甘肃省“十三五”社会信用(yong)体(ti)系建设规划



  社(she)(she)(she)会(hui)信(xin)(xin)用体(ti)(ti)系(xi)是社(she)(she)(she)会(hui)主义市场经济体(ti)(ti)制和社(she)(she)(she)会(hui)治理体(ti)(ti)制的(de)重要(yao)组成部分,加快社(she)(she)(she)会(hui)信(xin)(xin)用体(ti)(ti)系(xi)建(jian)(jian)设,对于增强社(she)(she)(she)会(hui)成员诚信(xin)(xin)意识(shi),营造优良信(xin)(xin)用环(huan)境(jing),促进(jin)(jin)社(she)(she)(she)会(hui)发展与文明进(jin)(jin)步具有重要(yao)的(de)现(xian)实意义。根据《社(she)(she)(she)会(hui)信(xin)(xin)用体(ti)(ti)系(xi)建(jian)(jian)设规划纲要(yao)(2014—2020年)》(国(guo)发〔2014〕21号)、《甘肃(su)省国(guo)民经济和社(she)(she)(she)会(hui)发展第(di)十三(san)个五年规划纲要(yao)》,为促进(jin)(jin)我省“十三(san)五”社(she)(she)(she)会(hui)信(xin)(xin)用体(ti)(ti)系(xi)建(jian)(jian)设,编制本规划。


第一章(zhang) 社(she)会信(xin)用体系建设发(fa)展现状


   一、发展基础


  (一(yi))建(jian)立省级工作协(xie)调机制。省(sheng)政(zheng)(zheng)府成立(li)社(she)会(hui)信(xin)(xin)用(yong)体(ti)系(xi)(xi)建(jian)(jian)(jian)设领(ling)导小组,统筹推(tui)进全省(sheng)社(she)会(hui)信(xin)(xin)用(yong)体(ti)系(xi)(xi)建(jian)(jian)(jian)设工作(zuo)(zuo),形成了领(ling)导重视(shi)、部门(men)牵头(tou)、各方参与的工作(zuo)(zuo)格局。先后(hou)印发《甘肃省(sheng)社(she)会(hui)信(xin)(xin)用(yong)体(ti)系(xi)(xi)建(jian)(jian)(jian)设五年(nian)规(gui)划(2011—2015年(nian))》(甘政(zheng)(zheng)发〔2011〕68号)和《甘肃省(sheng)社(she)会(hui)信(xin)(xin)用(yong)体(ti)系(xi)(xi)建(jian)(jian)(jian)设三年(nian)工作(zuo)(zuo)任(ren)务(2013—2015年(nian))》(甘政(zheng)(zheng)办(ban)发〔2013〕190号)等指(zhi)导性文件,为全省(sheng)社(she)会(hui)信(xin)(xin)用(yong)体(ti)系(xi)(xi)建(jian)(jian)(jian)设提供了工作(zuo)(zuo)保障(zhang)。


  (二(er))推广应用金融信(xin)用信(xin)息基础数(shu)据库。中国人(ren)(ren)民银(yin)行(xing)组(zu)织金(jin)融机(ji)构接入(ru)数(shu)据库,实现组(zu)织机(ji)构代码及个人(ren)(ren)身(shen)份信(xin)(xin)息(xi)(xi)联网(wang)(wang)查询。公(gong)积金(jin)缴存、纳(na)税(shui)、环保、社保、法院执行(xing)等信(xin)(xin)息(xi)(xi)陆续入(ru)库,小(xiao)额贷款公(gong)司、融资(zi)性担保公(gong)司、村镇银(yin)行(xing)等小(xiao)微(wei)(wei)机(ji)构正以互联网(wang)(wang)方式接入(ru)。截至2015年年底,数(shu)据库信(xin)(xin)息(xi)(xi)采集范围不(bu)断(duan)扩大(da),已(yi)收(shou)录全(quan)省11.48万户企事业(ye)单位和1636.4万自然人(ren)(ren)的信(xin)(xin)用信(xin)(xin)息(xi)(xi)。数(shu)据库查询网(wang)(wang)点(dian)基本覆盖全(quan)省,信(xin)(xin)用报(bao)告(gao)查询有(you)序推进,全(quan)省累计查询企业(ye)信(xin)(xin)用报(bao)告(gao)21.12万次,查询个人(ren)(ren)信(xin)(xin)用报(bao)告(gao)424.26万次。数(shu)据库的推广应(ying)用为(wei)多领域、多行(xing)业(ye)的信(xin)(xin)贷管(guan)理、政府(fu)公(gong)共管(guan)理、企业(ye)市(shi)场交易提供了(le)有(you)效(xiao)信(xin)(xin)息(xi)(xi)服(fu)务。


  (三(san))稳步推进行(xing)业信(xin)用(yong)建设。政府部(bu)门坚持依法行(xing)(xing)政,将信(xin)(xin)用(yong)建(jian)设纳(na)(na)入重要工(gong)作(zuo)(zuo)。公(gong)务员(yuan)(yuan)管理部(bu)门加强(qiang)公(gong)务员(yuan)(yuan)诚信(xin)(xin)管理和(he)教育(yu);工(gong)商(shang)部(bu)门加强(qiang)企业信(xin)(xin)用(yong)信(xin)(xin)息公(gong)示系(xi)统建(jian)设;税(shui)(shui)务系(xi)统根据纳(na)(na)税(shui)(shui)信(xin)(xin)用(yong)等级(ji)评定结果,对(dui)纳(na)(na)税(shui)(shui)人分(fen)类(lei)监(jian)管,并联(lian)合有关部(bu)门对(dui)重大税(shui)(shui)收违法案件当事人实施惩戒;食品(pin)药品(pin)监(jian)管部(bu)门建(jian)立食品(pin)、药品(pin)和(he)医疗器械生(sheng)产企业信(xin)(xin)用(yong)档案;教育(yu)、民政等部(bu)门提高信(xin)(xin)息公(gong)开性和(he)透(tou)明度,规范各类(lei)不合理行(xing)(xing)为;法院建(jian)立失信(xin)(xin)被执行(xing)(xing)人名(ming)单(dan)库,定期向相(xiang)关部(bu)门推(tui)送(song)失信(xin)(xin)被执行(xing)(xing)人信(xin)(xin)息。各行(xing)(xing)业逐(zhu)步开展和(he)完善信(xin)(xin)用(yong)建(jian)设,合力稳步推(tui)进全省社(she)会信(xin)(xin)用(yong)体系(xi)建(jian)设工(gong)作(zuo)(zuo)。


  (四(si))市州信用体系建设进(jin)展顺利。平(ping)凉市(shi)(shi)(shi)和(he)(he)庆(qing)阳(yang)市(shi)(shi)(shi)被中(zhong)国人民(min)银(yin)行列(lie)为全(quan)国小微企(qi)业(ye)和(he)(he)农村信(xin)用体系建设试验区,兰州(zhou)市(shi)(shi)(shi)正积(ji)极创建全(quan)省诚信(xin)建设示范城市(shi)(shi)(shi)。兰州(zhou)、武威、金(jin)昌、嘉(jia)峪关、庆(qing)阳(yang)、平(ping)凉、白银(yin)、酒泉等(deng)地建立(li)了“红黑榜”发(fa)布(bu)制(zhi)度,启动(dong)建设多部(bu)门(men)、跨地区、跨领(ling)域联合惩戒的诚信(xin)记录(lu)发(fa)布(bu)平(ping)台。兰州(zhou)、金(jin)昌等(deng)地法院(yuan)、银(yin)行、建设、人社、住(zhu)房公(gong)积(ji)金(jin)管(guan)(guan)理(li)中(zhong)心(xin)等(deng)部(bu)门(men)实施“住(zhu)房公(gong)积(ji)金(jin)数(shu)据(ju)共(gong)享”、“工程建设领(ling)域不良(liang)记录(lu)管(guan)(guan)理(li)”、“劳动(dong)保障守信(xin)评价”信(xin)用管(guan)(guan)理(li)联审联动(dong)机(ji)制(zhi)。各地广(guang)泛开展以诚信(xin)为主题的教育实践和(he)(he)宣(xuan)传活动(dong),守信(xin)激励和(he)(he)失信(xin)惩戒机(ji)制(zhi)初步(bu)建立(li)。


  (五)信(xin)用服务市场健康发展。信(xin)(xin)(xin)(xin)用评级机构蓬(peng)勃发展。东(dong)方金诚(cheng)、大公国际、联合信(xin)(xin)(xin)(xin)用等信(xin)(xin)(xin)(xin)用评级机构在我(wo)省设(she)立分支(zhi)机构,开(kai)展信(xin)(xin)(xin)(xin)贷市(shi)场(chang)信(xin)(xin)(xin)(xin)用评级。推(tui)进信(xin)(xin)(xin)(xin)贷市(shi)场(chang)信(xin)(xin)(xin)(xin)用评级管理(li)(li)(li)方式改革,由偏重事(shi)(shi)前(qian)管理(li)(li)(li)转为注(zhu)重事(shi)(shi)中事(shi)(shi)后监测和信(xin)(xin)(xin)(xin)息披露(lu)。信(xin)(xin)(xin)(xin)用评级市(shi)场(chang)化不断加快,着力推(tui)动小额贷款公司、融(rong)资性担保公司等主体(ti)开(kai)展信(xin)(xin)(xin)(xin)用评级。评级结果在用于(yu)银行信(xin)(xin)(xin)(xin)贷管理(li)(li)(li)的(de)同时,还用于(yu)政府公共(gong)管理(li)(li)(li)与服务、社会中介服务、经济(ji)交往等领域。


  (六)搭(da)建地方信(xin)用信(xin)息共享交换平台。建成省(sheng)级信(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)息(xi)平(ping)台。加快法人(ren)及其(qi)他组织(zhi)信(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)息(xi)数(shu)据(ju)(ju)库(ku)、自然人(ren)信(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)息(xi)数(shu)据(ju)(ju)库(ku)、信(xin)(xin)用(yong)(yong)(yong)甘肃网(wang)、信(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)息(xi)交(jiao)(jiao)换共(gong)(gong)享(xiang)平(ping)台、信(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)息(xi)应用(yong)(yong)(yong)服务平(ping)台等“两库(ku)一网(wang)两平(ping)台”建设,法人(ren)库(ku)已收录了工商(shang)、税(shui)务、质监等单位(wei)基础数(shu)据(ju)(ju),自然人(ren)库(ku)正在抓紧建设,信(xin)(xin)用(yong)(yong)(yong)甘肃网(wang)已上(shang)线(xian)运行,信(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)息(xi)交(jiao)(jiao)换共(gong)(gong)享(xiang)平(ping)台正在调试完善,初(chu)步建成了企(qi)业(ye)应用(yong)(yong)(yong)系(xi)统、政府行业(ye)部(bu)门应用(yong)(yong)(yong)系(xi)统、综合管(guan)理系(xi)统。平(ping)凉、金昌(chang)、庆阳、定西、甘南(nan)等地(di)积极探索建立地(di)方信(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)息(xi)共(gong)(gong)享(xiang)平(ping)台,加快推进(jin)小微企(qi)业(ye)和农村信(xin)(xin)用(yong)(yong)(yong)体(ti)系(xi)建设工程。


  二、发展环(huan)境


  “十三五”时(shi)期是我省(sheng)全面建成小康(kang)社会(hui)(hui)(hui)的决(jue)胜阶(jie)段,是经济社会(hui)(hui)(hui)发(fa)展(zhan)转型(xing)升(sheng)级的关键阶(jie)段。建立健全社会(hui)(hui)(hui)信(xin)用体(ti)系,有利于培育和(he)践行社会(hui)(hui)(hui)主义(yi)核心价值(zhi)观,形成良(liang)好的社会(hui)(hui)(hui)舆论环(huan)境;有利于促进社会(hui)(hui)(hui)公平(ping)正义(yi),融洽人际(ji)关系和(he)协调利益关系;有利于促进社会(hui)(hui)(hui)和(he)谐,为人民群众幸福安康(kang)营(ying)造诚信(xin)氛围。


  “十三五(wu)”时期是我(wo)省(sheng)全(quan)面深化(hua)改(gai)革、提(ti)升(sheng)外向型经(jing)济发展水(shui)平的(de)重(zhong)要阶段。建(jian)立健全(quan)社会信(xin)用体(ti)系,有(you)(you)(you)(you)利(li)于(yu)(yu)改(gai)善市(shi)(shi)场环境、提(ti)升(sheng)市(shi)(shi)场竞(jing)争力(li);有(you)(you)(you)(you)利(li)于(yu)(yu)资(zi)源配(pei)置,优化(hua)和(he)加速产业转(zhuan)型升(sheng)级;有(you)(you)(you)(you)利(li)于(yu)(yu)减少政(zheng)府行政(zheng)干预,完善市(shi)(shi)场经(jing)济体(ti)制;有(you)(you)(you)(you)利(li)于(yu)(yu)紧(jin)(jin)紧(jin)(jin)抓(zhua)住“一(yi)(yi)带一(yi)(yi)路”战(zhan)略机遇,促进(jin)与一(yi)(yi)带一(yi)(yi)路沿线国(guo)家的(de)交流与合作,进(jin)一(yi)(yi)步(bu)提(ti)升(sheng)我(wo)省(sheng)的(de)软实(shi)力(li)和(he)影(ying)响(xiang)力(li)。


  “十三五”时期是我(wo)省(sheng)全面(mian)依法治省(sheng)、加强(qiang)和(he)创(chuang)新社会治理(li)体(ti)系(xi)的(de)重要(yao)阶(jie)段(duan)。当(dang)前,我(wo)省(sheng)面(mian)临(lin)主体(ti)多样化(hua)、利(li)益多元化(hua)、社会信(xin)息化(hua)的(de)复杂形势,社会矛(mao)盾、利(li)益冲突凸显,建立健全社会信(xin)用体(ti)系(xi),有(you)(you)利(li)于(yu)提高政(zheng)府(fu)管(guan)理(li)水平和(he)推进服务型(xing)政(zheng)府(fu)建设;有(you)(you)利(li)于(yu)促进社会规(gui)范有(you)(you)序(xu)运行和(he)创(chuang)新社会综(zong)合治理(li);有(you)(you)利(li)于(yu)维护(hu)社会稳定,为(wei)构建社会主义(yi)和(he)谐(xie)社会创(chuang)造良好(hao)环(huan)境。


  但(dan)同时,我(wo)省社(she)(she)会(hui)(hui)信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)体(ti)系建设(she)(she)仍存(cun)在一(yi)些突出困难和(he)(he)问题:市(shi)州社(she)(she)会(hui)(hui)信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)体(ti)系建设(she)(she)组(zu)织构架不(bu)完善,没有形成(cheng)全省统(tong)一(yi)的管(guan)理体(ti)系和(he)(he)机(ji)(ji)制;覆(fu)盖全社(she)(she)会(hui)(hui)的公共信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)(xin)(xin)息系统(tong)尚未(wei)建成(cheng),信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)(xin)(xin)息采集(ji)和(he)(he)共享水(shui)平不(bu)高,守(shou)信(xin)(xin)(xin)(xin)激励和(he)(he)失信(xin)(xin)(xin)(xin)惩戒机(ji)(ji)制尚不(bu)健全;行业(ye)信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)建设(she)(she)工(gong)作整(zheng)体(ti)推进不(bu)平衡;信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)服务市(shi)场发展缓慢;信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)法规制度和(he)(he)标准规范建设(she)(she)滞后;信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)专业(ye)人(ren)才(cai)匮乏;社(she)(she)会(hui)(hui)诚(cheng)信(xin)(xin)(xin)(xin)意(yi)识不(bu)高,履约践诺(nuo)、诚(cheng)实守(shou)信(xin)(xin)(xin)(xin)的社(she)(she)会(hui)(hui)氛围尚未(wei)形成(cheng)。


第(di)二章 社(she)会信用体系建设总体思(si)路


  一(yi)、指导思想


  全面(mian)贯(guan)彻党的(de)(de)十(shi)八大(da)(da)和(he)十(shi)八届(jie)三中(zhong)、四中(zhong)、五中(zhong)全会精神,坚持以(yi)(yi)邓小平(ping)理论(lun)、“三个代(dai)表”重要(yao)思想、科学发展观为(wei)指导,深入贯(guan)彻落实习近平(ping)总(zong)书记系列重要(yao)讲话精神,按照国家(jia)《社(she)(she)会信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)体(ti)系建(jian)设规划(hua)纲要(yao)(2014—2020年(nian))》要(yao)求,对(dui)全省社(she)(she)会信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)体(ti)系建(jian)设进行(xing)总(zong)体(ti)规划(hua)、统筹设计并稳步推(tui)进。完善信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)法规制度和(he)标准体(ti)系,搭建(jian)覆盖全社(she)(she)会的(de)(de)信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)(xin)(xin)息(xi)共享交换(huan)平(ping)台。以(yi)(yi)大(da)(da)数据、云计算等(deng)现代(dai)信(xin)(xin)(xin)(xin)息(xi)技术为(wei)手段,以(yi)(yi)政(zheng)务诚(cheng)信(xin)(xin)(xin)(xin)、商务诚(cheng)信(xin)(xin)(xin)(xin)、社(she)(she)会诚(cheng)信(xin)(xin)(xin)(xin)和(he)司(si)法公(gong)信(xin)(xin)(xin)(xin)建(jian)设为(wei)主要(yao)内(nei)容,以(yi)(yi)建(jian)立守(shou)信(xin)(xin)(xin)(xin)激励和(he)失信(xin)(xin)(xin)(xin)惩(cheng)戒(jie)机制为(wei)保障,以(yi)(yi)培育发展信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)服务市场和(he)信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)人才(cai)队伍为(wei)支(zhi)撑,促进信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)(xin)(xin)息(xi)应(ying)用(yong)(yong)(yong),改善经济社(she)(she)会运(yun)行(xing)环(huan)境,提高全社(she)(she)会诚(cheng)信(xin)(xin)(xin)(xin)意识(shi)和(he)信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)水(shui)平(ping),使“诚(cheng)实守(shou)信(xin)(xin)(xin)(xin)”成(cheng)为(wei)全民的(de)(de)自觉行(xing)为(wei)规范,推(tui)动(dong)“诚(cheng)信(xin)(xin)(xin)(xin)甘(gan)肃”建(jian)设迈上(shang)新台阶。


  二、主要(yao)目标(biao)


  到2020年(nian),全省(sheng)社会(hui)(hui)信(xin)用(yong)(yong)地方(fang)性法(fa)规和(he)标准体系(xi)基(ji)(ji)本(ben)建立。建成以“两(liang)库一网两(liang)平台”为主(zhu)体覆盖全社会(hui)(hui)的(de)信(xin)用(yong)(yong)信(xin)息交换(huan)共(gong)(gong)享(xiang)系(xi)统,实现省(sheng)际、市(shi)际、行(xing)业间信(xin)用(yong)(yong)信(xin)息交换(huan)共(gong)(gong)享(xiang)。信(xin)用(yong)(yong)服务(wu)(wu)市(shi)场比较完善,信(xin)用(yong)(yong)产品在行(xing)政管(guan)理和(he)社会(hui)(hui)服务(wu)(wu)事项中得(de)到广泛应用(yong)(yong)。政务(wu)(wu)诚信(xin)、商务(wu)(wu)诚信(xin)、社会(hui)(hui)诚信(xin)和(he)司法(fa)公信(xin)建设取得(de)明显进(jin)展(zhan),市(shi)场和(he)社会(hui)(hui)满意(yi)度大幅提(ti)升。信(xin)用(yong)(yong)监管(guan)体制基(ji)(ji)本(ben)健全,守信(xin)激励和(he)失信(xin)惩戒机制全面发(fa)挥作用(yong)(yong),政府推(tui)动、社会(hui)(hui)共(gong)(gong)建、全民共(gong)(gong)享(xiang)的(de)社会(hui)(hui)治理格局(ju)基(ji)(ji)本(ben)形成,全社会(hui)(hui)诚信(xin)意(yi)识普遍增(zeng)强,经济(ji)社会(hui)(hui)发(fa)展(zhan)信(xin)用(yong)(yong)环境明显改善。



  三、主(zhu)要任务(wu)


  围绕(rao)信(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)息(xi)的(de)记录、整合和应用(yong)(yong)(yong),构(gou)建(jian)(jian)(jian)以省(sheng)级信(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)息(xi)平台为(wei)主体,政(zheng)务诚信(xin)(xin)为(wei)先导,信(xin)(xin)用(yong)(yong)(yong)法(fa)规(gui)制度(du)为(wei)保(bao)障,诚信(xin)(xin)文化宣传教(jiao)育(yu)为(wei)支撑的(de)社(she)会信(xin)(xin)用(yong)(yong)(yong)体系(xi)基本框架与(yu)运行机制。全力推(tui)进(jin)政(zheng)府(fu)信(xin)(xin)用(yong)(yong)(yong)体系(xi)建(jian)(jian)(jian)设(she),突出抓(zhua)好企业信(xin)(xin)用(yong)(yong)(yong)体系(xi)建(jian)(jian)(jian)设(she),积极(ji)开展个(ge)人信(xin)(xin)用(yong)(yong)(yong)体系(xi)建(jian)(jian)(jian)设(she)。


  (一)建立(li)完善(shan)的制度体系。根据(ju)国家有关法(fa)律法(fa)规,结合(he)甘肃实际(ji),积极构(gou)建支撑(cheng)我省社会信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)体系(xi)(xi)建设和发展的(de)(de)制(zhi)度(du)(du)体系(xi)(xi),实现协(xie)同监管(guan)。在(zai)出台《甘肃省公共信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)信(xin)(xin)(xin)(xin)(xin)息条例》和《甘肃省失信(xin)(xin)(xin)(xin)(xin)行(xing)为联合(he)惩戒办法(fa)》的(de)(de)基础上,加快(kuai)制(zhi)定失信(xin)(xin)(xin)(xin)(xin)黑名单发布制(zhi)度(du)(du)、公共信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)信(xin)(xin)(xin)(xin)(xin)息目录(lu),以及信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)信(xin)(xin)(xin)(xin)(xin)息征(zheng)集、发布、安全管(guan)理(li)(li)等(deng)方面的(de)(de)地方性法(fa)规、政府规章(zhang)和规范性文(wen)件(jian)。在(zai)行(xing)政管(guan)理(li)(li)、公共资源交易、食品药品、安全生产、环保、社保等(deng)重点领(ling)域制(zhi)定相应的(de)(de)管(guan)理(li)(li)办法(fa)或(huo)实施意见。建立完善信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)服务(wu)机(ji)构(gou)管(guan)理(li)(li)制(zhi)度(du)(du)。


  (二)建(jian)成省级信用信息平台。制定统(tong)一的(de)信(xin)(xin)用(yong)信(xin)(xin)息(xi)采集(ji)目录、数(shu)据接入标(biao)准和技术规范(fan),借鉴中国人民银行企(qi)(qi)业和个(ge)人征信(xin)(xin)系统(tong)、全国企(qi)(qi)业信(xin)(xin)用(yong)信(xin)(xin)息(xi)公示(shi)系统(tong)建设经验,建成我省省级信(xin)(xin)用(yong)信(xin)(xin)息(xi)平台(tai)(tai),包(bao)括共(gong)享交换平台(tai)(tai)、数(shu)据库、应用(yong)服务(wu)平台(tai)(tai)和“信(xin)(xin)用(yong)甘肃”网(wang)站。制订业务(wu)规范(fan)、数(shu)据目录、技术标(biao)准。整(zheng)合政府部(bu)门和社(she)会(hui)(hui)服务(wu)机构(gou)掌握的(de)企(qi)(qi)事业单(dan)位、社(she)会(hui)(hui)组织及(ji)个(ge)人信(xin)(xin)用(yong)信(xin)(xin)息(xi),实现省、市、县三(san)级信(xin)(xin)息(xi)互通,部(bu)门间(jian)(jian)、地(di)区间(jian)(jian)信(xin)(xin)息(xi)共(gong)享。优化完善“信(xin)(xin)用(yong)甘肃”网(wang)站,通过查询平台(tai)(tai),向社(she)会(hui)(hui)公众和信(xin)(xin)用(yong)服务(wu)机构(gou)提供信(xin)(xin)息(xi)服务(wu)。按(an)照信(xin)(xin)息(xi)系统(tong)安(an)全等级保(bao)护(hu)三(san)级测评认证安(an)全防(fang)护(hu)要求,建立长效运行维护(hu)保(bao)障(zhang)机制。


  (三)推广信(xin)用信(xin)息应用。以(yi)行政(zheng)管理(li)事项(xiang)中率先使用(yong)(yong)信(xin)(xin)用(yong)(yong)信(xin)(xin)息为(wei)主导(dao),在(zai)重大项(xiang)目(mu)审批、投资(zi)项(xiang)目(mu)管理(li)、公共资(zi)源交易(yi)、政(zheng)府(fu)资(zi)金补助等重点领(ling)域使用(yong)(yong)信(xin)(xin)用(yong)(yong)报告(gao),并逐步(bu)将(jiang)信(xin)(xin)用(yong)(yong)信(xin)(xin)息推广应用(yong)(yong)到工商、税务、质监(jian)、食品(pin)药(yao)品(pin)、安全(quan)生产、环保、社(she)保、教育、医疗卫生和(he)审判、检察等领(ling)域,在(zai)全(quan)社(she)会形成“失信(xin)(xin)寸(cun)步(bu)难行,守信(xin)(xin)一路畅通(tong)”的(de)信(xin)(xin)用(yong)(yong)氛围。


  (四)推(tui)进信用服务市场发展。推动政府部门在社会管理和(he)(he)公(gong)共(gong)服(fu)务(wu)领域带头使用(yong)(yong)信(xin)用(yong)(yong)产(chan)(chan)品(pin)。鼓励金融机(ji)构、企事业单(dan)位和(he)(he)个人利用(yong)(yong)信(xin)用(yong)(yong)产(chan)(chan)品(pin)和(he)(he)服(fu)务(wu)防(fang)范信(xin)用(yong)(yong)风(feng)险,有(you)效激(ji)发信(xin)用(yong)(yong)服(fu)务(wu)市场(chang)需求。建立管理有(you)序、种(zhong)类(lei)齐全(quan)、依(yi)法经(jing)营的信(xin)用(yong)(yong)服(fu)务(wu)市场(chang)体(ti)系。引进和(he)(he)培育一批公(gong)信(xin)力高、专业性(xing)强(qiang)的信(xin)用(yong)(yong)服(fu)务(wu)机(ji)构,促进信(xin)用(yong)(yong)服(fu)务(wu)产(chan)(chan)品(pin)开发、生产(chan)(chan)和(he)(he)创新,推动信(xin)用(yong)(yong)服(fu)务(wu)产(chan)(chan)业健康发展。


  (五)强化信用监管。以国家《征信(xin)(xin)业管(guan)(guan)(guan)理条例(li)》及各(ge)部门联(lian)(lian)合(he)签署的(de)(de)(de)联(lian)(lian)合(he)惩戒(jie)文(wen)件为(wei)(wei)指导,加快(kuai)我省信(xin)(xin)用(yong)监(jian)(jian)(jian)管(guan)(guan)(guan)法律制(zhi)度建设。强化部门之间联(lian)(lian)合(he)监(jian)(jian)(jian)管(guan)(guan)(guan)机制(zhi),明确(que)监(jian)(jian)(jian)管(guan)(guan)(guan)职(zhi)责和监(jian)(jian)(jian)管(guan)(guan)(guan)范围,依法对信(xin)(xin)用(yong)服务机构实(shi)施(shi)统一监(jian)(jian)(jian)管(guan)(guan)(guan)。推进以法治为(wei)(wei)基础的(de)(de)(de)社(she)(she)会(hui)(hui)(hui)多元治理,健(jian)全社(she)(she)会(hui)(hui)(hui)监(jian)(jian)(jian)督(du)机制(zhi),切实(shi)保障市(shi)场主体和社(she)(she)会(hui)(hui)(hui)公众的(de)(de)(de)知情权、参与权、监(jian)(jian)(jian)督(du)权,构建市(shi)场主体自治、行业自律、社(she)(she)会(hui)(hui)(hui)监(jian)(jian)(jian)督(du)、政府监(jian)(jian)(jian)管(guan)(guan)(guan)的(de)(de)(de)社(she)(she)会(hui)(hui)(hui)共治格局(ju)。探索建立(li)守信(xin)(xin)激励与失(shi)信(xin)(xin)惩戒(jie)联(lian)(lian)动机制(zhi),健(jian)全信(xin)(xin)用(yong)评价(jia)机制(zhi),对失(shi)信(xin)(xin)者依法披露,提高其失(shi)信(xin)(xin)成本。


  (六)创建信用(yong)示范行业和地区。重点(dian)在(zai)法(fa)院(yuan)执行、公共资(zi)源交(jiao)易、环境保护、食品(pin)药品(pin)、安全(quan)生(sheng)产、税收征缴、交(jiao)通运输、文(wen)化旅游等(deng)领域开展行业(ye)试点(dian)。完善(shan)行业(ye)信(xin)用记录,推广信(xin)息应(ying)用,探索建立(li)以市场准入、退出为主要内(nei)容的信(xin)用奖惩机(ji)制。以兰州(zhou)、酒泉(quan)、武威、定西、平(ping)凉、天水6个市和山(shan)丹县、临泽(ze)县、高台县、永昌(chang)县、金川区、白银区、西峰区、临夏市、武都区、徽(hui)县、夏河县11个县市区为重点(dian),开展综合试点(dian),与省(sheng)级信(xin)用信(xin)息平(ping)台实现互通,推动信(xin)用产品(pin)在(zai)试点(dian)地区的应(ying)用。选择(ze)培(pei)育(yu)一批信(xin)用管理省(sheng)级示(shi)范企业(ye)。


  (七)健全教育(yu)宣传(chuan)机制。普及信(xin)(xin)(xin)(xin)(xin)用(yong)知(zhi)识(shi),开展机(ji)关(guan)和(he)(he)企事业单位(wei)工作人员(yuan)、社(she)会(hui)公(gong)众等各层次的(de)诚(cheng)(cheng)(cheng)信(xin)(xin)(xin)(xin)(xin)教育培训。推进政(zheng)府部门(men)及企事业单位(wei)诚(cheng)(cheng)(cheng)信(xin)(xin)(xin)(xin)(xin)文化(hua)建(jian)设(she)(she),提高从业人员(yuan)信(xin)(xin)(xin)(xin)(xin)用(yong)意识(shi)。加强高校(xiao)信(xin)(xin)(xin)(xin)(xin)用(yong)专(zhuan)(zhuan)业建(jian)设(she)(she)和(he)(he)应用(yong)研(yan)究,建(jian)设(she)(she)专(zhuan)(zhuan)业人才队(dui)伍,培养具有国家信(xin)(xin)(xin)(xin)(xin)用(yong)管理(li)执业资质的(de)专(zhuan)(zhuan)业人员(yuan)。建(jian)立诚(cheng)(cheng)(cheng)信(xin)(xin)(xin)(xin)(xin)红黑榜(bang)发布制度,相关(guan)部门(men)定(ding)期召开新闻发布会(hui),发布诚(cheng)(cheng)(cheng)信(xin)(xin)(xin)(xin)(xin)企业红名(ming)单和(he)(he)失信(xin)(xin)(xin)(xin)(xin)企业黑名(ming)单。利用(yong)甘肃(su)(su)(su)日报、甘肃(su)(su)(su)卫(wei)视(shi)、甘肃(su)(su)(su)人民广播电台、中国甘肃(su)(su)(su)网等新闻媒介,采取多种形式,广泛开展诚(cheng)(cheng)(cheng)信(xin)(xin)(xin)(xin)(xin)宣传(chuan)(chuan)。在试点地(di)(di)区建(jian)立信(xin)(xin)(xin)(xin)(xin)用(yong)宣传(chuan)(chuan)教育基地(di)(di)。扩大“信(xin)(xin)(xin)(xin)(xin)用(yong)甘肃(su)(su)(su)”网影(ying)响力,使其成为政(zheng)府褒扬诚(cheng)(cheng)(cheng)信(xin)(xin)(xin)(xin)(xin)、惩戒失信(xin)(xin)(xin)(xin)(xin)的(de)权威(wei)门(men)户网站(zhan)。通过多种传(chuan)(chuan)播媒介宣传(chuan)(chuan)引导(dao),在全社(she)会(hui)形成“守信(xin)(xin)(xin)(xin)(xin)光(guang)荣、失信(xin)(xin)(xin)(xin)(xin)可耻”的(de)社(she)会(hui)风尚。


第三(san)章 努力推进重点领域诚信建设


  一、加快推进政务诚信建设


  政(zheng)(zheng)务诚(cheng)信是社会信用(yong)体(ti)系建(jian)设的(de)关键和先导,政(zheng)(zheng)务行(xing)为主体(ti)的(de)诚(cheng)信水平(ping)对其他社会主体(ti)守(shou)(shou)法诚(cheng)信发挥着重要表率和导向作用(yong)。推(tui)进政(zheng)(zheng)务诚(cheng)信建(jian)设有利(li)于促进社会各领域的(de)诚(cheng)信建(jian)设。全省各级行(xing)政(zheng)(zheng)机关要依法行(xing)政(zheng)(zheng),依法决(jue)策,守(shou)(shou)信践诺,诚(cheng)信履(lv)职(zhi),全面推(tui)进政(zheng)(zheng)务公(gong)开,强化对行(xing)政(zheng)(zheng)权力(li)(li)的(de)约束(shu)和监(jian)督(du),加(jia)强诚(cheng)信管理(li),不断提升政(zheng)(zheng)府公(gong)信力(li)(li)。


  (一(yi))坚持依法行政。将依法(fa)(fa)行(xing)(xing)政贯穿于政府(fu)决(jue)策、执(zhi)行(xing)(xing)、监督(du)和(he)服(fu)务(wu)的(de)全过程。规范行(xing)(xing)政行(xing)(xing)为(wei),依法(fa)(fa)行(xing)(xing)使权(quan)力、依法(fa)(fa)履行(xing)(xing)职(zhi)责、依法(fa)(fa)管(guan)理(li)(li)经济社会事务(wu),提高(gao)决(jue)策透明度(du)。转(zhuan)变(bian)政府(fu)职(zhi)能(neng),进一步完善政府(fu)部门行(xing)(xing)政权(quan)力清(qing)单、责任清(qing)单、省(sheng)级财(cai)政专项(xiang)资(zi)金(jin)管(guan)理(li)(li)清(qing)单,健全权(quan)力运行(xing)(xing)制(zhi)约(yue)和(he)监督(du)体系。构建权(quan)界(jie)清(qing)晰、分工合理(li)(li)、运转(zhuan)高(gao)效(xiao)的(de)政府(fu)职(zhi)能(neng)体系,提高(gao)行(xing)(xing)政效(xiao)能(neng)和(he)社会治理(li)(li)能(neng)力。坚持重大决(jue)策事项(xiang)公示和(he)听证制(zhi)度(du),调动公众(zhong)参与(yu)积极(ji)性,提高(gao)政府(fu)威(wei)信。


  (二)发挥政府诚信建设的(de)示范(fan)作用。在(zai)保护国(guo)家信(xin)(xin)(xin)(xin)(xin)息安(an)全、商(shang)业(ye)秘密和(he)个人隐私的(de)前提下,依法公(gong)开(kai)(kai)在(zai)行(xing)政(zheng)管理中(zhong)产(chan)生的(de)政(zheng)务(wu)信(xin)(xin)(xin)(xin)(xin)息和(he)信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)信(xin)(xin)(xin)(xin)(xin)息。利(li)用(yong)(yong)省级(ji)信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)信(xin)(xin)(xin)(xin)(xin)息平(ping)台(tai),推(tui)进决(jue)策、执行(xing)、管理、监督、服(fu)(fu)务(wu)及(ji)(ji)结果的(de)全面公(gong)开(kai)(kai),实现“阳光(guang)行(xing)政(zheng)”。加强电子(zi)政(zheng)务(wu)平(ping)台(tai)建设及(ji)(ji)项目应(ying)用(yong)(yong),在(zai)行(xing)政(zheng)许(xu)可、公(gong)共资源交易、项目在(zai)线审(shen)批、劳动(dong)就业(ye)、社会(hui)保障(zhang)、科研管理、干部选拔任用(yong)(yong)、政(zheng)府资金(jin)安(an)排等(deng)领(ling)域率先使用(yong)(yong)信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)产(chan)品,以政(zheng)府诚信(xin)(xin)(xin)(xin)(xin)施政(zheng),带动(dong)全社会(hui)树立(li)诚信(xin)(xin)(xin)(xin)(xin)意识(shi)和(he)提高诚信(xin)(xin)(xin)(xin)(xin)水平(ping)。推(tui)进事业(ye)单(dan)位诚信(xin)(xin)(xin)(xin)(xin)建设,加强对(dui)事业(ye)单(dan)位法人登记管理、机构编制、公(gong)共服(fu)(fu)务(wu)质量(liang)、社会(hui)保障(zhang)、审(shen)计(ji)、价格与收费(fei)、诉(su)讼(song)(仲裁)等(deng)方(fang)面信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)信(xin)(xin)(xin)(xin)(xin)息的(de)记录、整合和(he)等(deng)级(ji)评价。推(tui)进信(xin)(xin)(xin)(xin)(xin)息公(gong)开(kai)(kai)和(he)办(ban)事公(gong)开(kai)(kai),建立(li)信(xin)(xin)(xin)(xin)(xin)息披(pi)露制度(du)和(he)服(fu)(fu)务(wu)承(cheng)诺制度(du),向社会(hui)公(gong)开(kai)(kai)年度(du)报告、重要(yao)事项和(he)服(fu)(fu)务(wu)承(cheng)诺兑现情况。完善分类监管和(he)考(kao)核评价机制,逐步将信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)记录作为事业(ye)单(dan)位监管、考(kao)核的(de)重要(yao)依据(ju)。


  (三)加快政府(fu)守信(xin)践诺机制建设。严格履(lv)(lv)行(xing)政(zheng)府承(cheng)(cheng)诺(nuo),建立健全政(zheng)府服务(wu)承(cheng)(cheng)诺(nuo)制、行(xing)政(zheng)问责制、承(cheng)(cheng)诺(nuo)考核制。把政(zheng)务(wu)履(lv)(lv)约和(he)守诺(nuo)服务(wu)纳入政(zheng)府绩(ji)效考评指标体(ti)系(xi),将部门(men)诚信作(zuo)为机关作(zuo)风(feng)评议重要内容。支持统(tong)计(ji)部门(men)依(yi)法、真实统(tong)计(ji)。对政(zheng)府举债、各项财务(wu)支出做到依(yi)法依(yi)规(gui)、规(gui)模适度(du)、程序透明、严控风(feng)险。加大(da)监察、审计(ji)等行(xing)政(zheng)监督(du)和(he)社会监督(du)力度(du),强化失信问责。


  (四)加强公(gong)务员诚信管理和教育。利用(yong)(yong)多(duo)种形式(shi),对公(gong)(gong)务(wu)(wu)(wu)员开展诚(cheng)信(xin)、守(shou)法和(he)道德教育,不断(duan)提(ti)升(sheng)公(gong)(gong)务(wu)(wu)(wu)员队伍(wu)诚(cheng)信(xin)素质和(he)诚(cheng)信(xin)意识。建立诚(cheng)信(xin)档(dang)案(an),依法依规将(jiang)公(gong)(gong)务(wu)(wu)(wu)员个人(ren)有关事(shi)项、廉(lian)政(zheng)记录(lu)、奖励表彰(zhang)、年度考核(he)、相关违(wei)法违(wei)纪违(wei)约行为等信(xin)用(yong)(yong)信(xin)息纳入档(dang)案(an)。编制(zhi)公(gong)(gong)务(wu)(wu)(wu)员诚(cheng)信(xin)手册,建立公(gong)(gong)务(wu)(wu)(wu)员信(xin)用(yong)(yong)奖惩制(zhi)度,将(jiang)信(xin)用(yong)(yong)记录(lu)作为考核(he)、任用(yong)(yong)、奖惩的重要依据,打造(zao)守(shou)法守(shou)信(xin)的公(gong)(gong)务(wu)(wu)(wu)员队伍(wu)。


  二、深入推进商务(wu)诚信建设


  商(shang)(shang)(shang)务(wu)诚信是社会信用(yong)体系建设的重点。商(shang)(shang)(shang)务(wu)诚信建设是有(you)效维护商(shang)(shang)(shang)务(wu)关系、降低商(shang)(shang)(shang)务(wu)运(yun)行成(cheng)本、改善营商(shang)(shang)(shang)环境、促进各类商(shang)(shang)(shang)务(wu)主(zhu)体可持(chi)续发(fa)展(zhan)和各类经济活动高效开展(zhan)的基础保障,必须(xu)加快推进。


  (一)生产领域(yu)诚信建设。以(yi)煤矿(kuang)、金属与非金属矿(kuang)山、建筑施工、危(wei)险化学品(pin)(pin)、烟花爆竹、民用爆炸(zha)物品(pin)(pin)、特种设备和(he)冶金等工贸(mao)行(xing)业领(ling)域(yu)为(wei)重(zhong)点,建立健全(quan)安(an)全(quan)生产(chan)(chan)(chan)(chan)诚信(xin)(xin)(xin)体系,落实(shi)(shi)安(an)全(quan)生产(chan)(chan)(chan)(chan)责(ze)任主(zhu)体,制(zhi)定生产(chan)(chan)(chan)(chan)准(zhun)入(ru)、禁入(ru)、退(tui)出信(xin)(xin)(xin)用考核机(ji)制(zhi)和(he)安(an)全(quan)生产(chan)(chan)(chan)(chan)信(xin)(xin)(xin)用联动约(yue)束机(ji)制(zhi)。以(yi)食品(pin)(pin)、药(yao)品(pin)(pin)、农产(chan)(chan)(chan)(chan)品(pin)(pin)和(he)农业投入(ru)品(pin)(pin)为(wei)重(zhong)点,加强(qiang)生产(chan)(chan)(chan)(chan)经营主(zhu)体的产(chan)(chan)(chan)(chan)品(pin)(pin)安(an)全(quan)和(he)质(zhi)量(liang)信(xin)(xin)(xin)用管理。构建甘肃省产(chan)(chan)(chan)(chan)品(pin)(pin)质(zhi)量(liang)监督抽(chou)(chou)查信(xin)(xin)(xin)息(xi)查询(xun)平(ping)台,实(shi)(shi)现产(chan)(chan)(chan)(chan)品(pin)(pin)质(zhi)量(liang)监督抽(chou)(chou)查信(xin)(xin)(xin)息(xi)共享,有效提(ti)高产(chan)(chan)(chan)(chan)品(pin)(pin)质(zhi)量(liang)监管效能。加快完善“12365”产(chan)(chan)(chan)(chan)品(pin)(pin)质(zhi)量(liang)投诉、举报(bao)、咨询(xun)服务(wu)平(ping)台,完善执法监察记(ji)录和(he)失(shi)信(xin)(xin)(xin)公布制(zhi)度。建立健全(quan)安(an)全(quan)生产(chan)(chan)(chan)(chan)承诺、质(zhi)量(liang)诚信(xin)(xin)(xin)报(bao)告、失(shi)信(xin)(xin)(xin)黑(hei)名单公示(shi)制(zhi)度。

  (三)金融(rong)领(ling)域诚信建设(she)。完(wan)(wan)善(shan)(shan)金(jin)融信用(yong)信息(xi)基础数据库建(jian)设,提(ti)(ti)高(gao)数据质量(liang),提(ti)(ti)升服(fu)务(wu)水平(ping)。以(yi)金(jin)融业(ye)统(tong)一(yi)征信平(ping)台为(wei)依托,推(tui)(tui)动银行、证券、保险、外汇(hui)等(deng)(deng)金(jin)融管(guan)理部门之间信用(yong)信息(xi)系(xi)统(tong)链接,推(tui)(tui)进金(jin)融监管(guan)部门信用(yong)信息(xi)交换与共享。按照国家统(tong)一(yi)部署,加(jia)(jia)快数据库推(tui)(tui)广应用(yong),拓宽(kuan)信息(xi)采集和查(cha)询服(fu)务(wu)范围。加(jia)(jia)大对金(jin)融欺诈、恶意(yi)逃废(fei)银行债务(wu)、内幕交易、制售假保单(dan)、骗(pian)保骗(pian)赔、披(pi)露(lu)虚假信息(xi)、逃套(tao)骗(pian)汇(hui)等(deng)(deng)金(jin)融失信行为(wei)的惩戒力度,规范金(jin)融市场秩序。推(tui)(tui)动金(jin)融机构加(jia)(jia)强内控制度建(jian)设,维护金(jin)融消(xiao)费者个人信息(xi)安全,加(jia)(jia)强金(jin)融产品风险提(ti)(ti)示,保护金(jin)融消(xiao)费者合法(fa)权益。建(jian)立完(wan)(wan)善(shan)(shan)内部考核(he)制度和奖(jiang)惩措施,推(tui)(tui)动金(jin)融行业(ye)及从(cong)业(ye)人员守(shou)信自律。

  (五)价格领(ling)域诚信建设。增强(qiang)经(jing)(jing)营(ying)(ying)者(zhe)价(jia)格(ge)(ge)(ge)自律意识,规范(fan)和(he)(he)引导经(jing)(jing)营(ying)(ying)者(zhe)价(jia)格(ge)(ge)(ge)行为。推(tui)行经(jing)(jing)营(ying)(ying)者(zhe)明码实(shi)价(jia)和(he)(he)收费(fei)公示制(zhi)(zhi)(zhi)度(du)。建立(li)健全内部价(jia)格(ge)(ge)(ge)管理制(zhi)(zhi)(zhi)度(du)、经(jing)(jing)营(ying)(ying)者(zhe)价(jia)格(ge)(ge)(ge)诚信(xin)制(zhi)(zhi)(zhi)度(du),推(tui)动(dong)实(shi)施奖惩制(zhi)(zhi)(zhi)度(du)。建立(li)完善网格(ge)(ge)(ge)化(hua)监管机制(zhi)(zhi)(zhi),加强(qiang)市(shi)场价(jia)格(ge)(ge)(ge)巡查和(he)(he)检查,并强(qiang)化(hua)对自然灾害、突(tu)发(fa)事(shi)件等敏感时段市(shi)场价(jia)格(ge)(ge)(ge)的监测(ce)。利用“12358”价(jia)格(ge)(ge)(ge)举报信(xin)息系统(tong),定期对价(jia)格(ge)(ge)(ge)举报数据进行汇总、统(tong)计、分析和(he)(he)公开(kai)(kai)发(fa)布,及时预警并提出对策措施。对价(jia)格(ge)(ge)(ge)欺诈(zha)、价(jia)格(ge)(ge)(ge)垄(long)断、散布价(jia)格(ge)(ge)(ge)虚假信(xin)息等行为依法查处,对重大事(shi)件及典型案例予以公开(kai)(kai)曝(pu)光(guang),规范(fan)市(shi)场价(jia)格(ge)(ge)(ge)秩序(xu)。


  (六(liu))工程建(jian)设领域诚信建(jian)设。推动工程(cheng)(cheng)建设(she)领域诚信(xin)(xin)体(ti)系建设(she),集中公开工程(cheng)(cheng)建设(she)项(xiang)目信(xin)(xin)息(xi)(xi)和(he)(he)(he)信(xin)(xin)用(yong)信(xin)(xin)息(xi)(xi)。依托“信(xin)(xin)用(yong)甘肃”网站,利用(yong)建设(she)部(bu)门已建成(cheng)运行(xing)的(de)部(bu)、省、市、县四(si)级联(lian)网覆盖的(de)建筑市场监(jian)管(guan)(guan)信(xin)(xin)息(xi)(xi)一体(ti)化平台(tai),实现工程(cheng)(cheng)建设(she)项(xiang)目信(xin)(xin)息(xi)(xi)和(he)(he)(he)信(xin)(xin)用(yong)信(xin)(xin)息(xi)(xi)综合检索服务(wu)。开展工程(cheng)(cheng)质量(liang)诚信(xin)(xin)建设(she),完善工程(cheng)(cheng)建设(she)市场准(zhun)入退出制度,加大(da)(da)对(dui)发生重大(da)(da)工程(cheng)(cheng)质量(liang)、安(an)全责(ze)任(ren)事(shi)故或有其他重大(da)(da)失信(xin)(xin)行(xing)为的(de)企业(ye)及(ji)责(ze)任(ren)人(ren)的(de)惩(cheng)戒(jie)力度。建立从业(ye)人(ren)员失信(xin)(xin)责(ze)任(ren)追(zhui)溯制度,将肢解发包、转包、违(wei)法(fa)分包、拖欠工程(cheng)(cheng)款和(he)(he)(he)农民工工资(zi)等列入失信(xin)(xin)责(ze)任(ren)追(zhui)究范围。建立企业(ye)和(he)(he)(he)从业(ye)人(ren)员信(xin)(xin)用(yong)评价结果与资(zi)质审(shen)(shen)批、执业(ye)资(zi)格注册、资(zi)质资(zi)格取消等审(shen)(shen)批事(shi)项(xiang)的(de)关联(lian)管(guan)(guan)理机制。


  (七)电子(zi)商务领域诚(cheng)信建设(she)。完(wan)善电(dian)商(shang)(shang)机构实名(ming)制(zhi)(zhi),推行(xing)电(dian)商(shang)(shang)主(zhu)体身份(fen)标(biao)识制(zhi)(zhi)度。完(wan)善电(dian)商(shang)(shang)主(zhu)体信(xin)用(yong)(yong)档案,促进电(dian)子(zi)商(shang)(shang)务(wu)信(xin)用(yong)(yong)信(xin)息与社会其他领域相关(guan)信(xin)息的交换共享。建立健(jian)全(quan)激励、预警(jing)及惩罚(fa)机制(zhi)(zhi),严(yan)厉(li)查处电(dian)商(shang)(shang)欺诈行(xing)为,对(dui)严(yan)重失信(xin)主(zhu)体建立行(xing)业限(xian)期禁(jin)入制(zhi)(zhi)度。完(wan)善电(dian)商(shang)(shang)信(xin)用(yong)(yong)服务(wu)保障制(zhi)(zhi)度,推动信(xin)用(yong)(yong)调查、信(xin)用(yong)(yong)评估、信(xin)用(yong)(yong)担保、信(xin)用(yong)(yong)支(zhi)付等第(di)三方(fang)信(xin)用(yong)(yong)服务(wu)和产品在电(dian)子(zi)商(shang)(shang)务(wu)中的应用(yong)(yong)。开(kai)展(zhan)电(dian)子(zi)商(shang)(shang)务(wu)网站(zhan)可信(xin)认证服务(wu)工作。

  (九(jiu))交通运输领域诚信建设。加强交(jiao)通运(yun)输领域主(zhu)体(ti)信(xin)(xin)(xin)(xin)用信(xin)(xin)(xin)(xin)息(xi)(xi)的采集、整合(he)(he)、管(guan)(guan)理,建立健全(quan)信(xin)(xin)(xin)(xin)用档案,与(yu)省级信(xin)(xin)(xin)(xin)用信(xin)(xin)(xin)(xin)息(xi)(xi)平台实现互(hu)联互(hu)通。针(zhen)对公路、铁路、民航(hang)等运(yun)输经营(ying)门类(lei)分别(bie)制定考核指(zhi)标(biao),逐步(bu)建立交(jiao)通运(yun)输管(guan)(guan)理部(bu)门与(yu)第三(san)方评价机构相(xiang)结合(he)(he)的综合(he)(he)性考核评价体(ti)系(xi)。将各类(lei)交(jiao)通运(yun)输违法行为列(lie)入(ru)失(shi)信(xin)(xin)(xin)(xin)记录,建立失(shi)信(xin)(xin)(xin)(xin)主(zhu)体(ti)“黑名单”制度及市场(chang)退出制度,完善信(xin)(xin)(xin)(xin)用监管(guan)(guan)。


  (十)中介服务业(ye)诚信建设。推进中(zhong)(zhong)介服务(wu)(wu)业(ye)信(xin)用信(xin)息(xi)数据库建设。加强(qiang)公证仲裁类(lei)(lei)(lei)(lei)、律师类(lei)(lei)(lei)(lei)、会计类(lei)(lei)(lei)(lei)、担保类(lei)(lei)(lei)(lei)、鉴证类(lei)(lei)(lei)(lei)、检(jian)验检(jian)测(ce)类(lei)(lei)(lei)(lei)、评(ping)估类(lei)(lei)(lei)(lei)、代理类(lei)(lei)(lei)(lei)、认证类(lei)(lei)(lei)(lei)、经(jing)纪类(lei)(lei)(lei)(lei)、职业(ye)介绍类(lei)(lei)(lei)(lei)、咨询类(lei)(lei)(lei)(lei)、交(jiao)易类(lei)(lei)(lei)(lei)等中(zhong)(zhong)介服务(wu)(wu)机(ji)构(gou)及其从(cong)业(ye)人员信(xin)用信(xin)息(xi)的采集和分(fen)类(lei)(lei)(lei)(lei)管理。建立(li)中(zhong)(zhong)介服务(wu)(wu)机(ji)构(gou)及从(cong)业(ye)人员的信(xin)用记录披露制度,鼓励开展中(zhong)(zhong)介服务(wu)(wu)第三方信(xin)用评(ping)价(jia),并作为市场行政执法部(bu)门实施(shi)分(fen)类(lei)(lei)(lei)(lei)监管的重要依据。完善中(zhong)(zhong)介服务(wu)(wu)业(ye)相(xiang)关(guan)信(xin)用法规。加强(qiang)对中(zhong)(zhong)介服务(wu)(wu)机(ji)构(gou)负(fu)责人诚信(xin)教育。


  (十一)会展和广告领(ling)域诚信建(jian)设。推进会展和广(guang)(guang)告领(ling)域信(xin)用信(xin)息数(shu)据库建(jian)(jian)设,建(jian)(jian)立会展和广(guang)(guang)告企业(ye)及个人(ren)信(xin)用档(dang)案(an)。加强广(guang)(guang)告业(ye)诚信(xin)建(jian)(jian)设,建(jian)(jian)立健全广(guang)(guang)告分类(lei)管(guan)理机制(zhi),重(zhong)(zhong)点打击(ji)虚假广(guang)(guang)告,提高广(guang)(guang)告制(zhi)作、传播环节各(ge)参与者责任意识(shi)。完善失信(xin)惩戒机制(zhi)和严重(zhong)(zhong)失信(xin)淘(tao)汰(tai)制(zhi)度。

  三、全面推进社会诚信建设


  社(she)会诚信是社(she)会信用体(ti)系建设的基(ji)础。社(she)会成(cheng)员(yuan)之间以诚相待、以信为(wei)本,才(cai)会形成(cheng)和谐友(you)爱的人际关系,才(cai)能促进(jin)社(she)会文(wen)明进(jin)步,实现社(she)会和谐稳定和长治久安(an)。


  (一)医药卫生和计(ji)划(hua)生育领(ling)域诚(cheng)信建设。加强卫生计生领(ling)域信(xin)(xin)(xin)(xin)用信(xin)(xin)(xin)(xin)息归集、整理,完善医(yi)疗(liao)(liao)卫生机构和(he)医(yi)务(wu)(wu)人(ren)(ren)员执业诚(cheng)信(xin)(xin)(xin)(xin)档案,推(tui)进(jin)医(yi)务(wu)(wu)人(ren)(ren)员医(yi)德综合(he)评(ping)价(jia)。建立黑名(ming)单制度,严(yan)惩收受(shou)贿赂、过度诊疗(liao)(liao)等违(wei)法(fa)行为(wei)(wei)。创建诚(cheng)信(xin)(xin)(xin)(xin)医(yi)院、诚(cheng)信(xin)(xin)(xin)(xin)药(yao)店,评(ping)选诚(cheng)信(xin)(xin)(xin)(xin)医(yi)务(wu)(wu)工(gong)作者(zhe),开(kai)展以“诚(cheng)信(xin)(xin)(xin)(xin)至上,以质(zhi)取胜”为(wei)(wei)主题(ti)的药(yao)品(pin)安(an)全(quan)诚(cheng)信(xin)(xin)(xin)(xin)承(cheng)诺活动。推(tui)行药(yao)品(pin)价(jia)格、诊疗(liao)(liao)服务(wu)(wu)价(jia)格公示制度。建立药(yao)品(pin)和(he)医(yi)用耗材集中(zhong)(zhong)招(zhao)标采(cai)购(gou)(gou)诚(cheng)信(xin)(xin)(xin)(xin)管(guan)(guan)理和(he)市场清退(tui)制度。加强对药(yao)品(pin)集中(zhong)(zhong)采(cai)购(gou)(gou)违(wei)法(fa)违(wei)规行为(wei)(wei)的监(jian)管(guan)(guan),依托甘肃省药(yao)品(pin)集中(zhong)(zhong)采(cai)购(gou)(gou)平台,为(wei)(wei)参加网上集中(zhong)(zhong)采(cai)购(gou)(gou)的医(yi)疗(liao)(liao)机构、中(zhong)(zhong)标药(yao)品(pin)生产(chan)企业和(he)取得配送(song)资格的配送(song)企业建立诚(cheng)信(xin)(xin)(xin)(xin)档案数(shu)据库,对交(jiao)易三方进(jin)行诚(cheng)信(xin)(xin)(xin)(xin)考(kao)核和(he)积分管(guan)(guan)理。


  (二(er))社会保(bao)障(zhang)领域诚信建设。在(zai)养老、低保(bao)、社(she)保(bao)、医疗保(bao)险等社(she)会(hui)保(bao)障方面建(jian)立(li)诚信(xin)制度(du),规范操作程序(xu),提高工(gong)作透明(ming)(ming)度(du),加大(da)对各种(zhong)欺(qi)骗行为(wei)的打击力(li)度(du)。完善低收入家庭认定机制,建(jian)立(li)居民家庭经济状况核对信(xin)息系统,确(que)保(bao)社(she)会(hui)救助(zhu)、保(bao)障性住房(fang)等民生政(zheng)策公平(ping)、公正和健康运行。健全民生政(zheng)策实施(shi)中的申(shen)请(qing)、审核、退(tui)出机制,强(qiang)化动态(tai)监(jian)管(guan)。建(jian)立(li)相关工(gong)作机构、从业(ye)人(ren)员及(ji)受益个人(ren)的信(xin)用(yong)档案,建(jian)立(li)违规失信(xin)行为(wei)黑名单,加大(da)对违规行为(wei)的惩戒力(li)度(du)。加强(qiang)社(she)会(hui)保(bao)险经办管(guan)理,规范参(can)保(bao)缴费行为(wei),进一步完善社(she)会(hui)保(bao)险基金(jin)管(guan)理制度(du),提高监(jian)管(guan)各环(huan)节透明(ming)(ming)度(du),确(que)保(bao)基金(jin)依法、安全运行。


  (三)劳动用工领(ling)域诚信(xin)建(jian)设(she)。在拖欠(qian)工(gong)(gong)资、劳动合同履行(xing)、职业介(jie)绍中(zhong)介(jie)机构等问(wen)题频发的领域健全相关法(fa)律法(fa)规。加强人力资源市场诚(cheng)(cheng)信(xin)(xin)建(jian)设,规范企业劳动保(bao)障信(xin)(xin)息管理(li)和(he)职业中(zhong)介(jie)管理(li),建(jian)立(li)用(yong)人单位诚(cheng)(cheng)信(xin)(xin)档(dang)案,加大(da)监(jian)督执法(fa)力度,公示并严(yan)厉打击(ji)各种黑中(zhong)介(jie)、黑用(yong)工(gong)(gong)等违法(fa)失信(xin)(xin)行(xing)为(wei)。积(ji)极开(kai)展诚(cheng)(cheng)信(xin)(xin)用(yong)工(gong)(gong)企业创建(jian)活(huo)动。


  (四)教育、科研领域(yu)诚(cheng)信建设。强(qiang)化教(jiao)(jiao)师(shi)、科研人员、学(xue)生(sheng)(sheng)诚(cheng)信(xin)(xin)(xin)教(jiao)(jiao)育,培养诚(cheng)实守(shou)信(xin)(xin)(xin)良好习惯。开展(zhan)教(jiao)(jiao)育、科研领域(yu)诚(cheng)信(xin)(xin)(xin)承诺(nuo)活(huo)动,建(jian)(jian)立相(xiang)关人员信(xin)(xin)(xin)用(yong)档案,公(gong)开失信(xin)(xin)(xin)信(xin)(xin)(xin)息。探索建(jian)(jian)立教(jiao)(jiao)育机(ji)构及从业人员和学(xue)生(sheng)(sheng)、科研机(ji)构及科研人员的信(xin)(xin)(xin)用(yong)评(ping)价(jia)制度。将信(xin)(xin)(xin)用(yong)评(ping)价(jia)与考(kao)(kao)试招生(sheng)(sheng)、学(xue)籍管理、学(xue)历(li)(li)学(xue)位授予、科研项目立项、专业技(ji)术(shu)职(zhi)务评(ping)聘、评(ping)优评(ping)先等(deng)挂钩,有效遏制学(xue)历(li)(li)造假(jia)、论文抄袭、学(xue)术(shu)不(bu)端、考(kao)(kao)试招生(sheng)(sheng)作弊等(deng)现象。

  (六)知(zhi)识产(chan)权领域诚信建设。进一步(bu)健全包括专利(li)保护与专利(li)代(dai)理监管等信(xin)(xin)息(xi)在内的(de)知(zhi)(zhi)识(shi)(shi)(shi)产(chan)权系统信(xin)(xin)用(yong)信(xin)(xin)息(xi)目录。加(jia)强(qiang)(qiang)知(zhi)(zhi)识(shi)(shi)(shi)产(chan)权诚信(xin)(xin)管理和(he)信(xin)(xin)用(yong)监管,建(jian)(jian)立知(zhi)(zhi)识(shi)(shi)(shi)产(chan)权企业和(he)个(ge)人信(xin)(xin)用(yong)档案(an)。将知(zhi)(zhi)识(shi)(shi)(shi)产(chan)权侵权行为信(xin)(xin)息(xi)纳入失(shi)信(xin)(xin)记录,加(jia)大对(dui)侵犯(fan)知(zhi)(zhi)识(shi)(shi)(shi)产(chan)权和(he)制售(shou)假冒伪劣商品(pin)行为的(de)打击力度,强(qiang)(qiang)化对(dui)侵权失(shi)信(xin)(xin)行为联合惩戒(jie)。开展知(zhi)(zhi)识(shi)(shi)(shi)产(chan)权服(fu)务机(ji)构信(xin)(xin)用(yong)建(jian)(jian)设,探索建(jian)(jian)立各类知(zhi)(zhi)识(shi)(shi)(shi)产(chan)权服(fu)务标(biao)准化体系和(he)诚信(xin)(xin)评价制度。


  (七)环境保护和(he)能源节约领域诚(cheng)信建设。加强环(huan)保信(xin)(xin)(xin)用(yong)(yong)数(shu)据采(cai)集和(he)整理,健全(quan)环(huan)境(jing)信(xin)(xin)(xin)息公(gong)开(kai)制度,完善环(huan)境(jing)信(xin)(xin)(xin)息公(gong)开(kai)目录(lu),实现信(xin)(xin)(xin)息共享。建(jian)立环(huan)评(ping)、监(jian)测机构及(ji)其从(cong)业人员(yuan)、评(ping)估(gu)专家诚信(xin)(xin)(xin)档案数(shu)据库,强化信(xin)(xin)(xin)用(yong)(yong)考(kao)核(he)分类监(jian)管(guan)(guan),将环(huan)境(jing)违法信(xin)(xin)(xin)息记(ji)入(ru)诚信(xin)(xin)(xin)档案,及(ji)时向社会公(gong)布(bu)违法者黑名单。深入(ru)推(tui)进企业环(huan)境(jing)信(xin)(xin)(xin)用(yong)(yong)评(ping)价(jia)工作,定期(qi)发(fa)布(bu)评(ping)价(jia)结果(guo)。加强环(huan)保部(bu)门(men)与银行(xing)、证券、保险、商务(wu)等(deng)部(bu)门(men)的联动,制定合理的措施和(he)机制,根据信(xin)(xin)(xin)用(yong)(yong)等(deng)级予以鼓励和(he)惩(cheng)戒。加强能(neng)(neng)(neng)源节(jie)约领(ling)域信(xin)(xin)(xin)用(yong)(yong)建(jian)设(she),对(dui)重点用(yong)(yong)能(neng)(neng)(neng)单位开(kai)展节(jie)能(neng)(neng)(neng)目标考(kao)核(he),并(bing)定期(qi)公(gong)布(bu)考(kao)核(he)结果(guo),研(yan)究建(jian)立重点用(yong)(yong)能(neng)(neng)(neng)单位信(xin)(xin)(xin)用(yong)(yong)评(ping)价(jia)机制。加强对(dui)能(neng)(neng)(neng)源审计、节(jie)能(neng)(neng)(neng)评(ping)估(gu)和(he)审查机构及(ji)其从(cong)业人员(yuan)的信(xin)(xin)(xin)用(yong)(yong)评(ping)级和(he)监(jian)管(guan)(guan)。

  (九)法人(ren)及其他(ta)组织(zhi)诚信(xin)建设。实施(shi)法人和其他(ta)组(zu)(zu)织(zhi)统一社(she)(she)会(hui)(hui)(hui)信用(yong)代码(ma)制度(du),依托法人及(ji)其他(ta)组(zu)(zu)织(zhi)信用(yong)数据库,完善社(she)(she)会(hui)(hui)(hui)组(zu)(zu)织(zhi)信用(yong)信息收集和管(guan)理。健全社(she)(she)会(hui)(hui)(hui)组(zu)(zu)织(zhi)信息公(gong)开(kai)(kai)制度(du),规范(fan)社(she)(she)会(hui)(hui)(hui)组(zu)(zu)织(zhi)信息发(fa)布行(xing)为,引(yin)导(dao)社(she)(she)会(hui)(hui)(hui)组(zu)(zu)织(zhi)提升公(gong)开(kai)(kai)度(du)和透明度(du)。引(yin)入(ru)第三方监管(guan)力量,开(kai)(kai)通电话(hua)、电子信箱、微(wei)(wei)博等群众举(ju)报通道(dao),实施(shi)社(she)(she)会(hui)(hui)(hui)监督。把诚信建设内容纳入(ru)各类社(she)(she)会(hui)(hui)(hui)组(zu)(zu)织(zhi)章程,强化社(she)(she)会(hui)(hui)(hui)诚信自律。健全社(she)(she)会(hui)(hui)(hui)组(zu)(zu)织(zhi)内部审(shen)查(cha)制度(du),严惩违规违法行(xing)为。加(jia)强会(hui)(hui)(hui)员诚信宣(xuan)传教育和培训。

  四、大力推进司法公信建设


  司(si)法公信是社会(hui)(hui)信用体(ti)系建设的(de)重(zhong)要内容,是树(shu)立司(si)法权威的(de)前提(ti),是社会(hui)(hui)公平正义的(de)底(di)线。


  (一)法院公信建(jian)设。提升(sheng)司法(fa)审判(pan)信(xin)(xin)息(xi)(xi)(xi)(xi)化水平(ping),实现省、市、县三级(ji)法(fa)院审判(pan)信(xin)(xin)息(xi)(xi)(xi)(xi)互联互通(tong)。建立(li)健全(quan)审结案(an)件执(zhi)行(xing)(xing)联动机制(zhi),提高(gao)判(pan)决(jue)执(zhi)行(xing)(xing)效(xiao)率。依托全(quan)国(guo)执(zhi)行(xing)(xing)查(cha)控体系,搭建相关部门执(zhi)行(xing)(xing)联动信(xin)(xin)息(xi)(xi)(xi)(xi)交(jiao)换平(ping)台,完善信(xin)(xin)息(xi)(xi)(xi)(xi)查(cha)询制(zhi)度(du)(du),推(tui)(tui)进强(qiang)制(zhi)执(zhi)行(xing)(xing)案(an)件信(xin)(xin)息(xi)(xi)(xi)(xi)公开。发挥审判(pan)职(zhi)能作用,鼓励诚信(xin)(xin)交(jiao)易(yi),倡(chang)导(dao)互信(xin)(xin)合作,制(zhi)裁(cai)商业欺诈和恣意违约毁(hui)约等失信(xin)(xin)行(xing)(xing)为。推(tui)(tui)进“阳光(guang)审判(pan)”,加(jia)强(qiang)群众和舆(yu)论监(jian)督,增强(qiang)人民(min)法(fa)院审判(pan)工(gong)作的透明(ming)度(du)(du)。


  (二)检察公信建(jian)设(she)。创新手段(duan)和(he)途径,全面深化检务(wu)公(gong)(gong)开,增(zeng)强检察机(ji)关工作(zuo)透明度(du)(du),保障人民群众(zhong)对检察工作(zuo)的知情权(quan)(quan)(quan)、参与权(quan)(quan)(quan)、表(biao)达权(quan)(quan)(quan)和(he)监(jian)督(du)权(quan)(quan)(quan)。加(jia)大(da)查(cha)办和(he)预防职务(wu)犯(fan)(fan)罪力度(du)(du),完(wan)善(shan)行贿犯(fan)(fan)罪档(dang)案(an)查(cha)询(xun)制度(du)(du),建(jian)立(li)健全行贿犯(fan)(fan)罪档(dang)案(an)查(cha)询(xun)与应用的社(she)会联动机(ji)制和(he)内部监(jian)督(du)制约机(ji)制。推行“阳光办案(an)”,推进(jin)司法规(gui)范化建(jian)设,以(yi)规(gui)范促公(gong)(gong)正、提(ti)公(gong)(gong)信(xin)。


  (三)公(gong)共安全公(gong)信(xin)建(jian)设。全面推行公(gong)安(an)(an)机关“阳光执法”,依法及时公(gong)开执法办案制度(du)规范、程(cheng)序时限等信(xin)息(xi)(xi),不断创新公(gong)开方式,拓宽警务公(gong)开范围。加强(qiang)公(gong)安(an)(an)系(xi)统信(xin)用(yong)(yong)信(xin)息(xi)(xi)资源整合(he),深(shen)入开展信(xin)息(xi)(xi)应用(yong)(yong),推进人口信(xin)息(xi)(xi)同其他部门和(he)地(di)区(qu)信(xin)息(xi)(xi)资源交换共享(xiang)。积(ji)极(ji)配(pei)合(he)支持自然人信(xin)用(yong)(yong)信(xin)息(xi)(xi)基础数据(ju)库建(jian)设(she)。将(jiang)公(gong)民交通(tong)安(an)(an)全、消防安(an)(an)全违法情况纳入诚信(xin)档案,强(qiang)化交通(tong)安(an)(an)全意(yi)识和(he)消防主体责(ze)任。


  (四)司法行政(zheng)系统公信建设。进一步提高监狱、戒毒(du)场所、社区(qu)矫(jiao)正(zheng)机(ji)构管(guan)理的(de)规(gui)范化、制(zhi)度化水平(ping),维(wei)护服(fu)刑人(ren)(ren)员(yuan)、戒毒(du)人(ren)(ren)员(yuan)、社区(qu)矫(jiao)正(zheng)人(ren)(ren)员(yuan)的(de)合(he)法权益。大力推进司(si)法行政信(xin)息(xi)公开(kai),进一步规(gui)范相(xiang)关从业人(ren)(ren)员(yuan)失(shi)信(xin)信(xin)息(xi)管(guan)理,创新披露(lu)手段,保障人(ren)(ren)民(min)群众的(de)知情权。


  (五(wu))司法(fa)执(zhi)法(fa)和从业人员(yuan)信用建设(she)。建立各级法(fa)院、检察院、公(gong)安、司(si)法(fa)行政等(deng)工(gong)作人(ren)员(yuan)信(xin)用档案(an)(an),将(jiang)徇(xun)私(si)枉法(fa)以及不作为(wei)(wei)等(deng)不良行为(wei)(wei)纳入档案(an)(an),严(yan)肃(su)执业(ye)纪律(lv),加强(qiang)监管和考核。推(tui)进律(lv)师、公(gong)证(zheng)员(yuan)、基层法(fa)律(lv)服务工(gong)作者、法(fa)律(lv)援助人(ren)员(yuan)、司(si)法(fa)鉴定人(ren)员(yuan)等(deng)诚信(xin)规范执业(ye),建立执业(ye)资格退出机制,依法(fa)打(da)击司(si)法(fa)从业(ye)人(ren)员(yuan)谋取不正当利(li)益(yi)的违法(fa)和失信(xin)行为(wei)(wei)。


  (六)完善司法公信监(jian)督机制。深(shen)化司(si)(si)法(fa)体制(zhi)和(he)工(gong)作(zuo)机制(zhi)改革,推进执法(fa)规(gui)范化建设,严密执法(fa)程序(xu),坚(jian)持有法(fa)必(bi)依、违法(fa)必(bi)究和(he)法(fa)律面前人(ren)人(ren)平(ping)(ping)等,提(ti)高司(si)(si)法(fa)工(gong)作(zuo)的(de)科学(xue)化、制(zhi)度化和(he)规(gui)范化水平(ping)(ping)。充分发挥人(ren)大、政协(xie)和(he)社会公众对司(si)(si)法(fa)机关执法(fa)活动的(de)监督(du)作(zuo)用(yong)。完善司(si)(si)法(fa)机关之(zhi)间的(de)相互监督(du)制(zhi)约机制(zhi),强化司(si)(si)法(fa)机关的(de)内部监督(du),实现以监督(du)促公平(ping)(ping)、促公正、促公信。


第四(si)章 加强诚(cheng)信(xin)教育与(yu)诚(cheng)信(xin)文化建设


  一(yi)、普及(ji)诚(cheng)信教育(yu)


  (一)拓宽诚信教(jiao)育渠道。以(yi)(yi)建(jian)设社(she)会(hui)主义核(he)心价(jia)值体(ti)系(xi)、培育和(he)践行社(she)会(hui)主义核(he)心价(jia)值观为(wei)(wei)根(gen)本(ben),将诚(cheng)信(xin)教育贯(guan)穿公(gong)民道德建(jian)设和(he)精神文明(ming)创建(jian)全过程(cheng)。推进(jin)公(gong)民道德建(jian)设工程(cheng),在全社(she)会(hui)形(xing)成(cheng)“以(yi)(yi)诚(cheng)实(shi)守信(xin)为(wei)(wei)荣(rong)、以(yi)(yi)见利忘义为(wei)(wei)耻”的良好风尚(shang)。深入开展常规性(xing)、普及(ji)性(xing)诚(cheng)信(xin)教育宣传活动。以(yi)(yi)“信(xin)用甘(gan)肃”网站为(wei)(wei)平台加强舆(yu)论监(jian)督和(he)正面引导,探(tan)索建(jian)立诚(cheng)信(xin)国民教育体(ti)系(xi),与地方政府、相(xiang)关部门(men)、高等院(yuan)校、新闻媒体(ti)等协调联动,形(xing)成(cheng)合力(li)宣传的态势(shi),积极拓宽诚(cheng)信(xin)教育渠道。


  (二)充实诚(cheng)信教育(yu)内容。把诚(cheng)信教(jiao)(jiao)育与中国梦、社会主义(yi)核心价值观教(jiao)(jiao)育、法制政策宣传(chuan)等(deng)有机结(jie)合,使诚(cheng)信教(jiao)(jiao)育进(jin)(jin)(jin)机关、进(jin)(jin)(jin)企业、进(jin)(jin)(jin)学校、进(jin)(jin)(jin)社区(qu)、进(jin)(jin)(jin)村(cun)镇、进(jin)(jin)(jin)家(jia)(jia)庭(ting)(ting)。制定(ding)诚(cheng)信教(jiao)(jiao)育培训实(shi)施方(fang)案,深入开展社会公(gong)德、职业道(dao)德、家(jia)(jia)庭(ting)(ting)美(mei)德和个(ge)人品(pin)德教(jiao)(jiao)育,传(chuan)承中华传(chuan)统美(mei)德,弘扬时代新(xin)风。以文明城(cheng)市、文明村(cun)镇、文明单位(wei)(wei)、文明风景区(qu)、文明集(ji)市创建等(deng)为(wei)抓手(shou),以公(gong)务(wu)员(yuan)、司(si)法执法人员(yuan)、金(jin)融(rong)机构(gou)负责人、企事(shi)业单位(wei)(wei)管理者(zhe)等(deng)为(wei)重(zhong)点,增强诚(cheng)信教(jiao)(jiao)育实(shi)效。


  (三)强(qiang)化诚信教育实(shi)践。建(jian)好用好道(dao)(dao)德(de)(de)讲堂,深入开展主题实(shi)践活动。全(quan)力(li)推进“金种子”工程,大力(li)实(shi)施“人(ren)信(xin)人(ren)守(shou)”工程,广(guang)泛开展中华(hua)经典“四(si)进”活动,深化“共筑诚(cheng)信(xin)·德(de)(de)润陇原”等道(dao)(dao)德(de)(de)实(shi)践,健(jian)全(quan)完善“三结合”教育网络,倡(chang)导以诚(cheng)信(xin)为道(dao)(dao)德(de)(de)基础的社会主义核(he)心价值观。建(jian)立公民道(dao)(dao)德(de)(de)建(jian)设常(chang)态化机制,开展群众道(dao)(dao)德(de)(de)评议,分析评议诚(cheng)信(xin)缺失(shi)、不讲信(xin)用现象,引导人(ren)们诚(cheng)实(shi)守(shou)信(xin)、遵德(de)(de)守(shou)礼。


  二、加强诚信文化(hua)建设


  (一)弘扬诚信文(wen)化(hua)。立足打造(zao)诚(cheng)(cheng)(cheng)(cheng)信(xin)(xin)(xin)甘肃,加强诚(cheng)(cheng)(cheng)(cheng)信(xin)(xin)(xin)文化建设(she)。以社会成(cheng)(cheng)员(yuan)为对(dui)象,以诚(cheng)(cheng)(cheng)(cheng)信(xin)(xin)(xin)宣传为手段,以诚(cheng)(cheng)(cheng)(cheng)信(xin)(xin)(xin)教(jiao)育为载体,大力倡导诚(cheng)(cheng)(cheng)(cheng)信(xin)(xin)(xin)道德规范,弘扬中华(hua)民族积极向善、诚(cheng)(cheng)(cheng)(cheng)实守信(xin)(xin)(xin)的传统文化和现代市(shi)场经济(ji)的契(qi)约精神,形成(cheng)(cheng)崇尚诚(cheng)(cheng)(cheng)(cheng)信(xin)(xin)(xin)、践行诚(cheng)(cheng)(cheng)(cheng)信(xin)(xin)(xin)的社会风尚。把诚(cheng)(cheng)(cheng)(cheng)信(xin)(xin)(xin)理念融(rong)入到全省(sheng)经济(ji)社会发展(zhan)的各(ge)个(ge)领域,促经济(ji)发展(zhan),促社会和谐。


  (二(er))树立诚信典型。在各(ge)行各(ge)业(ye)树立诚(cheng)信(xin)(xin)典范,依托电视、广播、报(bao)纸(zhi)等(deng)(deng)传(chuan)统载体(ti)(ti),利(li)用微(wei)博、微(wei)信(xin)(xin)、微(wei)视、微(wei)电影(ying)、微(wei)动画等(deng)(deng)新(xin)媒体(ti)(ti)加(jia)强典型(xing)宣传(chuan)。结合“甘肃(su)最美(mei)人物(wu)”、“甘肃(su)好(hao)人”、“诚(cheng)信(xin)(xin)企业(ye)”等(deng)(deng)评选(xuan)活动和(he)“民企陇(long)上行”、“纳税百强”等(deng)(deng)诚(cheng)信(xin)(xin)创(chuang)建活动,创(chuang)新(xin)开展“青(qing)年诚(cheng)信(xin)(xin)大使(shi)(shi)”评选(xuan),选(xuan)树一(yi)批诚(cheng)信(xin)(xin)人物(wu)、诚(cheng)信(xin)(xin)企业(ye)、诚(cheng)信(xin)(xin)群体(ti)(ti),发挥先进典型(xing)示范作用,使(shi)(shi)社(she)会成员学有榜样(yang)、追有方向(xiang)、赶(gan)有目标,使(shi)(shi)诚(cheng)实守信(xin)(xin)成为全社(she)会的(de)自(zi)觉(jue)行为。

  (四)推进诚信问题专(zhuan)项治理。大力开展(zhan)(zhan)重点行(xing)业(ye)(ye)领域(yu)诚(cheng)(cheng)信(xin)问题(ti)专项(xiang)(xiang)治理。坚持法治与(yu)德(de)治相结合,针(zhen)对诚(cheng)(cheng)信(xin)缺失问题(ti)突出、诚(cheng)(cheng)信(xin)建设(she)需求(qiu)迫切的行(xing)业(ye)(ye)领域(yu),定期或不定期开展(zhan)(zhan)专项(xiang)(xiang)治理,逐(zhu)步把专项(xiang)(xiang)治理工(gong)作从(cong)重点行(xing)业(ye)(ye)向社会(hui)各(ge)行(xing)各(ge)业(ye)(ye)延展(zhan)(zhan)。坚决纠正以权谋私、造(zao)假(jia)欺诈、见利(li)忘(wang)义、损人利(li)己的歪(wai)风(feng)邪气(qi),树立行(xing)业(ye)(ye)诚(cheng)(cheng)信(xin)风(feng)尚。


  三、加(jia)快信用专业(ye)人(ren)才(cai)培养


  (一)推动信用管理(li)学科专业(ye)建设。依据社会(hui)(hui)信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)体(ti)系(xi)建设(she)需(xu)求,系(xi)统制定专(zhuan)(zhuan)业建设(she)规划(hua)。将信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)管(guan)理(li)专(zhuan)(zhuan)业人(ren)才列入全省“急需(xu)人(ren)才”目录,推广高职信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)管(guan)理(li)教育(yu),支(zhi)持(chi)省内有条件的(de)高等学(xue)校设(she)置信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)管(guan)理(li)专(zhuan)(zhuan)业或开(kai)设(she)相(xiang)关课程,设(she)立信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)管(guan)理(li)研究(jiu)生培养方(fang)向,形成多(duo)元化人(ren)才培养体(ti)系(xi)。积极引进信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)管(guan)理(li)高级(ji)人(ren)才,充实研究(jiu)和师资队(dui)伍。依托高校、研究(jiu)机构和社会(hui)(hui)组织,完善(shan)信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)教育(yu)合(he)作机制,加强信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)实习(xi)基地建设(she),为信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)发展提(ti)供人(ren)才储备和智力支(zhi)撑。


  (二(er))加强信用管理职业(ye)培训与专业(ye)考评。开展信用(yong)管(guan)理(li)职业(ye)(ye)资格培训(xun),培养信用(yong)管(guan)理(li)专业(ye)(ye)化队伍。组织信用(yong)从业(ye)(ye)人(ren)员(yuan)、信用(yong)管(guan)理(li)人(ren)员(yuan)参加信用(yong)管(guan)理(li)师等(deng)相关职业(ye)(ye)资格培训(xun)和(he)认证,促进交(jiao)流,提升能力。组织编写信用(yong)知识(shi)读本,通(tong)过在岗培训(xun)、职业(ye)(ye)教育等(deng)多种方式普及信用(yong)知识(shi)。


  (三)开展(zhan)信用管(guan)理学(xue)术研究和(he)交(jiao)流。促进(jin)学术(shu)机(ji)(ji)构、信(xin)(xin)(xin)用(yong)(yong)(yong)(yong)服务(wu)机(ji)(ji)构、企事业(ye)单位(wei)、高(gao)等(deng)(deng)(deng)院校等(deng)(deng)(deng)加强合(he)作,开(kai)展信(xin)(xin)(xin)用(yong)(yong)(yong)(yong)理(li)论、信(xin)(xin)(xin)用(yong)(yong)(yong)(yong)管理(li)、信(xin)(xin)(xin)用(yong)(yong)(yong)(yong)技术(shu)、信(xin)(xin)(xin)用(yong)(yong)(yong)(yong)指数、信(xin)(xin)(xin)用(yong)(yong)(yong)(yong)标准(zhun)、信(xin)(xin)(xin)用(yong)(yong)(yong)(yong)政策(ce)等(deng)(deng)(deng)方面的理(li)论研(yan)究。鼓励举办信(xin)(xin)(xin)用(yong)(yong)(yong)(yong)高(gao)峰(feng)论坛(tan),设(she)(she)立信(xin)(xin)(xin)用(yong)(yong)(yong)(yong)学术(shu)机(ji)(ji)构,开(kai)展信(xin)(xin)(xin)用(yong)(yong)(yong)(yong)学术(shu)研(yan)讨,通过多(duo)种(zhong)方式拓展信(xin)(xin)(xin)用(yong)(yong)(yong)(yong)管理(li)学术(shu)交流。加强信(xin)(xin)(xin)用(yong)(yong)(yong)(yong)专(zhuan)家队伍建设(she)(she),提高(gao)专(zhuan)业(ye)人才信(xin)(xin)(xin)用(yong)(yong)(yong)(yong)理(li)论水(shui)平,指导全省社(she)会(hui)信(xin)(xin)(xin)用(yong)(yong)(yong)(yong)体系建设(she)(she)实(shi)践。


第(di)五章 加快推进信用信息系统建设和应用


  一、行业信(xin)用信(xin)息系统(tong)建设


  以公共(gong)信(xin)用(yong)(yong)信(xin)息(xi)(xi)数据标(biao)准化(hua)和内容规(gui)范化(hua)为原(yuan)则,以工(gong)商、税务(wu)、价格、安全(quan)生产、产品(pin)(pin)质量(liang)、环境保(bao)(bao)护、水(shui)利(li)建(jian)设、食品(pin)(pin)药品(pin)(pin)、医疗卫(wei)生、知识(shi)产权、流通服务(wu)、工(gong)程(cheng)建(jian)设、电子商务(wu)、国土(tu)资源(yuan)、交通运(yun)输(shu)、合(he)同履(lv)约、教育和科研等领域(yu)为重点,根据国家要(yao)求,依托(tuo)国家重大信(xin)息(xi)(xi)化(hua)工(gong)程(cheng),加快建(jian)设本行业(ye)信(xin)用(yong)(yong)信(xin)息(xi)(xi)系统。制(zhi)定行业(ye)信(xin)用(yong)(yong)信(xin)息(xi)(xi)目(mu)录(lu)和分(fen)类(lei)分(fen)级标(biao)准,记录(lu)、归集、梳理、整(zheng)合(he)在行政(zheng)和社会(hui)管(guan)(guan)理事务(wu)中(zhong)产生和掌握的各类(lei)行业(ye)信(xin)用(yong)(yong)信(xin)息(xi)(xi)。各行业(ye)主管(guan)(guan)部(bu)门(men)(men)建(jian)立信(xin)息(xi)(xi)审核(he)、报送、更正、异议处(chu)理等制(zhi)度,确保(bao)(bao)信(xin)用(yong)(yong)信(xin)息(xi)(xi)真实、准确、完整(zheng)、及时(shi)、可追溯(su)。推广(guang)应用(yong)(yong)法人和其他组织(zhi)统一社会(hui)信(xin)用(yong)(yong)代(dai)码(ma),加快推进行业(ye)间信(xin)用(yong)(yong)信(xin)息(xi)(xi)互(hu)联互(hu)通,与省级信(xin)用(yong)(yong)信(xin)息(xi)(xi)平台链接并实现数据共(gong)享(xiang)。落实各行业(ye)主管(guan)(guan)部(bu)门(men)(men)在本行业(ye)信(xin)用(yong)(yong)建(jian)设中(zhong)的责(ze)任主体地位。


  二(er)、省级信(xin)用信(xin)息(xi)平台(tai)建设


  按照统(tong)一(yi)(yi)规划、统(tong)一(yi)(yi)信(xin)(xin)(xin)息标准(zhun)和(he)技术(shu)规范、不重(zhong)复建设(she)的原(yuan)则,由省信(xin)(xin)(xin)息中心建设(she)省级信(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)息平台(tai),建成“两库一(yi)(yi)网两平台(tai)”,并统(tong)一(yi)(yi)设(she)计、指导建设(she)市州(zhou)信(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)息平台(tai)。进一(yi)(yi)步(bu)(bu)完善法人(ren)(ren)和(he)其他组织信(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)息数据库。以公(gong)安(an)部门人(ren)(ren)口基础信(xin)(xin)(xin)息库为(wei)依(yi)(yi)托,加(jia)快建成自然人(ren)(ren)信(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)息数据库,逐步(bu)(bu)实现(xian)信(xin)(xin)(xin)息归(gui)集全覆盖。“信(xin)(xin)(xin)用(yong)甘肃(su)”网站(zhan)在做好信(xin)(xin)(xin)息安(an)全、保护企业秘(mi)密和(he)个人(ren)(ren)隐(yin)私(si)的基础上,依(yi)(yi)法依(yi)(yi)规面向社(she)会提供(gong)互(hu)联(lian)网公(gong)共(gong)信(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)息一(yi)(yi)站(zhan)式查询、公(gong)示等服务。市州(zhou)政府(fu)及各部门网站(zhan)要与“信(xin)(xin)(xin)用(yong)甘肃(su)”网站(zhan)链(lian)接。

  各(ge)市(shi)州、各(ge)行业(ye)(ye)(ye)支持(chi)中(zhong)国(guo)人民银行许(xu)可的(de)征信(xin)(xin)(xin)(xin)机(ji)构(gou)建立(li)以企(qi)(qi)事(shi)(shi)业(ye)(ye)(ye)单位及其他社(she)会组织、个人为(wei)对(dui)象的(de)征信(xin)(xin)(xin)(xin)系(xi)统,依法(fa)采集(ji)、整(zheng)(zheng)理(li)、保(bao)存(cun)、加(jia)(jia)工企(qi)(qi)事(shi)(shi)业(ye)(ye)(ye)单位及其他社(she)会组织、个人的(de)信(xin)(xin)(xin)(xin)用(yong)(yong)信(xin)(xin)(xin)(xin)息(xi),采取合理(li)措施保(bao)障信(xin)(xin)(xin)(xin)用(yong)(yong)信(xin)(xin)(xin)(xin)息(xi)的(de)准确性,开(kai)展健康的(de)征信(xin)(xin)(xin)(xin)业(ye)(ye)(ye)务(wu)。征信(xin)(xin)(xin)(xin)机(ji)构(gou)根(gen)据(ju)市(shi)场需求(qiu),对(dui)外提供(gong)专业(ye)(ye)(ye)化征信(xin)(xin)(xin)(xin)服(fu)务(wu)。积极(ji)推(tui)广应用(yong)(yong)金融(rong)信(xin)(xin)(xin)(xin)用(yong)(yong)信(xin)(xin)(xin)(xin)息(xi)基础数据(ju)库,按(an)照中(zhong)国(guo)人民银行统一(yi)部署(shu),做(zuo)好金融(rong)征信(xin)(xin)(xin)(xin)统一(yi)平(ping)(ping)台建设应用(yong)(yong)工作,推(tui)动金融(rong)信(xin)(xin)(xin)(xin)息(xi)数据(ju)有(you)效使(shi)用(yong)(yong)。引(yin)导(dao)银行业(ye)(ye)(ye)金融(rong)机(ji)构(gou)加(jia)(jia)强企(qi)(qi)业(ye)(ye)(ye)交易(yi)结算、信(xin)(xin)(xin)(xin)用(yong)(yong)记录等数据(ju)的(de)搜集(ji)、积累和整(zheng)(zheng)理(li)。加(jia)(jia)快(kuai)搭建数据(ju)信(xin)(xin)(xin)(xin)息(xi)处(chu)理(li)平(ping)(ping)台,引(yin)导(dao)支持(chi)专业(ye)(ye)(ye)服(fu)务(wu)机(ji)构(gou)和行业(ye)(ye)(ye)协会、商会建立(li)健全信(xin)(xin)(xin)(xin)息(xi)网络平(ping)(ping)台,实现(xian)银行、证券、保(bao)险、外汇等金融(rong)管理(li)部门之间信(xin)(xin)(xin)(xin)用(yong)(yong)信(xin)(xin)(xin)(xin)息(xi)系(xi)统的(de)链接(jie),运用(yong)(yong)大数据(ju)为(wei)企(qi)(qi)业(ye)(ye)(ye)提供(gong)服(fu)务(wu)。


  四、实(shi)现信用信息系统互联(lian)互通


  省级信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)信(xin)(xin)(xin)(xin)(xin)息(xi)平台(tai)通过电子政务外网与(yu)全国统(tong)一(yi)的信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)信(xin)(xin)(xin)(xin)(xin)息(xi)交(jiao)(jiao)换(huan)共享平台(tai)对接。完(wan)善公(gong)共信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)信(xin)(xin)(xin)(xin)(xin)息(xi)交(jiao)(jiao)换(huan)机制,按照安(an)全、高效(xiao)、可靠的信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)数据交(jiao)(jiao)换(huan)标准和(he)规范,建立数据交(jiao)(jiao)换(huan)的有效(xiao)方式和(he)途径。各市州(zhou)、各行(xing)(xing)业向省级信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)信(xin)(xin)(xin)(xin)(xin)息(xi)平台(tai)报送(song)(song)信(xin)(xin)(xin)(xin)(xin)息(xi),省级信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)信(xin)(xin)(xin)(xin)(xin)息(xi)平台(tai)根据各市州(zhou)、各行(xing)(xing)业需要同步(bu)推(tui)送(song)(song)信(xin)(xin)(xin)(xin)(xin)息(xi),实现(xian)全省信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)信(xin)(xin)(xin)(xin)(xin)息(xi)实时传递和(he)无障(zhang)碍(ai)交(jiao)(jiao)换(huan),形(xing)成分工明确、沟(gou)通顺畅、齐抓共管的监管格局。逐步(bu)推(tui)进省级平台(tai)与(yu)外省区市信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)信(xin)(xin)(xin)(xin)(xin)息(xi)平台(tai)的互联互通。


第六章 完善以(yi)奖惩(cheng)制(zhi)度为重点(dian)的(de)运行机制(zhi)


  一、构(gou)建守(shou)信激励和(he)失(shi)信惩戒机(ji)制


  (一)加强对守(shou)信主(zhu)体的激励(li)。推动建(jian)立守信(xin)(xin)(xin)主体正向激(ji)励机制(zhi)。政(zheng)府部门在(zai)(zai)行(xing)政(zheng)审批、资质认(ren)证(zheng)、市(shi)场准入(ru)、公共资源交易、资金(jin)扶持等(deng)(deng)行(xing)政(zheng)管(guan)理(li)和公共服(fu)务过(guo)(guo)程中(zhong),注重(zhong)信(xin)(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)(xin)息和信(xin)(xin)(xin)用(yong)(yong)(yong)产品的运(yun)用(yong)(yong)(yong),对守信(xin)(xin)(xin)主体实行(xing)优先办理(li)和激(ji)励政(zheng)策(ce)。金(jin)融(rong)机构将信(xin)(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)(xin)息运(yun)用(yong)(yong)(yong)于信(xin)(xin)(xin)贷管(guan)理(li)中(zhong),对守信(xin)(xin)(xin)主体实行(xing)贷款优先、额度放宽、利率(lv)下(xia)浮等(deng)(deng)优惠(hui)政(zheng)策(ce)。鼓励其他社会主体在(zai)(zai)市(shi)场交易过(guo)(guo)程中(zhong)对守信(xin)(xin)(xin)者(zhe)提供便利化服(fu)务。建(jian)立完善自我纠错、主动自新的信(xin)(xin)(xin)用(yong)(yong)(yong)修复机制(zhi),鼓励存在(zai)(zai)失信(xin)(xin)(xin)记录的社会成员重(zhong)塑诚信(xin)(xin)(xin)形象,发挥守信(xin)(xin)(xin)正向激(ji)励作用(yong)(yong)(yong)。


  (二)加强对失信主体的惩(cheng)戒。加(jia)(jia)(jia)大(da)(da)行(xing)(xing)(xing)政监(jian)管(guan)性(xing)(xing)约(yue)(yue)(yue)束(shu)和(he)(he)惩(cheng)戒(jie)(jie)(jie)力度(du),建立(li)各行(xing)(xing)(xing)业黑(hei)(hei)名单(dan)制(zhi)(zhi)(zhi)度(du)和(he)(he)市(shi)场(chang)退出机制(zhi)(zhi)(zhi)。完善(shan)失(shi)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)披(pi)露(lu)机制(zhi)(zhi)(zhi),通(tong)过(guo)“信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)甘肃”网站向社(she)(she)(she)会(hui)(hui)公示失(shi)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)。各市(shi)州、各部(bu)门在行(xing)(xing)(xing)政管(guan)理和(he)(he)公共服务过(guo)程中(zhong)根据信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)主体(ti)(ti)(ti)的(de)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)状(zhuang)况实行(xing)(xing)(xing)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)分类管(guan)理,加(jia)(jia)(jia)大(da)(da)对失(shi)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)主体(ti)(ti)(ti)的(de)监(jian)管(guan)、惩(cheng)处力度(du)。建立(li)行(xing)(xing)(xing)政许可申(shen)(shen)请(qing)人(ren)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)承诺(nuo)制(zhi)(zhi)(zhi)度(du),开展(zhan)申(shen)(shen)请(qing)人(ren)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)审查(cha),完善(shan)申(shen)(shen)请(qing)人(ren)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)记录。推(tui)动形成(cheng)(cheng)市(shi)场(chang)性(xing)(xing)约(yue)(yue)(yue)束(shu)和(he)(he)惩(cheng)戒(jie)(jie)(jie)机制(zhi)(zhi)(zhi),按照市(shi)场(chang)化原则(ze)制(zhi)(zhi)(zhi)定信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)基准评(ping)价(jia)指标(biao)体(ti)(ti)(ti)系(xi)和(he)(he)评(ping)价(jia)方法(fa),完善(shan)市(shi)场(chang)行(xing)(xing)(xing)为信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)评(ping)价(jia)体(ti)(ti)(ti)系(xi)。建立(li)重点行(xing)(xing)(xing)业和(he)(he)重点人(ren)群信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)评(ping)价(jia)和(he)(he)失(shi)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)披(pi)露(lu)机制(zhi)(zhi)(zhi),加(jia)(jia)(jia)大(da)(da)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)惩(cheng)戒(jie)(jie)(jie)力度(du),推(tui)动各行(xing)(xing)(xing)业协会(hui)(hui)制(zhi)(zhi)(zhi)定行(xing)(xing)(xing)业自律规则(ze)并监(jian)督(du)会(hui)(hui)员(yuan)遵守执行(xing)(xing)(xing),对违(wei)规会(hui)(hui)员(yuan)按照情节轻重,实行(xing)(xing)(xing)行(xing)(xing)(xing)业内警告、通(tong)报批评(ping)、公开谴责等惩(cheng)戒(jie)(jie)(jie)措施。推(tui)动形成(cheng)(cheng)社(she)(she)(she)会(hui)(hui)性(xing)(xing)约(yue)(yue)(yue)束(shu)和(he)(he)惩(cheng)戒(jie)(jie)(jie)机制(zhi)(zhi)(zhi),完善(shan)社(she)(she)(she)会(hui)(hui)舆论(lun)监(jian)督(du)机制(zhi)(zhi)(zhi)。在保护举报者(zhe)合法(fa)权(quan)益的(de)前(qian)提(ti)下(xia)鼓励举报失(shi)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)行(xing)(xing)(xing)为,对失(shi)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)行(xing)(xing)(xing)为进(jin)行(xing)(xing)(xing)披(pi)露(lu)曝光,通(tong)过(guo)社(she)(she)(she)会(hui)(hui)的(de)道(dao)德谴责,形成(cheng)(cheng)社(she)(she)(she)会(hui)(hui)舆论(lun)震慑力,惩(cheng)戒(jie)(jie)(jie)社(she)(she)(she)会(hui)(hui)成(cheng)(cheng)员(yuan)的(de)失(shi)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)行(xing)(xing)(xing)为。


  (三)建(jian)立跨部门、跨地区(qu)、跨行业联合(he)奖惩机制。建立(li)健全(quan)(quan)失信(xin)(xin)(xin)(xin)(xin)联(lian)(lian)合惩(cheng)戒(jie)制(zhi)度,制(zhi)定(ding)实施(shi)综合性守信(xin)(xin)(xin)(xin)(xin)激励和失信(xin)(xin)(xin)(xin)(xin)惩(cheng)戒(jie)办法。通过跨(kua)(kua)部(bu)门(men)、跨(kua)(kua)地(di)区、跨(kua)(kua)行(xing)业(ye)信(xin)(xin)(xin)(xin)(xin)用信(xin)(xin)(xin)(xin)(xin)息系统互(hu)联(lian)(lian)互(hu)通,实现部(bu)门(men)、地(di)区、行(xing)业(ye)间(jian)信(xin)(xin)(xin)(xin)(xin)用信(xin)(xin)(xin)(xin)(xin)息交换共享。探索(suo)建立(li)跨(kua)(kua)区域、跨(kua)(kua)部(bu)门(men)、跨(kua)(kua)行(xing)业(ye)联(lian)(lian)动响应(ying)和联(lian)(lian)合惩(cheng)戒(jie)机(ji)制(zhi)、联(lian)(lian)合惩(cheng)戒(jie)措施(shi)兑现机(ji)制(zhi)和联(lian)(lian)合惩(cheng)戒(jie)效果反馈(kui)机(ji)制(zhi)。推(tui)动开发(fa)(fa)“税(shui)易贷(dai)”、“信(xin)(xin)(xin)(xin)(xin)易贷(dai)”、“信(xin)(xin)(xin)(xin)(xin)易债”等(deng)创新产品(pin)。进一步(bu)完善食(shi)品(pin)药品(pin)、环境(jing)保护、安全(quan)(quan)生产等(deng)重点(dian)领域失信(xin)(xin)(xin)(xin)(xin)行(xing)为联(lian)(lian)合惩(cheng)戒(jie)机(ji)制(zhi),大幅提(ti)高失信(xin)(xin)(xin)(xin)(xin)成本,减少失信(xin)(xin)(xin)(xin)(xin)行(xing)为发(fa)(fa)生。加强与周(zhou)边省(sheng)(sheng)份的交流(liu)(liu)合作(zuo),探索(suo)开展信(xin)(xin)(xin)(xin)(xin)息交换、联(lian)(lian)合奖惩(cheng)、技术和产品(pin)研发(fa)(fa)与应(ying)用等(deng)方面的跨(kua)(kua)省(sheng)(sheng)区交流(liu)(liu)合作(zuo)。


  二、建立健全信(xin)用(yong)法规(gui)和(he)信(xin)用(yong)标准体系


  (一)加快(kuai)地方性信(xin)用立法建设。全面(mian)贯彻落实《政府信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)公(gong)开条(tiao)例(li)》、《征(zheng)(zheng)信(xin)(xin)(xin)(xin)业(ye)管理条(tiao)例(li)》、《企(qi)业(ye)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)公(gong)示暂行(xing)条(tiao)例(li)》等(deng)(deng)信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)法(fa)规及配套制(zhi)度(du)。结合我(wo)省实际(ji),加快推进地(di)方(fang)性信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)立法(fa)工作(zuo),制(zhi)定出台《甘肃省公(gong)共信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)条(tiao)例(li)》、《甘肃省失信(xin)(xin)(xin)(xin)行(xing)为(wei)惩(cheng)戒办法(fa)》等(deng)(deng)制(zhi)度(du)。各(ge)地(di)区、各(ge)部(bu)门(men)(men)制(zhi)定本地(di)区、本部(bu)门(men)(men)信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)制(zhi)度(du)。明确(que)信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)记录主(zhu)体的权利义务(wu)和责任,使信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)征(zheng)(zheng)集(ji)、保存、查询、应(ying)用(yong)(yong)(yong)、安全以及信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)主(zhu)体权益保护、信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)市场监(jian)管等(deng)(deng)各(ge)方(fang)面(mian)有法(fa)可(ke)依。指(zhi)导行(xing)业(ye)协会制(zhi)定行(xing)业(ye)信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)制(zhi)度(du)规范。


  (二)建(jian)立完善信用(yong)监管制(zhi)度(du)体(ti)系。加(jia)强对信(xin)(xin)(xin)用(yong)市(shi)场(chang)的(de)(de)监(jian)督管(guan)理(li),建(jian)立(li)完善的(de)(de)信(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)息(xi)处理(li)制度和规程,为(wei)信(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)息(xi)采集、整(zheng)理(li)、加(jia)工、保(bao)存(cun)、公开(kai)(kai)(kai)、使用(yong)等各(ge)环(huan)节(jie)提供(gong)制度保(bao)障。依(yi)法推(tui)进信(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)息(xi)在(zai)征集、查(cha)询、使用(yong)、公开(kai)(kai)(kai)等环(huan)节(jie)的(de)(de)分类(lei)管(guan)理(li)。建(jian)立(li)完善信(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)息(xi)共享公开(kai)(kai)(kai)制度,推(tui)动已(yi)公开(kai)(kai)(kai)政(zheng)务信(xin)(xin)(xin)息(xi)和非(fei)政(zheng)务信(xin)(xin)(xin)息(xi)的(de)(de)整(zheng)合。落实国家(jia)统一(yi)的(de)(de)社(she)会信(xin)(xin)(xin)用(yong)代码制度,推(tui)动社(she)会信(xin)(xin)(xin)用(yong)代码在(zai)经济社(she)会中的(de)(de)广泛运用(yong)。建(jian)立(li)各(ge)行业黑(hei)名单制度和市(shi)场(chang)退出机制。以诚信(xin)(xin)(xin)“红黑(hei)榜”新(xin)闻发布(bu)(bu)(bu)为(wei)平台,建(jian)立(li)诚信(xin)(xin)(xin)红黑(hei)榜发布(bu)(bu)(bu)制度。有关部门定期召开(kai)(kai)(kai)新(xin)闻发布(bu)(bu)(bu)会,发布(bu)(bu)(bu)诚信(xin)(xin)(xin)企业红名单和失信(xin)(xin)(xin)企业黑(hei)名单。加(jia)强事中事后监(jian)管(guan),创新(xin)市(shi)场(chang)监(jian)管(guan)方式,完善市(shi)场(chang)监(jian)管(guan)体系。


  (三(san))构建信用信息标准体系(xi)。按照(zhao)国家统(tong)(tong)一(yi)信(xin)用(yong)(yong)信(xin)息(xi)(xi)标(biao)(biao)准(zhun),制定甘(gan)肃省信(xin)用(yong)(yong)信(xin)息(xi)(xi)目录以及(ji)数据(ju)规范、技(ji)术(shu)规范、信(xin)用(yong)(yong)信(xin)息(xi)(xi)分类(lei)分级等标(biao)(biao)准(zhun),建(jian)立(li)更具针对性的信(xin)用(yong)(yong)产(chan)品服务(wu)类(lei)、运用(yong)(yong)管理(li)类(lei)和信(xin)息(xi)(xi)技(ji)术(shu)类(lei)标(biao)(biao)准(zhun)体系(xi),为省级信(xin)用(yong)(yong)信(xin)息(xi)(xi)平台建(jian)设、公共(gong)信(xin)用(yong)(yong)信(xin)息(xi)(xi)整合(he)共(gong)享及(ji)全省信(xin)用(yong)(yong)市(shi)场规范运行提供(gong)统(tong)(tong)一(yi)标(biao)(biao)准(zhun)。根据(ju)信(xin)用(yong)(yong)市(shi)场、信(xin)息(xi)(xi)技(ji)术(shu)的发(fa)展,及(ji)时对信(xin)用(yong)(yong)信(xin)息(xi)(xi)标(biao)(biao)准(zhun)体系(xi)进行更新(xin)维护,建(jian)立(li)信(xin)用(yong)(yong)信(xin)息(xi)(xi)标(biao)(biao)准(zhun)化管理(li)和日(ri)常维护长效(xiao)机(ji)制。


  三、培育和规范信(xin)用服(fu)务市场(chang)


  (一)培育发展信用服务机构。在(zai)推动公(gong)共信用(yong)(yong)(yong)(yong)(yong)(yong)(yong)(yong)(yong)服(fu)务(wu)(wu)机(ji)构(gou)(gou)健康发展的同(tong)时,鼓励(li)社会多(duo)元化(hua)投资,积极培育扶持专(zhuan)业(ye)化(hua)、市场(chang)化(hua)的地方法人(ren)信用(yong)(yong)(yong)(yong)(yong)(yong)(yong)(yong)(yong)服(fu)务(wu)(wu)机(ji)构(gou)(gou)。鼓励(li)发展信用(yong)(yong)(yong)(yong)(yong)(yong)(yong)(yong)(yong)调查、信用(yong)(yong)(yong)(yong)(yong)(yong)(yong)(yong)(yong)征集(ji)、信用(yong)(yong)(yong)(yong)(yong)(yong)(yong)(yong)(yong)咨询(xun)、信用(yong)(yong)(yong)(yong)(yong)(yong)(yong)(yong)(yong)评估、信用(yong)(yong)(yong)(yong)(yong)(yong)(yong)(yong)(yong)担保、信用(yong)(yong)(yong)(yong)(yong)(yong)(yong)(yong)(yong)保险和大数据服(fu)务(wu)(wu)等多(duo)种业(ye)态,逐步建(jian)立(li)(li)公(gong)共和社会信用(yong)(yong)(yong)(yong)(yong)(yong)(yong)(yong)(yong)服(fu)务(wu)(wu)机(ji)构(gou)(gou)互为补充、信用(yong)(yong)(yong)(yong)(yong)(yong)(yong)(yong)(yong)信息(xi)基础服(fu)务(wu)(wu)和增(zeng)值服(fu)务(wu)(wu)相辅(fu)相成的多(duo)层(ceng)次信用(yong)(yong)(yong)(yong)(yong)(yong)(yong)(yong)(yong)服(fu)务(wu)(wu)组织体(ti)系。推动信用(yong)(yong)(yong)(yong)(yong)(yong)(yong)(yong)(yong)服(fu)务(wu)(wu)机(ji)构(gou)(gou)完(wan)善法人(ren)治理(li)(li),强化(hua)内(nei)控管(guan)理(li)(li),建(jian)设专(zhuan)业(ye)队伍,提高(gao)业(ye)务(wu)(wu)水平。加强信用(yong)(yong)(yong)(yong)(yong)(yong)(yong)(yong)(yong)服(fu)务(wu)(wu)机(ji)构(gou)(gou)自(zi)身信用(yong)(yong)(yong)(yong)(yong)(yong)(yong)(yong)(yong)建(jian)设,开展信用(yong)(yong)(yong)(yong)(yong)(yong)(yong)(yong)(yong)评价(jia),确立(li)(li)行为准则,实行信用(yong)(yong)(yong)(yong)(yong)(yong)(yong)(yong)(yong)服(fu)务(wu)(wu)机(ji)构(gou)(gou)及其(qi)从业(ye)人(ren)员信用(yong)(yong)(yong)(yong)(yong)(yong)(yong)(yong)(yong)信息(xi)披露(lu)制度。


  (二(er))推进(jin)并规(gui)范信用评级行业发展。引进和(he)培育信(xin)(xin)用评(ping)(ping)级(ji)企业,支持征信(xin)(xin)、信(xin)(xin)用评(ping)(ping)级(ji)机构规范发(fa)展(zhan)(zhan)。积极开展(zhan)(zhan)小额(e)贷款公(gong)(gong)(gong)司(si)、融资性担(dan)保公(gong)(gong)(gong)司(si)、新(xin)型农村经济组织等第(di)三方市(shi)场主体(ti)信(xin)(xin)用评(ping)(ping)级(ji)业务,提高信(xin)(xin)用评(ping)(ping)级(ji)覆盖面。规范信(xin)(xin)用评(ping)(ping)级(ji)业务市(shi)场秩序,注重信(xin)(xin)用评(ping)(ping)级(ji)事(shi)中事(shi)后监测(ce)和(he)信(xin)(xin)息披露。推动信(xin)(xin)用评(ping)(ping)级(ji)结果(guo)在政府行(xing)政管(guan)理、公(gong)(gong)(gong)共服务及银(yin)行(xing)信(xin)(xin)贷管(guan)理等市(shi)场交(jiao)易(yi)过(guo)程中的运用。


  (三)推动信用服(fu)务产品广泛(fan)运(yun)用。鼓励信(xin)用(yong)(yong)(yong)(yong)(yong)(yong)(yong)服(fu)(fu)(fu)务(wu)(wu)机(ji)构(gou)结合我(wo)省经济社(she)会发(fa)展(zhan)实际(ji)需求,推动信(xin)用(yong)(yong)(yong)(yong)(yong)(yong)(yong)服(fu)(fu)(fu)务(wu)(wu)产品(pin)开发(fa)创(chuang)新和(he)广泛运用(yong)(yong)(yong)(yong)(yong)(yong)(yong)。推进信(xin)用(yong)(yong)(yong)(yong)(yong)(yong)(yong)保险、信(xin)用(yong)(yong)(yong)(yong)(yong)(yong)(yong)担保、商业保理(li)、履(lv)约担保、信(xin)用(yong)(yong)(yong)(yong)(yong)(yong)(yong)管(guan)理(li)咨询及培训等信(xin)用(yong)(yong)(yong)(yong)(yong)(yong)(yong)服(fu)(fu)(fu)务(wu)(wu)业务(wu)(wu)发(fa)展(zhan),不断丰富和(he)完(wan)善信(xin)用(yong)(yong)(yong)(yong)(yong)(yong)(yong)服(fu)(fu)(fu)务(wu)(wu)体系(xi)。积极培育信(xin)用(yong)(yong)(yong)(yong)(yong)(yong)(yong)服(fu)(fu)(fu)务(wu)(wu)市(shi)(shi)场有效(xiao)需求,政府部门在(zai)市(shi)(shi)场准(zhun)入、资质认定(ding)、项目(mu)审批、资金扶持(chi)、公共(gong)资源交(jiao)易(yi)、评先(xian)选(xuan)优、人事任免(mian)等行政管(guan)理(li)和(he)公共(gong)服(fu)(fu)(fu)务(wu)(wu)方(fang)面(mian)带头使(shi)用(yong)(yong)(yong)(yong)(yong)(yong)(yong)信(xin)用(yong)(yong)(yong)(yong)(yong)(yong)(yong)产品(pin),金融(rong)机(ji)构(gou)在(zai)信(xin)贷(dai)管(guan)理(li)、其他市(shi)(shi)场主体在(zai)市(shi)(shi)场交(jiao)易(yi)过程中使(shi)用(yong)(yong)(yong)(yong)(yong)(yong)(yong)并(bing)逐步推广应(ying)用(yong)(yong)(yong)(yong)(yong)(yong)(yong)信(xin)用(yong)(yong)(yong)(yong)(yong)(yong)(yong)产品(pin)。


  (四)优化信用服务市(shi)场(chang)发展环境。运用(yong)(yong)完善的(de)(de)(de)信(xin)用(yong)(yong)服(fu)务(wu)(wu)市(shi)(shi)场(chang)(chang)监管体系、法(fa)律制度和服(fu)务(wu)(wu)标准(zhun)体系、准(zhun)入(ru)与退出机(ji)(ji)制,为信(xin)用(yong)(yong)服(fu)务(wu)(wu)机(ji)(ji)构提供良好的(de)(de)(de)发(fa)展环境。在“信(xin)用(yong)(yong)甘肃”网站设(she)立信(xin)用(yong)(yong)服(fu)务(wu)(wu)机(ji)(ji)构业务(wu)(wu)投诉(su)平(ping)台,对(dui)信(xin)用(yong)(yong)服(fu)务(wu)(wu)行(xing)(xing)业失(shi)信(xin)行(xing)(xing)为进行(xing)(xing)监督并(bing)向社会公开发(fa)布。按(an)照“政(zheng)府推动、市(shi)(shi)场(chang)(chang)运作”的(de)(de)(de)原则,合理规划信(xin)用(yong)(yong)服(fu)务(wu)(wu)产业布局(ju),建(jian)立健全(quan)信(xin)用(yong)(yong)服(fu)务(wu)(wu)产业链,形成信(xin)用(yong)(yong)服(fu)务(wu)(wu)机(ji)(ji)构有序竞(jing)争、信(xin)用(yong)(yong)产品供需平(ping)衡、信(xin)用(yong)(yong)服(fu)务(wu)(wu)行(xing)(xing)业规范发(fa)展的(de)(de)(de)信(xin)用(yong)(yong)服(fu)务(wu)(wu)市(shi)(shi)场(chang)(chang)发(fa)展格(ge)局(ju)。


  四、保护信用信息(xi)主体权益


  (一(yi))健全(quan)投(tou)诉处理和纠纷(fen)解决(jue)机制。充分发(fa)挥行政监管、行业自律(lv)和(he)社会监督在信(xin)用信(xin)息(xi)主体权益保护中(zhong)的作用,综(zong)合运用法律(lv)、行政和(he)经济(ji)等手段,保护信(xin)用信(xin)息(xi)主体权益。健(jian)全信(xin)用异议(yi)和(he)信(xin)用投诉(su)处理制度(du),完善信(xin)用纠纷解决机制。


  (二(er))建立侵权行为披(pi)露制(zhi)度(du)。加强对信(xin)(xin)用服(fu)务机构的监(jian)督(du)检(jian)查,确保(bao)其依法(fa)合(he)规开展业务。对侵(qin)害信(xin)(xin)息主体(ti)合(he)法(fa)权(quan)益(yi)的行为,依法(fa)追究责任。建立信(xin)(xin)用信(xin)(xin)息侵(qin)权(quan)行为披(pi)露(lu)制度,通(tong)过各种渠(qu)道披(pi)露(lu)信(xin)(xin)用信(xin)(xin)息侵(qin)权(quan)行为,强化社会监(jian)督(du)作用。


  (三(san))增强信息(xi)主体维权意识。加(jia)强信(xin)(xin)息(xi)(xi)主体(ti)(ti)权(quan)(quan)益(yi)(yi)保(bao)护宣传(chuan)教(jiao)育,使信(xin)(xin)息(xi)(xi)主体(ti)(ti)了解其信(xin)(xin)用(yong)权(quan)(quan)益(yi)(yi)及救济途径,增强信(xin)(xin)息(xi)(xi)主体(ti)(ti)的(de)维(wei)权(quan)(quan)意识和(he)能力,并通过合法途径维(wei)护自身利益(yi)(yi)。向信(xin)(xin)息(xi)(xi)主体(ti)(ti)宣传(chuan)保(bao)持良好信(xin)(xin)用(yong)记录的(de)重要性,建立(li)完(wan)善信(xin)(xin)用(yong)修复(fu)机制(zhi),提高(gao)信(xin)(xin)息(xi)(xi)主体(ti)(ti)维(wei)护自身合法权(quan)(quan)益(yi)(yi)的(de)主动性。


  五、强化信用(yong)信息安全管理


  (一)建立健(jian)全(quan)(quan)信用信息(xi)安全(quan)(quan)管(guan)理(li)体制。建(jian)立健(jian)全(quan)信(xin)(xin)(xin)用信(xin)(xin)(xin)息(xi)(xi)(xi)安(an)全(quan)监(jian)控(kong)体系(xi)和(he)网络信(xin)(xin)(xin)任体系(xi)。严格执行(xing)信(xin)(xin)(xin)息(xi)(xi)(xi)安(an)全(quan)等级保(bao)护制(zhi)度,定期开(kai)展信(xin)(xin)(xin)用信(xin)(xin)(xin)息(xi)(xi)(xi)安(an)全(quan)风险评估、安(an)全(quan)预警和(he)系(xi)统安(an)全(quan)认证。确(que)立各级政府(fu)在信(xin)(xin)(xin)用信(xin)(xin)(xin)息(xi)(xi)(xi)安(an)全(quan)管理中的(de)主体地位(wei),加大政府(fu)对公共(gong)信(xin)(xin)(xin)用信(xin)(xin)(xin)息(xi)(xi)(xi)安(an)全(quan)基础(chu)设施(shi)的(de)投(tou)入(ru),加强信(xin)(xin)(xin)用信(xin)(xin)(xin)息(xi)(xi)(xi)安(an)全(quan)监(jian)督检查,建(jian)立健(jian)全(quan)信(xin)(xin)(xin)用信(xin)(xin)(xin)息(xi)(xi)(xi)安(an)全(quan)应(ying)急处(chu)理机制(zhi)。


  (二)加强信(xin)用服务机(ji)构信(xin)用信(xin)息(xi)安全内部管理。建(jian)(jian)立完善的(de)信(xin)(xin)用(yong)(yong)信(xin)(xin)息安全管理制(zhi)度(du),确保信(xin)(xin)用(yong)(yong)信(xin)(xin)息采集、整(zheng)理、加(jia)工、保存、使用(yong)(yong)等(deng)各(ge)环(huan)节工作依法规范(fan)运行。加(jia)大系(xi)(xi)(xi)统(tong)(tong)建(jian)(jian)设(she)和运营维护方(fang)面的(de)技术、资金投入。根据(ju)信(xin)(xin)用(yong)(yong)信(xin)(xin)息系(xi)(xi)(xi)统(tong)(tong)安全级别,建(jian)(jian)设(she)高(gao)标准(zhun)的(de)信(xin)(xin)用(yong)(yong)信(xin)(xin)息安全保障系(xi)(xi)(xi)统(tong)(tong)。设(she)立系(xi)(xi)(xi)统(tong)(tong)安全管理机(ji)构(gou),定期开展(zhan)系(xi)(xi)(xi)统(tong)(tong)安全检查和评估,加(jia)强网络信(xin)(xin)息安全保护,保障系(xi)(xi)(xi)统(tong)(tong)、数据(ju)安全运行。建(jian)(jian)立信(xin)(xin)用(yong)(yong)信(xin)(xin)息安全应急报告(gao)制(zhi)度(du)。


第七章 建立规(gui)划实施的支撑体系


  一、强(qiang)化责任落实


  各(ge)地(di)、各(ge)部门要(yao)按照本规划总体(ti)要(yao)求,统筹(chou)安排人力、物力、财(cai)力,全力推(tui)进(jin)社会(hui)信(xin)用体(ti)系(xi)(xi)(xi)建设工(gong)(gong)(gong)作(zuo)。完善省社会(hui)信(xin)用体(ti)系(xi)(xi)(xi)建设领(ling)(ling)导(dao)小(xiao)组及其(qi)办公(gong)(gong)室(shi)工(gong)(gong)(gong)作(zuo)机制。领(ling)(ling)导(dao)小(xiao)组要(yao)做好组织(zhi)推(tui)动,争取各(ge)方面支持,协(xie)调解(jie)决(jue)工(gong)(gong)(gong)作(zuo)中的重大事项和问(wen)题(ti)。领(ling)(ling)导(dao)小(xiao)组办公(gong)(gong)室(shi)要(yao)加强与各(ge)市州、各(ge)成(cheng)员(yuan)单位(wei)的沟通联(lian)系(xi)(xi)(xi),及时掌握工(gong)(gong)(gong)作(zuo)进(jin)展情况,研究(jiu)提出解(jie)决(jue)相关问(wen)题(ti)的意见和建议。成(cheng)员(yuan)单位(wei)要(yao)根据领(ling)(ling)导(dao)小(xiao)组的安排部署,研究(jiu)制定具体(ti)工(gong)(gong)(gong)作(zuo)实施方案,按计划推(tui)进(jin)相关工(gong)(gong)(gong)作(zuo)。各(ge)地(di)政府、各(ge)部门要(yao)定期对本地(di)区、本行业(ye)社会(hui)信(xin)用体(ti)系(xi)(xi)(xi)建设情况开展督促(cu)检(jian)查,进(jin)行总结和评估。


  二、加大政策(ce)支持


  各(ge)级(ji)政(zheng)府要(yao)根据社(she)会(hui)信(xin)(xin)(xin)用体(ti)系建(jian)设(she)(she)需要(yao),制定相(xiang)应的(de)扶持(chi)(chi)(chi)政(zheng)策(ce)(ce)措施(shi),保障社(she)会(hui)信(xin)(xin)(xin)用体(ti)系建(jian)设(she)(she)经(jing)费(fei),将“两(liang)库一网两(liang)平台”等信(xin)(xin)(xin)用基(ji)础设(she)(she)施(shi)建(jian)设(she)(she)纳(na)(na)入投资计划,将社(she)会(hui)信(xin)(xin)(xin)用体(ti)系建(jian)设(she)(she)工作经(jing)费(fei)纳(na)(na)入财政(zheng)预算(suan)。加大对(dui)信(xin)(xin)(xin)用标准体(ti)系建(jian)设(she)(she)、信(xin)(xin)(xin)用产(chan)品开发与推(tui)广、信(xin)(xin)(xin)用服务(wu)机构(gou)培(pei)育、重点领域创新示范工程等方(fang)面(mian)的(de)政(zheng)策(ce)(ce)扶持(chi)(chi)(chi)和资金支(zhi)持(chi)(chi)(chi)。落(luo)实国家加快现(xian)代服务(wu)业、高技术产(chan)业发展(zhan)等方(fang)面(mian)支(zhi)持(chi)(chi)(chi)信(xin)(xin)(xin)用服务(wu)机构(gou)发展(zhan)的(de)相(xiang)关(guan)政(zheng)策(ce)(ce)。各(ge)级(ji)科技、服务(wu)业发展(zhan)等专项(xiang)(xiang)资金要(yao)对(dui)社(she)会(hui)信(xin)(xin)(xin)用体(ti)系建(jian)设(she)(she)项(xiang)(xiang)目给予重点支(zhi)持(chi)(chi)(chi)。


  三、实(shi)施专项工程


  (一)政务信息公开工程。深入贯彻实施《中(zhong)华人民共(gong)和国(guo)政(zheng)府(fu)信(xin)(xin)(xin)(xin)息公(gong)(gong)开(kai)条例(li)》,切实加大政(zheng)府(fu)信(xin)(xin)(xin)(xin)息公(gong)(gong)开(kai)力度,通过互联网(wang)实现政(zheng)务公(gong)(gong)开(kai),完(wan)善投资项目、社会事务、公(gong)(gong)共(gong)决策等(deng)(deng)为一体的政(zheng)务信(xin)(xin)(xin)(xin)息平台,树立公(gong)(gong)开(kai)、透明的政(zheng)府(fu)形象,实现“阳光行(xing)政(zheng)”。依(yi)据有关政(zheng)策法(fa)规和各(ge)部门“权责清单”,建立行(xing)政(zheng)许(xu)(xu)可、行(xing)政(zheng)处(chu)(chu)罚信(xin)(xin)(xin)(xin)息双公(gong)(gong)示目录,充分利用(yong)各(ge)级政(zheng)府(fu)门户(hu)网(wang)站(zhan)、部门网(wang)站(zhan)、“信(xin)(xin)(xin)(xin)用(yong)甘肃(su)”网(wang)站(zhan)、“信(xin)(xin)(xin)(xin)用(yong)中(zhong)国(guo)”网(wang)站(zhan)以及其(qi)他综合性政(zheng)务网(wang)站(zhan)等(deng)(deng),多渠道公(gong)(gong)示行(xing)政(zheng)许(xu)(xu)可和行(xing)政(zheng)处(chu)(chu)罚等(deng)(deng)信(xin)(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)(xin)息。


  (二)诚信文化建设工程。加强(qiang)公民诚信(xin)(xin)文(wen)(wen)化(hua)(hua)(hua)宣传(chuan),培(pei)养社(she)会“诚信(xin)(xin)”价(jia)值理(li)念。组织“宣传(chuan)月”、“宣传(chuan)周”等活动,将信(xin)(xin)用政策、信(xin)(xin)用知识及信(xin)(xin)用文(wen)(wen)化(hua)(hua)(hua)以通俗易懂的方式(shi)在群(qun)众中推广,构建全方位(wei)的舆(yu)论宣传(chuan)网络。重点突出未(wei)成(cheng)年人、青年诚信(xin)(xin)教育,进一步(bu)落实(shi)(shi)课堂教育、社(she)会实(shi)(shi)践、校园文(wen)(wen)化(hua)(hua)(hua)多位(wei)一体的育人平(ping)台,实(shi)(shi)现诚信(xin)(xin)文(wen)(wen)化(hua)(hua)(hua)从孩(hai)子做起。加强(qiang)企业诚信(xin)(xin)文(wen)(wen)化(hua)(hua)(hua)建设,树立(li)优质企业形象、积累(lei)良(liang)好企业信(xin)(xin)誉(yu),组建传(chuan)统支柱(zhu)产业和战略性新兴产业诚信(xin)(xin)联盟。


  (三(san))农村(cun)信用(yong)体系建设工(gong)程。建(jian)(jian)立农(nong)村(cun)社会(hui)成员(yuan)信(xin)(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)(xin)息(xi)采集标准和评(ping)测方式,依法整合农(nong)村(cun)信(xin)(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)(xin)息(xi)资源,建(jian)(jian)设全省农(nong)户(hu)电子信(xin)(xin)(xin)用(yong)(yong)(yong)档案(an),实现(xian)农(nong)村(cun)信(xin)(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)(xin)息(xi)供需双方有效对接(jie)。推进“信(xin)(xin)(xin)用(yong)(yong)(yong)户(hu)”、“信(xin)(xin)(xin)用(yong)(yong)(yong)村(cun)”、“信(xin)(xin)(xin)用(yong)(yong)(yong)镇”建(jian)(jian)设,开展信(xin)(xin)(xin)用(yong)(yong)(yong)村(cun)镇评(ping)选,制定激(ji)励奖励措施,提升农(nong)户(hu)信(xin)(xin)(xin)用(yong)(yong)(yong)意识(shi)。实施“信(xin)(xin)(xin)用(yong)(yong)(yong)惠民”工程(cheng),利用(yong)(yong)(yong)农(nong)村(cun)信(xin)(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)(xin)息(xi)管理系统(tong),将农(nong)户(hu)信(xin)(xin)(xin)用(yong)(yong)(yong)状(zhuang)况与贷款(kuan)审(shen)核过程(cheng)结合,提高(gao)农(nong)户(hu)授信(xin)(xin)(xin)额度(du),并给予(yu)贷款(kuan)优先、额度(du)放宽、手续(xu)简便(bian)、利率降低等优惠政策,使农(nong)村(cun)社会(hui)信(xin)(xin)(xin)用(yong)(yong)(yong)状(zhuang)况明显改善。


  (四)小微(wei)企(qi)业信用体系建设(she)工程。以推进全(quan)省小微(wei)(wei)企业(ye)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)体系建(jian)(jian)设示范区和(he)农(nong)村(cun)(cun)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)体系建(jian)(jian)设示范区为切入点(dian),强化数(shu)据收(shou)集整(zheng)合(he)。结合(he)全(quan)省精准扶贫工作,归(gui)集建(jian)(jian)立小微(wei)(wei)企业(ye)和(he)农(nong)户信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)档案(an),并形成专门的小微(wei)(wei)企业(ye)和(he)农(nong)户信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息数(shu)据库。完善信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息查询(xun)、共享服务网络及区域性小微(wei)(wei)企业(ye)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)记录。制(zhi)定信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)正向激励(li)(li)政策,建(jian)(jian)立健全(quan)适合(he)小微(wei)(wei)企业(ye)特点(dian)的信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)评价(jia)体系,对(dui)守信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)企业(ye)和(he)农(nong)村(cun)(cun)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)组织(zhi)给(ji)予信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)贷(dai)优惠。鼓(gu)励(li)(li)开展(zhan)多形式的小微(wei)(wei)企业(ye)诚(cheng)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)宣传和(he)培训(xun)活动,为小微(wei)(wei)企业(ye)便利融资和(he)健康发展(zhan)营造良(liang)好环境。


  (五)信用人才培养工程。强化(hua)师资队(dui)伍建(jian)设,制定培养(yang)计划和就业(ye)(ye)方向(xiang),依托高等院校、专业(ye)(ye)协会、专业(ye)(ye)评级(ji)公司、银(yin)行和各类金融机(ji)构(gou),建(jian)立信(xin)用(yong)(yong)(yong)教育咨询平台,共同构(gou)成促进信(xin)用(yong)(yong)(yong)管理(li)(li)(li)专业(ye)(ye)发(fa)展(zhan)(zhan)的主体,为信(xin)用(yong)(yong)(yong)发(fa)展(zhan)(zhan)储(chu)备人(ren)才(cai)。开展(zhan)(zhan)从业(ye)(ye)资格(ge)认(ren)证,提高信(xin)用(yong)(yong)(yong)管理(li)(li)(li)师、信(xin)用(yong)(yong)(yong)评估师、信(xin)用(yong)(yong)(yong)分析师等职(zhi)业(ye)(ye)资格(ge)认(ren)知度。建(jian)立健(jian)全信(xin)用(yong)(yong)(yong)从业(ye)(ye)人(ren)员(yuan)管理(li)(li)(li)机(ji)制,提升信(xin)用(yong)(yong)(yong)管理(li)(li)(li)人(ren)员(yuan)操作技能,促进信(xin)用(yong)(yong)(yong)服务行业(ye)(ye)健(jian)康发(fa)展(zhan)(zhan)。


  四、推动创新(xin)示范(fan)


  (一)信用建设综合(he)示范和区域合(he)作(zuo)示范。按照重点突破、强化(hua)应用(yong)(yong)的原则(ze),推进兰州(zhou)、酒泉、武威、定西、平凉、天水6个市(shi)和(he)山丹县(xian)(xian)、临(lin)泽县(xian)(xian)、高台县(xian)(xian)、永昌县(xian)(xian)、金川区(qu)(qu)、白(bai)银区(qu)(qu)、西峰区(qu)(qu)、临(lin)夏(xia)(xia)市(shi)、武都区(qu)(qu)、徽县(xian)(xian)、夏(xia)(xia)河县(xian)(xian)11个县(xian)(xian)市(shi)区(qu)(qu)开(kai)(kai)展社会信(xin)(xin)用(yong)(yong)体系(xi)(xi)(xi)建设(she)综(zong)合(he)(he)示范工(gong)作(zuo)。重点在(zai)组(zu)织保障(zhang)机(ji)(ji)制(zhi)建设(she)、区(qu)(qu)域(yu)(yu)(yu)信(xin)(xin)用(yong)(yong)建设(she)规划编制(zhi)、制(zhi)度建设(she)、信(xin)(xin)用(yong)(yong)记录和(he)信(xin)(xin)用(yong)(yong)信(xin)(xin)息(xi)系(xi)(xi)(xi)统(tong)建设(she)、开(kai)(kai)展诚信(xin)(xin)宣(xuan)传教育工(gong)作(zuo)等方面先行先试,探索经验,率先建成地(di)区(qu)(qu)性公(gong)共(gong)信(xin)(xin)用(yong)(yong)信(xin)(xin)息(xi)系(xi)(xi)(xi)统(tong),实(shi)现本地(di)区(qu)(qu)各行业(ye)信(xin)(xin)用(yong)(yong)信(xin)(xin)息(xi)的整合(he)(he)共(gong)享,并依法逐步向社会开(kai)(kai)放。在(zai)综(zong)合(he)(he)示范建设(she)的同时,大力推进信(xin)(xin)用(yong)(yong)体系(xi)(xi)(xi)区(qu)(qu)域(yu)(yu)(yu)合(he)(he)作(zuo)创(chuang)新示范,建立和(he)完善区(qu)(qu)域(yu)(yu)(yu)信(xin)(xin)用(yong)(yong)合(he)(he)作(zuo)机(ji)(ji)制(zhi),形成跨地(di)区(qu)(qu)行业(ye)监管联动机(ji)(ji)制(zhi),共(gong)同营造(zao)区(qu)(qu)域(yu)(yu)(yu)诚信(xin)(xin)环境。在(zai)诚信(xin)(xin)宣(xuan)传教育、信(xin)(xin)用(yong)(yong)专业(ye)人(ren)才培养等方面积极开(kai)(kai)展区(qu)(qu)域(yu)(yu)(yu)交(jiao)流与协作(zuo)。


  (二)重点领域和(he)行业信用(yong)信息应(ying)用(yong)示范。在食(shi)品(pin)药品(pin)安(an)全、环境保护、安(an)全生产、产品(pin)质量、工程建设、电(dian)子商(shang)务(wu)、证券期货、融资担保、公共(gong)资源交(jiao)易、旅游和(he)(he)交(jiao)通等关系人民(min)群(qun)众切身利(li)益、经济健康发展(zhan)及社会和(he)(he)谐(xie)稳定(ding)的重点(dian)(dian)领(ling)域(yu)和(he)(he)行(xing)业(ye)有序(xu)开展(zhan)试点(dian)(dian)建设。大(da)(da)胆创新(xin),破(po)解难点(dian)(dian),形(xing)成亮点(dian)(dian)。总(zong)结经验,形(xing)成以(yi)点(dian)(dian)带面(mian)的带动效应(ying),逐步扩(kuo)大(da)(da)试点(dian)(dian)范围(wei)。在各(ge)重点(dian)(dian)领(ling)域(yu)和(he)(he)行(xing)业(ye)大(da)(da)力推(tui)行(xing)使用信(xin)用记(ji)录和(he)(he)信(xin)用报告。


  五、健全(quan)组(zu)织保障(zhang)


  (一)完善组织协调(diao)机制。建(jian)(jian)(jian)立(li)和(he)完善(shan)省、市、县三级组织体(ti)系,设立(li)专(zhuan)门(men)机构,配备相(xiang)应(ying)人(ren)(ren)员(yuan),负(fu)责推动本地区社会(hui)信用(yong)体(ti)系建(jian)(jian)(jian)设。各市州要(yao)成(cheng)立(li)由政府分管领导任(ren)组长,发(fa)展改革部(bu)门(men)和(he)人(ren)(ren)行系统负(fu)责人(ren)(ren)任(ren)副组长,有关部(bu)门(men)分管负(fu)责人(ren)(ren)为成(cheng)员(yuan)的社会(hui)信用(yong)体(ti)系建(jian)(jian)(jian)设领导小组,定(ding)期(qi)召(zhao)开(kai)专(zhuan)题(ti)会(hui)议,协(xie)(xie)(xie)调落实重(zhong)点工(gong)(gong)作任(ren)务,及时研(yan)究(jiu)解决社会(hui)信用(yong)体(ti)系建(jian)(jian)(jian)设中的重(zhong)大问题(ti)。领导小组办公室要(yao)与(yu)成(cheng)员(yuan)单(dan)位建(jian)(jian)(jian)立(li)定(ding)期(qi)协(xie)(xie)(xie)商(shang)机制,各成(cheng)员(yuan)单(dan)位要(yao)确(que)定(ding)联络(luo)员(yuan),加强协(xie)(xie)(xie)调,密(mi)切配合(he),形(xing)成(cheng)合(he)力,定(ding)期(qi)召(zhao)开(kai)联络(luo)员(yuan)会(hui)议,了(le)解部(bu)门(men)工(gong)(gong)作进(jin)展情(qing)况,部(bu)署(shu)阶(jie)段性工(gong)(gong)作任(ren)务。


  (二)建立政府(fu)推进机制。各地要把社(she)(she)会(hui)信(xin)(xin)(xin)用(yong)体(ti)(ti)系(xi)(xi)(xi)建(jian)(jian)(jian)设(she)(she)纳入重要工作日程,完善制度,加强督查,切(qie)实(shi)推进(jin)政(zheng)(zheng)(zheng)务(wu)诚信(xin)(xin)(xin)、商务(wu)诚信(xin)(xin)(xin)、社(she)(she)会(hui)诚信(xin)(xin)(xin)和(he)司(si)法公信(xin)(xin)(xin)建(jian)(jian)(jian)设(she)(she)。制定落实(shi)政(zheng)(zheng)(zheng)府(fu)带头(tou)使用(yong)信(xin)(xin)(xin)用(yong)产品(pin)和(he)服务(wu)的政(zheng)(zheng)(zheng)策。把社(she)(she)会(hui)信(xin)(xin)(xin)用(yong)体(ti)(ti)系(xi)(xi)(xi)建(jian)(jian)(jian)设(she)(she)情(qing)(qing)况(kuang)纳入目(mu)标(biao)责任考(kao)核和(he)政(zheng)(zheng)(zheng)绩考(kao)核重要内(nei)容,各级社(she)(she)会(hui)信(xin)(xin)(xin)用(yong)体(ti)(ti)系(xi)(xi)(xi)建(jian)(jian)(jian)设(she)(she)领(ling)导(dao)(dao)小组要定期对工作开(kai)展情(qing)(qing)况(kuang)进(jin)行自查,省社(she)(she)会(hui)信(xin)(xin)(xin)用(yong)体(ti)(ti)系(xi)(xi)(xi)建(jian)(jian)(jian)设(she)(she)领(ling)导(dao)(dao)小组定期组织对各市州、省直部门信(xin)(xin)(xin)用(yong)体(ti)(ti)系(xi)(xi)(xi)建(jian)(jian)(jian)设(she)(she)工作进(jin)行考(kao)核。


  (三(san))建立工(gong)作通报(bao)制(zhi)度。各(ge)级社(she)会(hui)信(xin)用体系建设领导(dao)小(xiao)组要通过专题会(hui)议、联络员会(hui)议通报工作进展情况,发现(xian)问(wen)题及(ji)时解决并跟(gen)踪督(du)办,提(ti)出改进措施(shi),通报考核(he)结果。对成(cheng)绩突出、有效控制社(she)会(hui)失(shi)信(xin)行为的(de)市州和部(bu)门(men),给(ji)予表彰奖励(li),对推进不力、失(shi)信(xin)现(xian)象频出的(de)地方和部(bu)门(men),按规定实施(shi)行政问(wen)责。
