入境管(guan)(guan)(guan)理、授予称(cheng)号(hao)(hao)等(deng)方面(mian),通过市(shi)公共信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)(yong)(yong)信(xin)(xin)(xin)(xin)息平台,查询市(shi)场主(zhu)体的(de)(de)(de)信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)(yong)(yong)档案并(bing)作为重要参(can)(can)考依据。在(zai)(zai)财政(zheng)资(zi)(zi)金(jin)补助、政(zheng)府(fu)采购、政(zheng)府(fu)购买服(fu)务(wu)(wu)、政(zheng)府(fu)投(tou)资(zi)(zi)工程建设招投(tou)标过程中,应查询市(shi)场主(zhu)体信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)(yong)(yong)记录或要求其(qi)提供(gong)由具备资(zi)(zi)质(zhi)的(de)(de)(de)信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)(yong)(yong)服(fu)务(wu)(wu)机构出具的(de)(de)(de)信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)(yong)(yong)报告,优先选择信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)(yong)(yong)状(zhuang)况好的(de)(de)(de)市(shi)场主(zhu)体。(各县区政(zheng)府(fu)、市(shi)有关部(bu)门分别负责)


  (四)建(jian)立守(shou)信联合激(ji)(ji)励(li)机制。认真落(luo)实国(guo)(guo)家制定的守(shou)信联合激(ji)(ji)励(li)备忘录(lu),在市(shi)场监管和公共服务过程中(zhong),同等(deng)条件下对诚(cheng)实守(shou)信者实行(xing)(xing)(xing)优先办理、简化程序(xu)等(deng)支持(chi)激(ji)(ji)励(li)政(zheng)策。鼓(gu)励(li)开发(fa)(fa)“税易贷”、“信易贷”等(deng)守(shou)信激(ji)(ji)励(li)产品。引导金融(rong)机构(gou)、地方金融(rong)组织和商业(ye)销售等(deng)市(shi)场服务机构(gou)参考使用市(shi)场主体信用信息、信用积分(fen)和信用评价结(jie)果(guo)。(市(shi)发(fa)(fa)改委、人民银行(xing)(xing)(xing)济南分(fen)行(xing)(xing)(xing)营管部(bu)、市(shi)国(guo)(guo)税局(ju)牵头(tou),市(shi)有关部(bu)门分(fen)别负责)


  (五(wu))加强统计监测(ce)(ce)和(he)数(shu)(shu)据(ju)(ju)(ju)加工服(fu)务。充分(fen)(fen)利用大数(shu)(shu)据(ju)(ju)(ju)技术创新统计信息采(cai)集方式,不(bu)断提(ti)高(gao)数(shu)(shu)据(ju)(ju)(ju)分(fen)(fen)析研究水平。根据(ju)(ju)(ju)宏观(guan)(guan)经(jing)济(ji)(ji)数(shu)(shu)据(ju)(ju)(ju)、重点行(xing)业(领(ling)域)数(shu)(shu)据(ju)(ju)(ju)、产业发(fa)展(zhan)动态、市场供需状况、质量管理状况等信息,加强跨部门数(shu)(shu)据(ju)(ju)(ju)关联比(bi)对(dui)分(fen)(fen)析等加工服(fu)务,充分(fen)(fen)挖掘数(shu)(shu)据(ju)(ju)(ju)价值,进一步提(ti)高(gao)宏观(guan)(guan)经(jing)济(ji)(ji)分(fen)(fen)析的(de)针对(dui)性、实用性和(he)前瞻性,把握全市经(jing)济(ji)(ji)运(yun)行(xing)的(de)基本态势和(he)发(fa)展(zhan)趋势,提(ti)高(gao)经(jing)济(ji)(ji)运(yun)行(xing)监测(ce)(ce)预(yu)测(ce)(ce)和(he)风险预(yu)警能力,并(bing)及时向社会发(fa)布相关信息,合(he)理引导市场预(yu)期(qi)。(市发(fa)改委、市统计局分(fen)(fen)别负责(ze))


  (六)引导专业机(ji)(ji)构和行(xing)业组织(zhi)运(yun)(yun)用(yong)(yong)大数据(ju)(ju)完善服务(wu)。有效发(fa)(fa)挥政(zheng)府组织(zhi)协调作用(yong)(yong),在依法有序开(kai)放政(zheng)府信(xin)(xin)息资(zi)源的(de)基础(chu)上,制定(ding)切实有效的(de)政(zheng)策措(cuo)施,支(zhi)持银行(xing)、证券(quan)、信(xin)(xin)托、融(rong)资(zi)租赁、担保、保险、信(xin)(xin)用(yong)(yong)服务(wu)机(ji)(ji)构等专业机(ji)(ji)构和行(xing)业协会、商会运(yun)(yun)用(yong)(yong)大数据(ju)(ju)便捷高效地为企(qi)业提供(gong)服务(wu),支(zhi)持企(qi)业发(fa)(fa)展(zhan)。支(zhi)持和推动金(jin)(jin)融(rong)信(xin)(xin)息服务(wu)企(qi)业积极运(yun)(yun)用(yong)(yong)大数据(ju)(ju)技术开(kai)发(fa)(fa)新产品,切实维护国家(jia)金(jin)(jin)融(rong)信(xin)(xin)息安全(quan)。(各县区政(zheng)府、人民(min)银行(xing)济南分(fen)行(xing)营管(guan)部、市金(jin)(jin)融(rong)办分(fen)别负责(ze))


  四、运用大数据加强和改进市场监管


  (一(yi))健全(quan)(quan)事中事后监(jian)(jian)(jian)管(guan)(guan)(guan)机制。创(chuang)新(xin)市(shi)场(chang)经(jing)营交(jiao)易行(xing)为监(jian)(jian)(jian)管(guan)(guan)(guan)方式,在(zai)(zai)环(huan)境治理(li)、食品(pin)药品(pin)安全(quan)(quan)、消(xiao)费(fei)安全(quan)(quan)、安全(quan)(quan)生产(chan)、信用(yong)体(ti)系(xi)建(jian)设等领(ling)域,汇总(zong)整合并及时向(xiang)社(she)会公开有关市(shi)场(chang)监(jian)(jian)(jian)管(guan)(guan)(guan)数(shu)(shu)据(ju)(ju)、法(fa)(fa)(fa)定检(jian)验监(jian)(jian)(jian)测(ce)数(shu)(shu)据(ju)(ju)、违法(fa)(fa)(fa)失(shi)信数(shu)(shu)据(ju)(ju)、投(tou)诉(su)举报数(shu)(shu)据(ju)(ju)和企(qi)(qi)业(ye)依法(fa)(fa)(fa)依规(gui)应公开的(de)数(shu)(shu)据(ju)(ju),构建(jian)大数(shu)(shu)据(ju)(ju)监(jian)(jian)(jian)管(guan)(guan)(guan)模型,提高(gao)政府(fu)科学决策和风险预判能力。在(zai)(zai)扬(yang)尘(chen)污(wu)染防(fang)治领(ling)域,全(quan)(quan)面(mian)推广扬(yang)尘(chen)在(zai)(zai)线监(jian)(jian)(jian)测(ce)和视频监(jian)(jian)(jian)控(kong)系(xi)统(tong),利用(yong)大数(shu)(shu)据(ju)(ju)加强对工程建(jian)设市(shi)场(chang)主体(ti)的(de)事中事后监(jian)(jian)(jian)管(guan)(guan)(guan)。整理(li)和分(fen)析企(qi)(qi)业(ye)的(de)商业(ye)轨迹,全(quan)(quan)面(mian)、客观地评估企(qi)(qi)业(ye)经(jing)营状况(kuang)和信用(yong)等级,实现有效监(jian)(jian)(jian)管(guan)(guan)(guan)。建(jian)立行(xing)政执法(fa)(fa)(fa)与司法(fa)(fa)(fa)、金(jin)融等信息共享平台,增强联合执法(fa)(fa)(fa)能力。(各市(shi)场(chang)监(jian)(jian)(jian)管(guan)(guan)(guan)部门分(fen)别负责)


  (二)建立(li)健全(quan)信(xin)(xin)用承(cheng)诺制(zhi)度(du)。全(quan)面建立(li)市(shi)(shi)场(chang)主(zhu)体(ti)准(zhun)入前信(xin)(xin)用承(cheng)诺制(zhi)度(du),由市(shi)(shi)相关部门分行业、分领域制(zhi)定信(xin)(xin)用承(cheng)诺书(shu)示范样本,要求(qiu)市(shi)(shi)场(chang)主(zhu)体(ti)以规范格式向社会(hui)作(zuo)出(chu)公开承(cheng)诺,发生违法失信(xin)(xin)行为(wei)后自愿接受(shou)约束和惩(cheng)戒。信(xin)(xin)用承(cheng)诺纳入市(shi)(shi)场(chang)主(zhu)体(ti)信(xin)(xin)用记录,接受(shou)社会(hui)监(jian)(jian)督(du),并作(zuo)为(wei)事中事后监(jian)(jian)管的参考。(各(ge)市(shi)(shi)场(chang)监(jian)(jian)督(du)部门分别负责)


  (三)完善公共(gong)(gong)信(xin)(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)(xin)息(xi)(xi)平(ping)台(tai)建(jian)(jian)设。优化提升市(shi)公共(gong)(gong)信(xin)(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)(xin)息(xi)(xi)平(ping)台(tai)各项功能,纵向与省信(xin)(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)(xin)息(xi)(xi)共(gong)(gong)享(xiang)平(ping)台(tai)互联互通(tong),横向依托市(shi)级(ji)政(zheng)务服(fu)务平(ping)台(tai)与市(shi)有关部(bu)门、单位互联互通(tong),成为(wei)全市(shi)公共(gong)(gong)信(xin)(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)(xin)息(xi)(xi)归集、共(gong)(gong)享(xiang)、查询、发(fa)布(bu)枢纽。具(ju)有市(shi)场监(jian)管职责的(de)部(bu)门在(zai)履职过程中(zhong)应及时准确采集市(shi)场主体信(xin)(xin)(xin)用(yong)(yong)(yong)记录(lu),建(jian)(jian)立部(bu)门和行(xing)(xing)业信(xin)(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)(xin)息(xi)(xi)系统,重点将工商登记、税收征缴、社保缴费、交通(tong)违法(fa)、安全生(sheng)产(chan)、质(zhi)量(liang)监(jian)管、住房公积(ji)金缴存等(deng)领域信(xin)(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)(xin)息(xi)(xi)纳入市(shi)公共(gong)(gong)信(xin)(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)(xin)息(xi)(xi)平(ping)台(tai),并(bing)按照公共(gong)(gong)信(xin)(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)(xin)息(xi)(xi)开放等(deng)级(ji)进行(xing)(xing)分(fen)类(lei)应用(yong)(yong)(yong)。(市(shi)发(fa)改委牵头,市(shi)有关部(bu)门、各县区政(zheng)府分(fen)别负(fu)责)


  (四(si))建立失(shi)信联(lian)合惩(cheng)戒机制(zhi)(zhi)。认真落实(shi)国家制(zhi)(zhi)定的一(yi)系列联(lian)合惩(cheng)戒合作(zuo)(zuo)备忘录,紧(jin)紧(jin)围绕拆违(wei)(wei)拆临、治堵(du)治霾等重点工(gong)作(zuo)(zuo),对违(wei)(wei)法失(shi)信主体依(yi)法予以曝光、限制(zhi)(zhi)或禁入,实(shi)现“一(yi)处(chu)违(wei)(wei)法,处(chu)处(chu)受限”。按照我市(shi)(shi)(shi)市(shi)(shi)(shi)场(chang)主体失(shi)信行为联(lian)合惩(cheng)戒有关规定,对违(wei)(wei)法市(shi)(shi)(shi)场(chang)主体加(jia)大(da)行政处(chu)罚和信用约束(shu)力度,依(yi)法实(shi)施(shi)吊销营业执照、吊销注(zhu)销撤销许可证(zheng)、列入经营异常名录和“黑名单”等惩(cheng)戒措施(shi)。(市(shi)(shi)(shi)发改委、人民(min)银(yin)行济南分行营管(guan)部(bu)、市(shi)(shi)(shi)工(gong)商局(ju)牵头,市(shi)(shi)(shi)有关部(bu)门分别负(fu)责)


  (五)强化(hua)电(dian)(dian)(dian)子商务(wu)(wu)领域市(shi)场监管。加强交易(yi)行(xing)为(wei)监管,推(tui)行(xing)网(wang)络(luo)经(jing)(jing)营(ying)者身份标(biao)识制度(du),完善网(wang)店(dian)实名制和(he)交易(yi)信用评价制度(du),落(luo)实网(wang)上(shang)支(zhi)付安全保障措施,依法严厉打击网(wang)络(luo)虚假宣传(chuan)、销售假冒伪劣(lie)商品等违法行(xing)为(wei)。强化(hua)电(dian)(dian)(dian)子商务(wu)(wu)平台监管,落(luo)实相关(guan)责任义务(wu)(wu)及平台规则制度(du),维护网(wang)络(luo)市(shi)场秩序(xu),促进网(wang)络(luo)市(shi)场健(jian)康发展。积极做好电(dian)(dian)(dian)子商务(wu)(wu)信息(xi)采集(ji)和(he)分(fen)析(xi)工(gong)作,指导(dao)开展电(dian)(dian)(dian)子商务(wu)(wu)网(wang)站可信认(ren)证服(fu)务(wu)(wu),推(tui)广应用网(wang)站可信标(biao)识,推(tui)进电(dian)(dian)(dian)子商务(wu)(wu)可信交易(yi)环(huan)境建设。健(jian)全权益(yi)保护和(he)争议调处机制。(市(shi)经(jing)(jing)济和(he)信息(xi)化(hua)委、市(shi)商务(wu)(wu)局(ju)(ju)、市(shi)工(gong)商局(ju)(ju)分(fen)别负(fu)责)


  五、推进政府和社会信息资源开放共享


  (一)进一步(bu)加(jia)大(da)政(zheng)(zheng)(zheng)府(fu)信(xin)(xin)息公(gong)(gong)(gong)(gong)(gong)开(kai)和(he)数据开(kai)放(fang)力(li)度。认(ren)(ren)真落实《山东省人民政(zheng)(zheng)(zheng)府(fu)办(ban)公(gong)(gong)(gong)(gong)(gong)厅关于做(zuo)好行(xing)(xing)政(zheng)(zheng)(zheng)许可和(he)行(xing)(xing)政(zheng)(zheng)(zheng)处罚(fa)等(deng)信(xin)(xin)用(yong)信(xin)(xin)息公(gong)(gong)(gong)(gong)(gong)示工(gong)(gong)作的实施意见》(鲁政(zheng)(zheng)(zheng)办(ban)字(zi)〔2016〕4号(hao))精神,除涉及国(guo)家秘密、商业秘密、个人隐私及其(qi)他依(yi)法不予(yu)公(gong)(gong)(gong)(gong)(gong)开(kai)的信(xin)(xin)息外,应将行(xing)(xing)政(zheng)(zheng)(zheng)许可、行(xing)(xing)政(zheng)(zheng)(zheng)处罚(fa)等(deng)信(xin)(xin)息自作出(chu)行(xing)(xing)政(zheng)(zheng)(zheng)决定之(zhi)日起7个工(gong)(gong)作日内上网公(gong)(gong)(gong)(gong)(gong)开(kai)。除在本部(bu)门、单(dan)位网站(zhan)进行(xing)(xing)公(gong)(gong)(gong)(gong)(gong)示外,还(hai)要(yao)(yao)通过市(shi)(shi)政(zheng)(zheng)(zheng)府(fu)门户网站(zhan)、“信(xin)(xin)用(yong)济(ji)南”网站(zhan)、市(shi)(shi)市(shi)(shi)场主(zhu)体(ti)事中(zhong)事后监管服务(wu)平台等(deng)渠道(dao)向社会公(gong)(gong)(gong)(gong)(gong)示。各级各部(bu)门要(yao)(yao)切(qie)实提(ti)高政(zheng)(zheng)(zheng)府(fu)数据开(kai)放(fang)意识,认(ren)(ren)真执行(xing)(xing)信(xin)(xin)息公(gong)(gong)(gong)(gong)(gong)开(kai)工(gong)(gong)作制(zhi)度,优化(hua)公(gong)(gong)(gong)(gong)(gong)开(kai)流程,按要(yao)(yao)求主(zhu)动公(gong)(gong)(gong)(gong)(gong)开(kai)相关信(xin)(xin)息,确保公(gong)(gong)(gong)(gong)(gong)众知情权,提(ti)高行(xing)(xing)政(zheng)(zheng)(zheng)管理透明度和(he)政(zheng)(zheng)(zheng)府(fu)公(gong)(gong)(gong)(gong)(gong)信(xin)(xin)力(li)。(各县区政(zheng)(zheng)(zheng)府(fu)、市(shi)(shi)有关部(bu)门分别负责)


  (二)大力推进市(shi)(shi)场主(zhu)体(ti)信(xin)息(xi)公(gong)(gong)示(shi)(shi)。加快(kuai)实(shi)施企业(ye)(ye)经营异常名录制度(du)和严(yan)重(zhong)违法(fa)失信(xin)企业(ye)(ye)名单制度(du),完善市(shi)(shi)市(shi)(shi)场主(zhu)体(ti)事中事后监管服(fu)务(wu)(wu)平台功能,依法(fa)对企业(ye)(ye)注册登记、行政(zheng)(zheng)许可、行政(zheng)(zheng)处罚等基本信(xin)用(yong)(yong)信(xin)息(xi)以(yi)及企业(ye)(ye)年度(du)报告、经营异常名录和严(yan)重(zhong)违法(fa)失信(xin)企业(ye)(ye)名单进行公(gong)(gong)示(shi)(shi),提高市(shi)(shi)场透明(ming)度(du),并(bing)与市(shi)(shi)公(gong)(gong)共信(xin)用(yong)(yong)信(xin)息(xi)平台实(shi)现(xian)对接和信(xin)息(xi)共享。要依托(tuo)市(shi)(shi)公(gong)(gong)共信(xin)用(yong)(yong)信(xin)息(xi)平台实(shi)现(xian)信(xin)息(xi)及时归集,并(bing)通过市(shi)(shi)政(zheng)(zheng)府门户网站(zhan)(zhan)、“信(xin)用(yong)(yong)济南”网站(zhan)(zhan)、市(shi)(shi)市(shi)(shi)场主(zhu)体(ti)事中事后监管服(fu)务(wu)(wu)平台向社会公(gong)(gong)开公(gong)(gong)示(shi)(shi)市(shi)(shi)场主(zhu)体(ti)信(xin)息(xi)。(市(shi)(shi)工商局牵头,市(shi)(shi)有关部门、各县(xian)区政(zheng)(zheng)府分别负责(ze))


  (三)积(ji)极(ji)(ji)推进政(zheng)(zheng)府(fu)内部(bu)(bu)(bu)信(xin)(xin)息(xi)(xi)交换(huan)共(gong)享(xiang)(xiang)。依托市级政(zheng)(zheng)务服(fu)务平台积(ji)极(ji)(ji)推动部(bu)(bu)(bu)门(men)间信(xin)(xin)息(xi)(xi)共(gong)享(xiang)(xiang)和(he)整合(he),各级各部(bu)(bu)(bu)门(men)已建、在(zai)建信(xin)(xin)息(xi)(xi)系统要实(shi)现互联互通和(he)信(xin)(xin)息(xi)(xi)交换(huan)共(gong)享(xiang)(xiang),打破信(xin)(xin)息(xi)(xi)地区(qu)封锁和(he)部(bu)(bu)(bu)门(men)分割。除法律法规(gui)明确规(gui)定外,对申请立项新(xin)建的(de)(de)(de)部(bu)(bu)(bu)门(men)信(xin)(xin)息(xi)(xi)系统,凡(fan)(fan)未明确部(bu)(bu)(bu)门(men)间信(xin)(xin)息(xi)(xi)共(gong)享(xiang)(xiang)需求的(de)(de)(de),一(yi)概(gai)不(bu)(bu)予审(shen)批;对在(zai)建的(de)(de)(de)部(bu)(bu)(bu)门(men)信(xin)(xin)息(xi)(xi)系统,凡(fan)(fan)不(bu)(bu)能与其他(ta)部(bu)(bu)(bu)门(men)互联共(gong)享(xiang)(xiang)信(xin)(xin)息(xi)(xi)的(de)(de)(de),一(yi)概(gai)不(bu)(bu)得通过(guo)验(yan)收。(市政(zheng)(zheng)府(fu)办公厅牵头(tou),市发改委、市经济和(he)信(xin)(xin)息(xi)(xi)化(hua)委、市财政(zheng)(zheng)局(ju)、市科(ke)技局(ju)分别负责)


  六、积极培育和发展信用服务业


  (一(yi))鼓励征信(xin)机构开展专业化征信(xin)服务(wu)。引(yin)导(dao)征信(xin)机构根据(ju)市(shi)场需求加强信(xin)用服务(wu)产品创新(xin),提供专业化征信(xin)服务(wu)。建立健全(quan)并严(yan)格执行内部风险防(fang)范、避免利益冲突(tu)和保(bao)障信(xin)息安(an)全(quan)的(de)(de)规章(zhang)制度,依(yi)法向客户提供便捷高效征信(xin)服务(wu)。进一(yi)步(bu)扩大征信(xin)报告在银行、证(zheng)券、保(bao)险等领域的(de)(de)应用。(人(ren)民(min)银行济南分行营管(guan)部牵头,市(shi)发改委(wei)、市(shi)金融办分别(bie)负(fu)责)


  (二)推动征信(xin)机(ji)构建(jian)立市场(chang)主体(ti)信(xin)用记录。支持征信(xin)机(ji)构与政(zheng)府部(bu)门、企事(shi)业(ye)单位、社会(hui)组(zu)织(zhi)等深入合作,依(yi)法开展(zhan)征信(xin)业(ye)务(wu),建(jian)立以自然(ran)人(ren)、法人(ren)和其他组(zu)织(zhi)为对象(xiang)的(de)(de)征信(xin)系统,依(yi)法采(cai)集、整(zheng)理、加工(gong)和保(bao)存在(zai)市场(chang)交(jiao)易和社会(hui)交(jiao)往活动中(zhong)形成的(de)(de)信(xin)用信(xin)息,采(cai)取合理措施保(bao)障(zhang)信(xin)用信(xin)息的(de)(de)准确性,建(jian)立全面覆盖(gai)经济社会(hui)各(ge)领域(yu)、各(ge)环(huan)节的(de)(de)市场(chang)主体(ti)信(xin)用记录。(人(ren)民银行(xing)济南(nan)分行(xing)营管部(bu)牵(qian)头,市有关(guan)部(bu)门、各(ge)县区政(zheng)府分别(bie)负责)


  (三)大力(li)(li)培育发展信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)服务(wu)(wu)业。鼓励发展信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)评估、信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)保(bao)险、信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)管(guan)理(li)咨询及培训等信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)服务(wu)(wu)机构。支持符合(he)条件(jian)的(de)信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)服务(wu)(wu)机构按规定享受(shou)现代服务(wu)(wu)业和高(gao)新技(ji)术产业优惠政(zheng)策,逐步建(jian)立(li)信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)(xin)(xin)息基础服务(wu)(wu)和增值服务(wu)(wu)互为补充、相(xiang)辅(fu)相(xiang)成的(de)多层次、全方位信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)(xin)(xin)息服务(wu)(wu)组织(zhi)体系。加强(qiang)信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)服务(wu)(wu)市场监管(guan),进一步提高(gao)信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)服务(wu)(wu)行业的(de)市场公信(xin)(xin)(xin)(xin)力(li)(li)和社会影响力(li)(li),促进信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)服务(wu)(wu)业健(jian)康规范(fan)发展。(市发改(gai)委(wei)、人(ren)民(min)银(yin)行济南分行营(ying)管(guan)部牵头(tou),市财政(zheng)局、市科技(ji)局、市国税(shui)局分别负(fu)责)


  七、保障措施


  (一)加(jia)强组织领(ling)导(dao)和(he)政(zheng)策(ce)支(zhi)持。各(ge)级(ji)要(yao)高(gao)度重(zhong)视运(yun)用(yong)大(da)(da)数据(ju)加(jia)强对市场主体(ti)服(fu)务和(he)监(jian)管(guan)(guan)工(gong)(gong)作(zuo),切(qie)实(shi)加(jia)强组织领(ling)导(dao),强化协调配合(he),形成工(gong)(gong)作(zuo)合(he)力。各(ge)部门要(yao)按照职责分工(gong)(gong),研究制(zhi)定具(ju)体(ti)实(shi)施方案,做好本部门、本领(ling)域的(de)大(da)(da)数据(ju)运(yun)用(yong)工(gong)(gong)作(zuo),不断提(ti)高(gao)服(fu)务和(he)监(jian)管(guan)(guan)能力。全面(mian)落(luo)实(shi)和(he)完善支(zhi)持大(da)(da)数据(ju)发展的(de)财(cai)税(shui)、金融、产(chan)业、人才等政(zheng)策(ce),提(ti)升产(chan)业支(zhi)撑能力,推(tui)动大(da)(da)数据(ju)产(chan)业加(jia)快(kuai)发展。(各(ge)县区政(zheng)府、市有关部门分别(bie)负责)


  (二)建立完(wan)善信(xin)(xin)用(yong)(yong)(yong)管(guan)理制(zhi)度(du)。认真(zhen)落(luo)实(shi)公(gong)共(gong)信(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)息管(guan)理有关规(gui)定,规(gui)范(fan)公(gong)共(gong)信(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)息征集(ji)、管(guan)理、披露和(he)使(shi)用(yong)(yong)(yong)等(deng)活动,保护(hu)信(xin)(xin)息主体合法权益(yi),为保护(hu)商业秘(mi)密、个人隐私等(deng)提供政(zheng)(zheng)(zheng)策法规(gui)依(yi)据。研究制(zhi)定市公(gong)共(gong)信(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)息目录并完(wan)善相关制(zhi)度(du),规(gui)范(fan)政(zheng)(zheng)(zheng)府部门在行政(zheng)(zheng)(zheng)管(guan)理、公(gong)共(gong)服务中使(shi)用(yong)(yong)(yong)信(xin)(xin)用(yong)(yong)(yong)记录和(he)信(xin)(xin)用(yong)(yong)(yong)报告(gao)行为,为联合惩戒市场主体违法失(shi)信(xin)(xin)行为提供依(yi)据。(市发改(gai)委(wei)、人民银行济南分(fen)行营管(guan)部、市法制(zhi)办牵(qian)头负责)


  (三)推(tui)动实(shi)施(shi)大数据(ju)示(shi)范工(gong)程。在工(gong)商登记、统计(ji)调查、质量(liang)监管、竞争执法、消(xiao)费维权、税收(shou)征缴、资源(yuan)利用(yong)(yong)与环境保护、食品(pin)药品(pin)安全、安全生产(chan)、信(xin)用(yong)(yong)体系建设、健康医(yi)疗(liao)、劳动保障、教育(yu)文化(hua)、交通旅游、金融(rong)服(fu)务、中小企业服(fu)务、工(gong)业制造、现(xian)代农业、商贸物流、社会综合治理、收(shou)入(ru)分(fen)配调节等(deng)领域逐步实(shi)施(shi)大数据(ju)示(shi)范应用(yong)(yong)工(gong)程。(市有关部门分(fen)别负(fu)责(ze))
