  《四(si)川(chuan)省社会信用(yong)体系(xi)建设工(gong)作(zuo)实施方(fang)案》已(yi)经省政府同意,现(xian)印发你(ni)们,请认真贯彻执行。

四(si)川省社(she)会信(xin)用体系建设(she)工作(zuo)实(shi)施方案



  根据国(guo)务院《关(guan)(guan)(guan)于(yu)印(yin)发(fa)(fa)〈社(she)会(hui)信用(yong)体系建设(she)规划(hua)纲要(2014—2020年(nian))〉的(de)通知》(国(guo)发(fa)(fa)〔2014〕21号),国(guo)家发(fa)(fa)展改革委、人民银行《关(guan)(guan)(guan)于(yu)印(yin)发(fa)(fa)〈社(she)会(hui)信用(yong)体系建设(she)规划(hua)纲要(2014—2020年(nian))任(ren)务分工(gong)〉和〈社(she)会(hui)信用(yong)体系建设(she)三年(nian)重点工(gong)作(zuo)任(ren)务(2014—2016年(nian))〉的(de)通知》(发(fa)(fa)改财金〔2014〕2850号)和省政府《关(guan)(guan)(guan)于(yu)印(yin)发(fa)(fa)四川省社(she)会(hui)信用(yong)体系建设(she)规划(hua)(2014—2020年(nian))的(de)通知》(川府发(fa)(fa)〔2014〕66号)等文件(jian)精神(shen),为进一步加快推进全省社(she)会(hui)信用(yong)体系建设(she),特制定本方案。


  一、建立健全组织领导和管理体制


  (一)加强(qiang)组织(zhi)领导。调整完(wan)善我(wo)省(sheng)社(she)会(hui)(hui)信用(yong)体(ti)系建(jian)设(she)(she)(she)厅(ting)(局)际联(lian)(lian)(lian)席(xi)会(hui)(hui)议(yi)(yi)(yi),建(jian)立四川省(sheng)社(she)会(hui)(hui)信用(yong)体(ti)系建(jian)设(she)(she)(she)省(sheng)级联(lian)(lian)(lian)席(xi)会(hui)(hui)议(yi)(yi)(yi),由省(sheng)政府分管(guan)(guan)领导任召集人,省(sheng)政府分管(guan)(guan)副秘书长任召集人助手,各(ge)成(cheng)员(yuan)单位(wei)负(fu)责人为成(cheng)员(yuan),日常办事机构设(she)(she)(she)在省(sheng)发(fa)展改革委。联(lian)(lian)(lian)席(xi)会(hui)(hui)议(yi)(yi)(yi)以我(wo)省(sheng)现有的(de)社(she)会(hui)(hui)信用(yong)体(ti)系建(jian)设(she)(she)(she)联(lian)(lian)(lian)席(xi)会(hui)(hui)议(yi)(yi)(yi)成(cheng)员(yuan)单位(wei)为基础,调整补充相(xiang)关部门(单位(wei))为成(cheng)员(yuan)单位(wei),配套(tao)建(jian)立相(xiang)应工(gong)作制度。〔省(sheng)发(fa)展改革委、人行成(cheng)都(dou)分行牵头,相(xiang)关部门(单位(wei))配合〕


  (二)建(jian)立健(jian)全管(guan)理机(ji)构。明(ming)确管(guan)理机(ji)构和职责,由牵头(tou)部门(men)相关机(ji)构负(fu)责全省(sheng)社会信用体系建(jian)设(she)牵头(tou)组织、指导协调、政(zheng)策制定和综合(he)管(guan)理等工(gong)作,承(cheng)担全省(sheng)社会信用体系建(jian)设(she)联(lian)席会议日常工(gong)作。〔省(sheng)发展改革委、人行(xing)成都分(fen)行(xing)牵头(tou),相关部门(men)(单位(wei))配合(he)〕


  省直相关(guan)(guan)部(bu)门(men)(men)和(he)有(you)关(guan)(guan)单(dan)位(wei)、各(ge)市(shi)(shi)(州)人(ren)民政府加强(qiang)领(ling)导和(he)组(zu)织管理,明确(que)工(gong)作人(ren)员,负责本(ben)行业(领(ling)域(yu))本(ben)地区(qu)信用体系建设的(de)领(ling)导组(zu)织和(he)日常(chang)管理工(gong)作。〔相关(guan)(guan)部(bu)门(men)(men)(单(dan)位(wei))、各(ge)市(shi)(shi)(州)人(ren)民政府负责〕


  二(er)、建设完(wan)善全(quan)省(sheng)信用建设基础设施


  (三)建设(she)(she)全(quan)省(sheng)(sheng)统一的(de)社会信(xin)(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)(xin)息(xi)(xi)平(ping)台(tai)(tai)。依(yi)托(tuo)我(wo)省(sheng)(sheng)政(zheng)务(wu)云(yun)平(ping)台(tai)(tai),充分利用(yong)(yong)(yong)我(wo)省(sheng)(sheng)各(ge)部门现(xian)有信(xin)(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)(xin)息(xi)(xi)系(xi)统资源(yuan),按照(zhao)“一网(wang)三库一平(ping)台(tai)(tai)+N系(xi)统”的(de)建设(she)(she)思路和(he)技(ji)术架构(gou),建设(she)(she)全(quan)省(sheng)(sheng)统一的(de)社会信(xin)(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)(xin)息(xi)(xi)平(ping)台(tai)(tai),构(gou)建上联(lian)国(guo)家,覆盖省(sheng)(sheng)、市、县三级(ji)的(de)信(xin)(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)(xin)息(xi)(xi)交换共(gong)享体(ti)系(xi),实现(xian)信(xin)(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)(xin)息(xi)(xi)互联(lian)互通(tong),并(bing)提供多(duo)层次、多(duo)维(wei)度的(de)信(xin)(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)(xin)息(xi)(xi)服务(wu)。组建专门信(xin)(xin)(xin)用(yong)(yong)(yong)工(gong)作机构(gou),负责信(xin)(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)(xin)息(xi)(xi)的(de)征(zheng)集、整理、发布、使用(yong)(yong)(yong)以及平(ping)台(tai)(tai)建设(she)(she)和(he)运(yun)维(wei)的(de)日常(chang)工(gong)作。牵(qian)(qian)头(tou)部门加强同(tong)各(ge)行政(zheng)管理部门之(zhi)间的(de)沟通(tong)协调,与信(xin)(xin)(xin)用(yong)(yong)(yong)工(gong)作机构(gou)联(lian)合(he)设(she)(she)立工(gong)作推(tui)进小组,分工(gong)负责,共(gong)同(tong)推(tui)进。〔省(sheng)(sheng)发展改革(ge)委牵(qian)(qian)头(tou),相(xiang)关部门(单(dan)位)配(pei)合(he)〕


  (四(si))加(jia)快部(bu)门(men)(行业)信(xin)(xin)用(yong)信(xin)(xin)息(xi)(xi)系统(tong)建(jian)设。各部(bu)门(men)(单(dan)位)要以(yi)数据(ju)标(biao)准化(hua)和(he)应用(yong)标(biao)准化(hua)为原则,依(yi)托国(guo)家和(he)我(wo)省(sheng)(sheng)重大信(xin)(xin)息(xi)(xi)化(hua)工(gong)程,统(tong)筹利用(yong)现(xian)有业务管(guan)(guan)理(li)信(xin)(xin)息(xi)(xi)系统(tong)等信(xin)(xin)用(yong)信(xin)(xin)息(xi)(xi)系统(tong)基础设施,加(jia)快建(jian)设并完善信(xin)(xin)用(yong)信(xin)(xin)息(xi)(xi)系统(tong),强化(hua)本行业社(she)(she)会成员信(xin)(xin)用(yong)信(xin)(xin)息(xi)(xi)的(de)(de)记录和(he)整合(he),完善行业信(xin)(xin)用(yong)信(xin)(xin)息(xi)(xi)数据(ju)库。工(gong)商、税务、工(gong)程建(jian)设、食(shi)品(pin)药品(pin)安(an)全、安(an)全生产(chan)、产(chan)品(pin)质量、价(jia)格、进出口、合(he)同履(lv)约、环(huan)境(jing)保护、卫生计生、知识产(chan)权、流通服(fu)务、电子商务、交(jiao)(jiao)通运输(shu)、人力资源社(she)(she)会保障、教(jiao)育科研等领域主管(guan)(guan)部(bu)门(men),要以(yi)管(guan)(guan)理(li)服(fu)务需求为导(dao)向,在保护隐私(si)、责(ze)任(ren)明确、数据(ju)及时准确且符(fu)合(he)国(guo)家相关法律法规及部(bu)门(men)规章的(de)(de)前提下,按照(zhao)风险分散原则,建(jian)立信(xin)(xin)用(yong)信(xin)(xin)息(xi)(xi)交(jiao)(jiao)换(huan)共(gong)享机制(zhi),依(yi)法推(tui)进各信(xin)(xin)用(yong)信(xin)(xin)息(xi)(xi)系统(tong)的(de)(de)互联互通和(he)政务信(xin)(xin)用(yong)信(xin)(xin)息(xi)(xi)的(de)(de)交(jiao)(jiao)换(huan)共(gong)享。〔相关部(bu)门(men)(单(dan)位)牵(qian)头,省(sheng)(sheng)发展改革委(wei)配合(he)〕


  (五)加强统一(yi)(yi)社会(hui)信(xin)用(yong)代(dai)码(ma)制度(du)(du)建设。研究制定四川省法人和其他(ta)组织统一(yi)(yi)社会(hui)信(xin)用(yong)代(dai)码(ma)制度(du)(du)建设工作(zuo)实施方案(an),探索公民统一(yi)(yi)社会(hui)信(xin)用(yong)代(dai)码(ma)制度(du)(du)建设,完善(shan)相(xiang)(xiang)关制度(du)(du)标准,推动(dong)在经济社会(hui)活动(dong)中广泛使用(yong)统一(yi)(yi)社会(hui)信(xin)用(yong)代(dai)码(ma)。〔省发展改(gai)革委牵(qian)头,相(xiang)(xiang)关部门(单(dan)位)负(fu)责〕


  (六)归集(ji)(ji)整(zheng)(zheng)合(he)(he)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)。依照统(tong)(tong)(tong)(tong)一(yi)(yi)规(gui)划,各(ge)部门(men)依托自身现(xian)有(you)业务(wu)系(xi)统(tong)(tong)(tong)(tong),按信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)相(xiang)(xiang)应标(biao)准和(he)(he)推送方式进行数(shu)据(ju)(ju)交换。通过归集(ji)(ji)和(he)(he)整(zheng)(zheng)理,形成全省(sheng)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)公(gong)共数(shu)据(ju)(ju)库(ku)(ku)。以信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)主(zhu)体信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)为主(zhu)线,主(zhu)要涵盖:1.企业信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)数(shu)据(ju)(ju)库(ku)(ku),依法依规(gui)记(ji)录和(he)(he)整(zheng)(zheng)合(he)(he)企业信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi),建立完善本行业、本系(xi)统(tong)(tong)(tong)(tong)企业信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi),并统(tong)(tong)(tong)(tong)一(yi)(yi)归集(ji)(ji)到四川(chuan)企业信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)公(gong)示系(xi)统(tong)(tong)(tong)(tong)〔省(sheng)工商(shang)局牵(qian)头,相(xiang)(xiang)关(guan)部门(men)(单(dan)(dan)位(wei)(wei))配合(he)(he)〕;2.个人信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)数(shu)据(ju)(ju)库(ku)(ku),依法依规(gui)记(ji)录和(he)(he)整(zheng)(zheng)合(he)(he)个人信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi),着重加强对重点人群信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)的记(ji)录和(he)(he)整(zheng)(zheng)合(he)(he),建立完善本行业、本系(xi)统(tong)(tong)(tong)(tong)个人信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)〔公(gong)安厅牵(qian)头,相(xiang)(xiang)关(guan)部门(men)(单(dan)(dan)位(wei)(wei))配合(he)(he)〕;3.其他(ta)组织(zhi)机(ji)构(gou)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)数(shu)据(ju)(ju)库(ku)(ku),依托统(tong)(tong)(tong)(tong)一(yi)(yi)社会(hui)(hui)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)代码和(he)(he)其他(ta)组织(zhi)唯(wei)一(yi)(yi)身份标(biao)识,依法依规(gui)记(ji)录和(he)(he)维护机(ji)关(guan)事业单(dan)(dan)位(wei)(wei)、社会(hui)(hui)团(tuan)体、民办非企业单(dan)(dan)位(wei)(wei)、基(ji)金会(hui)(hui)等(deng)社会(hui)(hui)组织(zhi)的基(ji)本信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi),建立完善的机(ji)构(gou)组织(zhi)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)〔省(sheng)质监局、省(sheng)编办、民政(zheng)厅牵(qian)头,相(xiang)(xiang)关(guan)部门(men)(单(dan)(dan)位(wei)(wei))配合(he)(he)〕。


  (七)实(shi)现平(ping)(ping)台(tai)纵横互(hu)联(lian)共(gong)(gong)享。按(an)照“条块(kuai)结合、属地服务、互(hu)联(lian)互(hu)通、全省(sheng)共(gong)(gong)享”原(yuan)则,依法开展统(tong)一平(ping)(ping)台(tai)建设(she)和(he)全省(sheng)公共(gong)(gong)信(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)息(xi)的(de)(de)归集、披(pi)露、使用(yong)及相关工作,推进并逐(zhu)步实(shi)现全省(sheng)公共(gong)(gong)信(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)息(xi)与社(she)(she)会各(ge)领域非涉密信(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)息(xi)交换共(gong)(gong)享。全省(sheng)统(tong)一的(de)(de)社(she)(she)会信(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)息(xi)平(ping)(ping)台(tai)设(she)计和(he)提(ti)供多(duo)种标准数据(ju)接(jie)(jie)口,实(shi)现既与省(sheng)内各(ge)部(bu)门(men)各(ge)地区相关平(ping)(ping)台(tai)系统(tong)联(lian)接(jie)(jie)共(gong)(gong)享,又与其(qi)他省(sheng)(市)、国(guo)家信(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)息(xi)共(gong)(gong)享交换平(ping)(ping)台(tai)和(he)第三方(fang)应用(yong)平(ping)(ping)台(tai)等(deng)系统(tong)的(de)(de)对接(jie)(jie)共(gong)(gong)享。〔省(sheng)发展改革委牵头,相关部(bu)门(men)(单位)配合〕


  (八)建设开通(tong)统一对外服务窗(chuang)口“信(xin)用四(si)川”网站(zhan)。信(xin)用四(si)川网作为(wei)省级公共信(xin)用基(ji)础(chu)数(shu)据(ju)(公共信(xin)用信(xin)息(xi))统一对外发布、接受(shou)外部查询(xun)和异议受(shou)理等(deng)的平台(tai),为(wei)企业(ye)、个人和社(she)会(hui)(hui)征信(xin)机构(gou)等(deng)查询(xun)信(xin)用信(xin)息(xi)提(ti)供便利,为(wei)社(she)会(hui)(hui)提(ti)供优(you)质高效(xiao)的信(xin)用信(xin)息(xi)服务。〔省发展改(gai)革委(wei)牵(qian)头(tou),相关部门(单位)配合〕


  (九)筹划建(jian)设中(zhong)国西(xi)(xi)部(bu)(bu)(bu)区(qu)域大(da)数据(ju)中(zhong)心。顺应“大(da)数据(ju)行(xing)(xing)动(dong)”“互联网+”发展新(xin)趋(qu)势,以建(jian)设统一平台为(wei)契(qi)机,率先整合全(quan)(quan)省(sheng)社会(hui)(hui)信(xin)用(yong)(yong)信(xin)息,逐(zhu)步共享交换西(xi)(xi)部(bu)(bu)(bu)其(qi)他省(sheng)份的(de)金融、交通、卫生计生等各行(xing)(xing)业领域的(de)社会(hui)(hui)信(xin)用(yong)(yong)大(da)数据(ju)资(zi)源(yuan)。扩大(da)全(quan)(quan)省(sheng)统一的(de)社会(hui)(hui)信(xin)用(yong)(yong)信(xin)息平台先行(xing)(xing)示(shi)范效应,立(li)足(zu)四川、面向(xiang)西(xi)(xi)部(bu)(bu)(bu),建(jian)立(li)中(zhong)国西(xi)(xi)部(bu)(bu)(bu)区(qu)域大(da)数据(ju)中(zhong)心,打造(zao)西(xi)(xi)部(bu)(bu)(bu)区(qu)域大(da)数据(ju)产业。〔省(sheng)发展改革委(wei)牵(qian)头,相关部(bu)(bu)(bu)门(men)(单位)配合〕


  三、建立完善(shan)信用建设法(fa)规制度及标准体系(xi)


  (十)实行规(gui)范(fan)性(xing)文件(jian)统一(yi)发布(bu)。涉及(ji)社会信用(yong)方面(mian)的(de)(de)(de)规(gui)范(fan)性(xing)文件(jian),严格按(an)《四川省(sheng)行政规(gui)范(fan)性(xing)文件(jian)制(zhi)定(ding)和(he)备案(an)规(gui)定(ding)》执(zhi)行。对(dui)省(sheng)政府(fu)和(he)省(sheng)直部(bu)门制(zhi)定(ding)的(de)(de)(de)关于社会信用(yong)方面(mian)的(de)(de)(de)规(gui)范(fan)性(xing)文件(jian)进行全面(mian)清理(li)(li),对(dui)违(wei)反上位法和(he)省(sheng)政府(fu)统一(yi)规(gui)定(ding)的(de)(de)(de),不(bu)利于社会信用(yong)体系(xi)建设(she)、缺乏监督制(zhi)约机制(zhi)或带有明显部(bu)门利益倾向的(de)(de)(de),一(yi)律停止执(zhi)行;清理(li)(li)后继续有效的(de)(de)(de),经省(sheng)政府(fu)同意后由省(sheng)发展改革(ge)委(wei)向社会公布(bu)规(gui)范(fan)性(xing)文件(jian)目录;未纳入公布(bu)范(fan)围的(de)(de)(de),不(bu)得作为(wei)行政管理(li)(li)的(de)(de)(de)依据。〔省(sheng)发展改革(ge)委(wei)牵头,相(xiang)关部(bu)门(单位)配合〕

  (四十)普及(ji)社(she)会诚信(xin)(xin)(xin)(xin)宣传(chuan)。发(fa)挥各级政府(fu)部(bu)门(men)(men)、征(zheng)信(xin)(xin)(xin)(xin)管理(li)部(bu)门(men)(men)、社(she)会组织等多(duo)方(fang)作用(yong)(yong),大力开展诚信(xin)(xin)(xin)(xin)宣传(chuan)教育进(jin)(jin)(jin)机关、进(jin)(jin)(jin)企业、进(jin)(jin)(jin)学(xue)校、进(jin)(jin)(jin)社(she)区、进(jin)(jin)(jin)乡村、进(jin)(jin)(jin)牧区、进(jin)(jin)(jin)家(jia)庭活(huo)动。组织相关人员开展培训。充分(fen)利用(yong)(yong)电视、广播、报纸等传(chuan)统媒体和(he)网(wang)络(luo)、微信(xin)(xin)(xin)(xin)等新媒体,深入开展“信(xin)(xin)(xin)(xin)用(yong)(yong)中国四川周(zhou)”“诚信(xin)(xin)(xin)(xin)兴商(shang)宣传(chuan)月”“信(xin)(xin)(xin)(xin)用(yong)(yong)记录关爱日”“国际消(xiao)费者权益保护日”“诚信(xin)(xin)(xin)(xin)活(huo)动周(zhou)”等公益活(huo)动,普及(ji)诚信(xin)(xin)(xin)(xin)文(wen)化和(he)征(zheng)信(xin)(xin)(xin)(xin)文(wen)化,提高(gao)全民(min)信(xin)(xin)(xin)(xin)用(yong)(yong)意识(shi)。〔省(sheng)(sheng)委(wei)宣传(chuan)部(bu)、省(sheng)(sheng)文(wen)明(ming)办、省(sheng)(sheng)发(fa)展改革委(wei)、人行成都(dou)分(fen)行牵头(tou),相关部(bu)门(men)(men)(单位)、各市(州)人民(min)政府(fu)负(fu)责〕


  (四十一)深入开(kai)(kai)展(zhan)学(xue)(xue)(xue)校(xiao)诚(cheng)(cheng)信(xin)(xin)宣(xuan)传教(jiao)(jiao)育。支持、鼓励学(xue)(xue)(xue)校(xiao)开(kai)(kai)设信(xin)(xin)用理论(lun)课程,积极开(kai)(kai)展(zhan)信(xin)(xin)用理论(lun)学(xue)(xue)(xue)术研究。建立各级(ji)学(xue)(xue)(xue)校(xiao)诚(cheng)(cheng)信(xin)(xin)宣(xuan)传教(jiao)(jiao)育联络员制度,探索建立诚(cheng)(cheng)信(xin)(xin)宣(xuan)传教(jiao)(jiao)育基(ji)地,使诚(cheng)(cheng)信(xin)(xin)宣(xuan)传教(jiao)(jiao)育与助学(xue)(xue)(xue)贷(dai)款政策同步。开(kai)(kai)展(zhan)“校(xiao)园(yuan)诚(cheng)(cheng)信(xin)(xin)行(xing)(xing)动(dong)计(ji)划”,采(cai)用适(shi)合(he)(he)幼儿园(yuan)和(he)大中(zhong)小学(xue)(xue)(xue)学(xue)(xue)(xue)生认知水平(ping)和(he)喜闻乐见的形式,宣(xuan)传基(ji)础(chu)信(xin)(xin)用知识。〔教(jiao)(jiao)育厅、省发展(zhan)改革委、人行(xing)(xing)成都分行(xing)(xing)牵(qian)头,相关部门(单位(wei))、各市(州)人民政府配(pei)合(he)(he)〕
